ANSWERS TO QUESTIONS:

Q1: Please provide the name of the existing Fire Alarm company.

A1: Information on existing fire alarm company is not available at this time.

Q2: Does the scope of Bldg. 40-5 and 40-6 include removal of existing sprinkler piping? We have not seen any reference to removal of existing piping in the drawings, yet the description on FBO.gov states the removal is part of the scope for these 2 buildings. If removal is part of the scope, does the piping contain lead paint? And is a fire watch required during removal phase.

A2: Removal of existing sprinkler piping is part of the scope. There are no existing sprinkler system in 40- 5 and 40-6. Bid shall assume the existence of lead paint. A fire watch is required during the removal and installation of the sprinkler system.

Q3: The specifications include sections for Asbestos Abatement along with an Asbestos survey. The survey contains information on buildings that are not even part of this contract. The survey also contains information within the buildings in this contract that are not affected by the installation of new sprinkler systems.

A) Is abatement in the buildings that we are not installing Fire Suppression systems part of this contract?

B) Is abatement of all the material listed as positive in the Asbestos Survey in the buildings in which we are installing Fire Suppression systems part of this contract? Or are we only to abate material that is affected/disturbed by the installation of the Fire Suppression System (ie do we include abatement of floor tile, pipe insulation, etc)?

C) Please provide a more distinct scope of work for the abatement other than just providing the contractors with an Asbestos Survey report. It is not clear to us what is the Abatement Scope of Work.

A3: The asbestos survey was provided by Watervliet Arsenal, was infeasible to edit and therefore included in totality to provide contract information for the facilities within this scope of work.

A). There is no abatement required in buildings not part of the fire suppression scope of work.

B)Refer to C4, A-001: "IT IS NOT INTENDED THAT ANY POSITIVELY SAMPLED AREA BE

TOTALLY REMEDIATED - ONLY AREAS IMPACTED BY ATTACHMENT OR PENETRATIONS

ARE TO BE MITIGATED."

C)Refer to above A) and B).

Q4: Are there any known contaminated material or water in the ground?

A4: There is potential for contaminated soil. Refer to section 31 00 00 "EARTHWORK" paragraph 1.2.6.

Q5: There is no scale provided for FPS-001 or details for concrete/asphalt/landscape restoration.

A5: FPS-001 site map is an excerpt of the attached Malcolm Pirnie 2010 site plan (see attached) with a 1"=100' scale also provided on A-002. It is provided for reference relative to the recently completed water main replacement project. Drawing A-002 indicates typical details for pavement repair. Degree of repair will depend on Contractor's method of trenching and/or boring and selected water main tie-in locations.

Building 40's site restoration is atypical and addressed on A-103

Q6: Are any permits required for this project?

A6: Dig permit, Hot Work permit (if hot work is necessary), Open Flame (if open flame work is necessary) permit from Watervliet Arsenal Directorate of Public Works.

Q7: Specification provides a Lighting specification. We are not able to find any drawings which refer to lighting installation. Is Lighting part of this project?

A7: Delete Table of Contents reference to "INTERIOR LIGHTING", SECTION 26 51 00 and delete SECTION 26 51 00 in entirety

Q8: Fire pump specification 21 30 00 is included in the specifications, yet not in the TOC. There is no reference to fire pump on the drawings. Is fire pump required for this project?

A8: There are no fire pumps required. Delete SECTION 21 30 00 "FIRE PUMPS" in entirety.

Q9: For Bldg. 126, the Asbestos Survey indicates transite panels as being positive for asbestos. Are these wall panels or ceiling/roof panels?

A9: Wall panels.

Q10: The specifications include a section for lead paint. There has been no indication as to where the lead paint is located. Where is the lead paint, and what part of the work is affected by the existence of lead paint?

A10: Contractor is advised that lead paint surveying has not been done and that lead containing paint has been found on painted surfaces. Contractor is to assume that the removal and/or disturbance of painted materials is likely to include lead painted materials and to take necessary precautions.

