1.0 PROJECT OVERVIEW

In order to establish a consistent policy for the safe and reliable control of arc flash hazards at US Army

Corps of Engineers (USACE) facilities, Engineering Regulation 385-1-100 has been developed. To comply with this Regulation, USACE has contracted AECOM to perform arc flash hazard analyses at (10) ten locations under the jurisdiction of the Baltimore District.

AECOM is tasked with performing a field investigation to determine existing site conditions, deficiencies, and safety concerns. In addition, AECOM will use the information compiled during the field investigation to perform arc flash hazard analyses with the aim of developing arc flash hazard labels that infer the level of safety risk associated with facility electrical equipment.

This report details the findings of the field investigation as well the methodology and results of the arc flash analysis. It also provides templates for the arc flash labels to be field applied under a future contract option or by government personnel.

This report is specific to project site #1.

2.0 FIELD INVESTIGATION

2.1 SUMMARY OF FINDINGS

The Raystown Lake site is fed from multiple utility services. Every major building or facility has its own service entrance from the utility. The smaller facilities typically have a single phase, 120/240V system and the larger, or more power demanding, facilities typically have a three-phase, 480/277V system.

There are also some facilities with open-delta, 3-phase power.

Equipment analyzed throughout this report is identified by a unique nomenclature. The first four of five digit number corresponds to the building identifier codes from the project's real property listing. This is followed by a brief description of the subcomponent when necessary. A table cross referencing building identifier codes with their common description is listed in Table 1 below. For facilities that did not have a facility number, the four digit number from the address was used.

A short circuit, overcurrent protection coordination and arc flash analysis was performed on the system and the incident energy levels have been found to be within acceptable ranges as expected. Most equipment was found to have an arc flash incident energy level below 4 cal/cm

, or a Level 1. The majority of the equipment connected to the utility have a high incident energy level, Levels 3 or 4, due to the line side incident energy. Some equipment having very low levels of fault current are rated for

Category 2 or 3 due to arcing faults.

The findings are described in the report and labels are provided in Appendix H.

More details regarding the system layout is shown in Appendix A on the single-line diagrams.

2.2 CODE VIOLATIONS AND RECOMMENDED CORRECTIVE ACTION

1. Common Code Compliance Issues In All Facilities:

a. Panelboard “Fed From” Labels – Recent code changes require that all switchgear, switchboards, and panelboards be labeled with the location where their feeders are fed from. This label must be durable and permanent, not handwritten.

b. Neutral Conductor Sizing – Frequently, the neutral conductors have been sized smaller than the line conductors without verifying compliance with NEC 220.61 requirements. In

US Army Corps of Engineers – Baltimore District February 23, 2017 most cases, when the line conductors are 3/0 AWG Copper (4/0 AWG Aluminum) or smaller, the neutral conductors will need to be the same size as the line conductors.

c. Grounding Electrode Conductors – Many grounding electrode conductors appear to have been sized using NEC Table 250.122 for equipment ground conductors instead of

NEC Table 250.66 for grounding electrode conductors or NEC Table 250.102(C)(1) for bonding jumpers. In many cases they appear to be one or two sizes too small.

d. Comfort Station Panels – In most of the older comfort station utility rooms, the water heater encroaches into the working space for the panelboard, and in some cases prevents the door from opening full 90 degrees. See Figure 1 for example.

e. Picnic Shelter Pavilion Lighting Circuits – Circuit breakers that are used as light switches must be listed and marked “SWD” or “HID”. Either the circuit breakers must be replaced or separate weatherproof light switches provided.

f. RV Distribution Boards – NEC Article 551 requires that RV secondary distribution systems be grounded at the transformer. Most distribution boards appear to have the grounding electrode conductor routed independently to a local ground rod without a bonding jumper to the transformer.

2. 6145 Administration Building:

a. Shelving is installed in front of, and totally concealing, the electrical equipment. The staff had to remove the books and shelves in order for us to access and open the equipment. See Figure 2. The electrical room should not be used for storage at all.

Figure 1 Pine Comfort Station Panel

US Army Corps of Engineers – Baltimore District February 23, 2017

Figure 2 Administration Building Electrical Room

b. We were unable to determine the location of the building service neutral bond to ground. There is no neutral conductor in the utility main disconnect switch and we could not open the transfer switch. This should be investigated and corrected, if necessary.

c. Panelboard A has two buses for single phase, three wire service, but the main breaker has three poles, which is prohibited by code. The panel should be replaced.

