LIMITED SOURCE JUSTIFICATION
Pursuant to FAR 13.106-1(b)(1)
1. CONTRACTING AGENCY: U.S. Army Corps of Engineers, Seattle District
2. DESCRIPTION OF ACTION: Approval is requested for a limited source justification to acquire Schweitzer Engineering Laboratories (SEL) equipment to provide a plant-wide annunciation and sequential events recording (SER) system at Libby Powerhouse and Dam.
These parts are critical components which will serve as the backbone for the entire annunciation and SER system. All other parts such as control switches and terminal blocks needed for the system will be purchased through open competition.
3. DESCRIPTION OF SUPPLIES:
The portion of the acquisition requiring brand-name products applies to Schweitzer Engineering Laboratories (SEL) equipment for the Supervisory Control Console and Annunciation. The total estimated cost for the brand-name equipment is
4. AUTHORITY CITED: FAR 13.106-1(b) Soliciting from a single source. (i) For purchases not exceeding the simplified acquisition threshold.
5. REASON FOR AUTHORITY CITED: Pursuant to FAR 13.106-1(b)(1)(i) “Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization.)”
6. BASIS FOR RESTRICTING COMPETITION: The existing annunciation and SER system at Libby Powerhouse and Dam is outdated, non-functional, or non-existent depending on the powerhouse equipment in question. The U.S. Army Corps of Engineers (USACE) designed a replacement annunciation system for Libby Powerhouse and Dam.
The goal was to add as much annunciation point granularity to the system as possible, collect data from the existing SEL protective relays directly over communication links (instead of hardwired connections), provide a GPS-synchronized time clock signal to all devices, and be able to display all alarms at any location in the plant.
SEL is an industry leader in power system protection, technology, service and value. Due to SEL’s reputation, reliability and outstanding service record, Libby has installed SEL protective relays throughout the powerhouse. All generators, transformers and station

The existing SER system records a minimal list of annunciation points. By incorporating the SER in the SEL system all annunciation points can be recorded.
Justification: The primary reason for choosing SEL equipment for the new annunciation and SER system is the efficiency of integration with existing SEL protective relay infrastructure.
The SEL equipment can easily and quickly be programmed to collect all data from the existing SEL relays. The time saved in integration was a major factor choosing SEL equipment over other manufacturers.
USACE is doing the design internally, any contract that would be put out for parts only would only look at cost of parts and not include design time. Design time represents a significant cost of this overall project.
Impact: A design has already been completed with the assumption that the new ANN/SER system would be manufactured by SEL. A different manufacturer could result in increased design time to adapt the design to a general ANN/SER system, increased installation and commissioning time, potentially increased equipment cost, increased ramp-up and/or training time for the project to become familiar with the new manufacturer’s hardware & software, and increased long-term support time to configure, maintain, and patch this manufacturer’s system in addition to SEL protective relays.
7. MARKET RESEARCH: Companies were contacted to see if they are able to provide the brand-name parts we need. As part of the market research, we received a quote from Schweitzer Engineering Laboratories (SEL). Any other company doing business with SEL would be able to provide the parts.
FAIR AND REASONABLE PRICE DETERMINATION: Based on previous contracts, current price lists, published catalog pricing and a comparison of quotes received, the anticipated cost or price to the Government for this contract action will be fair and reasonable.
