About this file

This document contains an amendment to a solicitation for the Fort Drum Phoenix Rotary Wing Parking Ramp Expansion project. The Army Corps of Engineers is seeking a firm fixed price proposal to demolish an existing concrete landing pad, remove an asphalt shoulder and edge lighting, construct additional helicopter parking spaces totaling approximately 30,000 square yards of concrete, install a new asphalt shoulder and edge lighting along the new parking spaces, install new airfield pavement markings, mooring points and grounding connections, replace utility access covers, and install a stormwater infiltration basin with pre-treatment for refueling operations. Bidders should have experience designing airfield pavements and obtaining design approvals from the Transportation Support Center, as well as working on active airfields and designing stormwater facilities for New York hotspot runoff. Questions from contractors are answered for information purposes only. The response due date is not extended.

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.

Q1. Can the government re-issue sheets ES101 & ES101A so keynotes 1-3 are able to be viewed?

Response: Keyed notes are already shown on the drawings and are legible.

Q2. Will trucks hauling subbase aggregate be allowed in the WSAAF gate?

Response: No, these deliveries will utilize the normal haul route (Rt 26/Ontario Gate).

Q3. Drawing CD101. Does the existing taxiway series circuit loop back from the last edge light near the manhole or does the circuit continue to another location?

Response: If the Contractor looks at ES101 (or ES101A) Keyed Note 2, this is the location where a jumper cable is temporarily utilized to complete the circuit while keeping the active circuit outside of the removal zone. Then Keyed Note 1 ES101 (or ES101A) directs the contractor to connect this first edge light to the existing conduit (and cabling) thereby completing the circuit.

Q4. Can the government confirm if SCH40 or SCH80 will be required for lighting circuit?

Response: Contractor should utilize SCH 80 PVC if it is direct buried, and SCH 40 PVC if it is concrete encased.