3. 6240 Seven Points Entrance Station & Attendant Campsite:

a. During a previous electrical upgrade, a new panelboard and meter were installed and the old meter base was used as a pull box to connect the old panelboard and new panelboard. The old meter base does not have a cover and the live wiring is not protected. The old meter base should be replaced with a proper pull box.

b. We could not safely access the RV Meter Outlet Box wiring to verify compliance with

NEC Article 551 GFCI and neutral grounding requirements. The RV Meter Outlet Box should be replaced with newer equipment.

4. 6259 Maintenance Reservoir Pumping Station:

a. A transformer on the floor blocks access to the working space in front of the wire trough and disconnect switches. See Figure 3.

US Army Corps of Engineers – Baltimore District February 23, 2017

Figure 3 Maintenance Reservoir Pumping Station

Figure 4 Maintenance Building 1 Panel CM1

US Army Corps of Engineers – Baltimore District February 23, 2017

5. 6271 Maintenance Building 1:

a. The disconnect switch and load center CM1 located over the workbench have inadequate working space for operation and maintenance. See Figure 4.

b. The access door to load center CM1A is too small.

6. 6933 Visitor Center Amphitheater:

c. There is evidence of rodents nesting in the electrical equipment, much of which is abandoned. NEC requires that service conductors must be protected from damage between the panel and the service entrance. See Figure 7 in Safety Concerns section.

7. 7836 Wastewater Treatment Plant:

d. The transformer mounted over the motor control center has inadequate working space in front of it for maintenance. See Figure 5.

8. 13876 Well House & Lake Pumping Station:

a. The feeder from the well house to the transformer in the pumping station appears to not have the required equipment grounding conductor. Exceptions for existing installations may be applicable, under certain circumstances.

Figure 5 Wastewater Treatment Plant LV Transformer

US Army Corps of Engineers – Baltimore District February 23, 2017

Figure 6 "Lighthouse" Concession Electrical Closet

1. “Lighthouse” Concession & Comfort Station:

a. Services fed from two phase transformers (e.g., open-delta or T) require 140% rated neutral conductors.

b. The area in front of service equipment is being used for counter space and storage. See

Figure 6.

c. Panel MDP-2 has two buses for single phase, three wire service, but the main breaker has three poles, which is prohibited by code. This panel should be replaced.

The site survey included observation of the electrical system for compliance with current NEC code requirements. Site observations need to be augmented with a more thorough inspection of the system when a shutdown can be scheduled. This will allow for a more comprehensive inspection of the electrical system and appurtenance.

2.3 SAFETY CONCERNS

Overall, the most important safety concern that was observed is that nearly all of the electrical equipment throughout the Raystown Lake Recreation Area – with the exception of the Visitor Center and Ranger Station, the Valley Campground and Point Campground comfort stations, and the Valley

Sewage Lift Station – are significantly beyond their reliable life expectancy. Experience has shown that, after only 15 years, up to 70% of thermal magnetic breakers will fail to trip on an overload condition if they have not been receiving preventive maintenance. The one observation we noted that may have been helping prolong the service life for the panelboards is the routine practice of turning off all of the

US Army Corps of Engineers – Baltimore District February 23, 2017 breakers during the winter months – allowing the bimetallic contacts to rest in a different position for a while. Even so, after 25 to 40 years, these panelboards should be considered completely unreliable and need to be replaced as soon as possible for the safety of the public and maintenance employees. Also, the manufacturers for most of this equipment are no longer in business, which is significantly increasing the cost of continued maintenance.

Other site-specific safety concerns:

1. 6933 Visitor Center Amphitheater:

a. There is evidence of rodents nesting in the electrical equipment, much of which is abandoned. Rodents like to eat wire insulation. Abandoned equipment should be removed and consideration should also be given to removing the wire trough. Installing a continuous conduit from the meter to the distribution panel would help prevent rodents from getting into the equipment. See Figure 7.

2. 7836 Wastewater Treatment Plant:

a. According to the log, the standby generator appears to have not been exercised since

October 1998, and the battery has been disconnected. After sitting unused this long, the generator probably needs to be refurbished or replaced because of interior corrosion and deterioration. Operating it in this condition would not be safe. See Figure 8.

3. 13876 Well House:

a. It is unsafe to enter this building without PPE. There is standing water on the floor, exposed live 480V wiring on the walls – much of it appears to be abandoned making it difficult to know what might be hot – and there is evidence of vermin living inside the building and in the equipment. See Figure 9.