Q11: The survey 30 April 2018 states that negative results on ceiling tiles and vinyl floor tiles must not be relied upon for planning decisions. Is it the Contractors responsibility now to test all of the tiles in the affected buildings and come up with a new survey report for these areas?

A11: Refer to note C4, A-001: "CONTRACTOR WILL ASSUME ALL FLOOR TILE AND CEILING

TILES ARE ASBESTOS UNTIL THEY ARE SAMPLED. CONTRACTOR SHOULD INCLUDE

TESTING IN THEIR EFFORTS TO CONFIRM ASBESTOS PRESENCE/ABSENCE BEFORE

CONDUCTING CONSTRUCTION ACTIVITIES. TO THE BEST OF OUR KNOWLEDGE, ALL

SAMPLE RESULTS FOR MATERIALS IDENTIFIED AS VERTICAL WALL SURFACES ARE

ACCURATE (THE ATTACHED REPORTS IN 02 82 13.10) ANY OTHER CONSTRUCTION

RELATED ACTIVITY THAT MAY INADVERTENTLY CAUSE AS ASBESTOS DISTURBANCE,

BUT IS NOT IDENTIFIED THROUGH PROVIDED SAMPLING RESULTS (NO TESTING RESULTS

PROVIDED FOR A SPECIFIC AREA), WILL BE TESTED FOR THE PRESENCE OF ASBESTOS

PRIOR TO CONSTRUCTION ON THAT SURFACE. IT IS NOT INTENDED THAT ANY

POSITIVELY SAMPLED AREA BE TOTALLY REMEDIATED - ONLY AREAS IMPACTED BY

ATTACHMENT OR PENETRATIONS ARE TO BE MITIGATED. ALL HAZARDOUS MATERIAL

REMEDATION SHALL OCCUR DURING 2ND SHIFT."

Q12: Note 1 states to provide circuit for air compressor and run from nearest 208/120V Panel. Please provide location of nearest 208/120V panel.

A12: Location is in the basement, adjacent to the stairs.

Q13: For Bldg. 22 Fire Station, the Asbestos Summary Table lists Tin Ceiling Insulation as being positive. This exists in Rooms 123(Women's B/R), 124(Fire Truck Bay), and 125(Men's B/R). Is this insulation above the ceiling, or an integral part of the ceiling. We are trying to determine if the fire suppression work affects this area, and the entire ceiling needs to be abated. Is this the case? Or can the insulation be removed above the ceiling prior to the work. Removing the ceiling in the fire truck bay due to all of the equipment attached to it and replacing would be a fairly large ordeal. Please advise how to address this Tin Ceiling Insulation.

A13: Refer to C4 A-001 "CONTRACTOR WILL ASSUME ALL FLOOR TILE AND CEILING TILES

The "tin ceiling" itself is not asbestos containing. The insulation above the ceiling tested positive as non-friable according to the testing entity.

Q14: As shown on Drawing FP-100, there is a note 1 for power to the Air Compressor for the dry system.

There is no note for power on Drawings FP-104(Bldg. 41), and FP-105(Bldg. 108). Should there be? And if so, please designate location where power should be taken from, and run to the air compressor location.

A14: Power shall be provided for air compressors in B41 & B108 the same as stated on bid drawing FP-

100. Exact locations of panels are unknown, bid based on worst-case.

Q15: Is replacing the existing fire alarm panel w/ 4100ES F/A panel as noted on Drawings FP-104/105 a part of this contract for Bldgs. 41 and 108?

A15: yes

Q16: Are there working shutoff valves within the water system that we will be able to isolate the water main to install new sprinkler service lines, or will we be required to wet-tap for these new lines?

A16: There are existing valves shown on Drawing FPS-001. Water main shall only be isolated if it can be done without stopping supply to another building, otherwise wet-tap.
