STATEMENT OF WORK

QUILLAYUTE RIVER TIMBER BREAKWATER REPAIR

LA PUSH, WASHINGTON

(DATE)

Part 1 – General Information

This is a non-personnel services contract to for construction service at the boat basin of the Quillayute River, Washington. USACE shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to USACE.

1.1 Description of Services – This project includes all material, labor, and equipment for the removal and replacement of broken and missing timber planking along the breakwater-training wall at the Quillayute River in La Push, Washington. Over time, several planks have deteriorated and broken allowing water and sediment to enter the boat basin. The objective of this project is to restore the breakwater-training wall by ensuring all missing and broken planking are replaced with new timber planking.

1.2 Background: The training wall is a 1962 addition to the navigation channel that was created in the early 1930s. The training wall measures approximately 1,000 feet long and is constructed of wood planks bolted on either side of timber pile supports. The Corps will replace damaged and deteriorated creosote-treated planks at low tide to minimize any impact to the aquatic environment. Planks have been periodically replaced on the training wall in 1975, 1989, 1996, 2007, and 2012. Planks will be replaced on the channel-side of the structure.

1.3 Objectives:

Missing and/or damaged planking allow wave and flood water to enter the marina, damaging mariana facilities and moored vessels.

Replacing/repairing missing or damaged planking will return functionality to the existing structure, preventing wave and flood water from entering the marina.

1.4 Scope: This specification covers the requirements for furnishing all plant, labor, materials and equipment for performing all operations in connection with the replacement of missing, deteriorated, or damaged planking along the Quillayute River training wall, in accordance with this section of the specifications and the attached contract drawings, Section 06 13 33A (contract drawings). Over time, numerous planks have deteriorated and broken allowing water and sediment to enter the boat basin.

a) The exact number of planks to be replaced is unknown, but is likely not less than 35, and not more than 75. Some of the existing planks still in place may be rotten or damaged and need to be replaced.

b) Dimensions are described in the contract drawings. Dimension shown on the contract drawings are approximate. The Contractor shall have to determine the dimensions of each plank (i.e. plank lengths and location of boltholes).

c) Work shall include:

1) Missing planks: Obviously missing planks shall be replaced first.

2) Damaged planks/missing or damaged fastening hardware: Remove and dispose of damaged planks. This will require unbolting the damaged planks. In the event that the mounting hardware is too damaged, removal using a saw, acetylene touch or other method may be required. All methods must be described in the Work Plan.

3) Once the bolts and planks have been removed, new planks shall be installed; fixed in place using heavy bolts (see fastening paragraph later in this section).

4) Replace missing, damaged, and existing fasteners that do not meet the specifications shown on the contract plans.

5) All the work will have to be done from a boat and/or a small work barge.

6) Since most of the damaged planks are below +8 MLLW, much of the work will be done at a low tide.

7) The Contract is responsible for disposal of all debris created during the work. All material shall be disposed as outlined in Section 01 57 20 and 01 74 19.

1.5 Period of Performance: The period of performance shall be for one (1) Year. The Contractor shall be required to (a) commence work under this Contract within fourteen (14) calendar days after the date the Contractor receives the notice to proceed (NTP), (b) prosecute the work diligently, (c) complete the in water work ready for use not later than midnight (2359 hours), 28 February 2017, and (d) complete the entire work including final cleanup of the premises not later than midnight (2359 hours), 15 March 2017. The time stated for completion shall include final cleanup of the premises.

1.5.1 In Water Work Window: The contractor may begin in water work beginning 15 July 2016 and shall complete in water work not later than midnight (2359hours), 27 February 2017.

1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. (iii) The Government has made a determination that the License Fee, Business and Occupation Tax, and Indian Employment provisions of Quileute Indian Tribe