3.0 CALCULATIONS

3.1 INTRODUCTION

In order to calculate the available incident energy level for the arc flash study, a short circuit analysis and overcurrent protection coordination study must first be performed. The results of the short circuit analysis and overcurrent protection coordination study are used as the inputs for the arc flash analysis and will allow AECOM to find the available incident energy levels.

In order to perform these calculations, an electrical model was built using the software Electrical

Transient Analysis Program (ETAP)® Version 12.5. The following were used as inputs to the electrical model:

• As-built single line with panel and transformer size

• Feeder lengths and sizes

• Circuit breaker sizes and manufacturer/model numbers

3.2 ASSUMPTIONS

1. General Assumptions

US Army Corps of Engineers – Baltimore District February 23, 2017

a. Utility transformer size and percent impedance (%Z). A best guess was made based on physical size and based on assuming the secondary protection is 125% of the transformer full load current (FLA). The percent impedance (%Z) of the transformer was based on ETAP library typical values.

b. Feeder lengths are estimates.

c. Feeder and breaker terminals are rated for 75 degrees C.

3.3 SHORT CIRCUIT ANALYSIS

A short circuit analysis models the maximum current that flows in a power system under fault conditions. Finding the maximum fault current is important as it ensures that the panel bus short circuit bracing and circuit breaker fault interrupting ratings are adequate.

The inputs to the model are described above in the introduction.

The results of the short circuit analysis are tabulated in Appendix C for utility power and Appendix D for generator power. Many panelboards did not have the maximum bus bracing level indicated on the nameplate; however, since the maximum available fault current in the system is less than 10kAIC, all equipment is assumed to have adequate bracing as 10kAIC is the lowest standard bus bracing for equipment.

3.4 OVERCURRENT PROTECTION COORDINATION STUDY

An overcurrent protection coordination study is used to demonstrate that circuit breakers coordinate, where required by code, to minimize power loss, by ensuring that the circuit breaker closest to a fault is the only one that trips.

Knowing the breaker make and model number allows us to find the fault clearing time in order to perform the arc flash analysis.

The time-current curves and the device settings table are provided in Appendix E for added detail. The following circuit breakers should be set based on the settings shown in Appendix E. The arc flash results, and hence arc flash labels, provided as part of this report will not be accurate if the settings are not applied:

3.5 ARC FLASH ANALYSIS

The arc flash analysis was performed in accordance to IEEE 1584 equations which are also published in

NFPA 70E – 2015. It is important to note that these equations are approximations to how the system would behave in the event of an arc flash and are not exact. It is also important to note that the safest way to work on any electrical equipment is to de-energize the live source and verify that there is no voltage present or any alternate feeds to the equipment.

The equations defined in IEEE 1584 are only for three phase systems with a system voltage between

208V and 15kV and an available fault current between 700A and 106,000A. For instances that fall outside the IEEE 1584, such as for less than 208V or single phase systems, Lee’s Method was used to calculate the available incident energy.

Since there is no available methodology described in the guidelines for handling 1-phase system arcs, ETAP uses the 3-Phase IEEE 1584 equations and applies it to 1-Phase systems. All the IEEE 1584 equations are aimed at escalation into 3-phase faults. In general, applying the 3-phase equations for 1-phase systems should be conservative. The intended use of this method in ETAP is to provide engineers a way to estimate the energy for 1-phase installations.

IEEE 1584 2002 states that the arc flash calculation equations were developed based on the assumption that the faults will escalate to three-phase fault. However, the results obtained from the empirical method equations should be conservative for single-phase systems.

The arc flash boundary is defined as the distance from the live source where the available incident energy is equal to 1.2 cal/cm

(or 5 J/cm

) as defined by NFPA 70E. This does not mean that it is perfectly safe to work live on the equipment labeled at this distance but means that the worker will still be exposed to up to a curable second degree burn from a potential arc flash.

The typical working distances are obtained from NFPA 70E – 2015 Table D.4.3.

The limited approach boundary and restricted approach boundary are obtained from NFPA 70E – 2015

Table 130.4(D)(a).

The results of the arc flash analysis for this site are tabled in Appendix F for utility power and Appendix G for generator power. They show that most equipment have an available incident energy level below 4 cal/cm and would require a PPE category of level 1 as defined by NFPA 70E – 2015 Table 130.7(C)(16).

NFPA 70E – 2015 Table 130.7(C)(15)(A)(a) also clarifies when PPE is required for given tasks.

Finally, all labels are provided in PDF format in Appendix H. Only one label is provided for each piece of equipment and it is the worst case scenario between utility and generator power.
