SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The following have been added by full text:

AMENDMENT #5

Question 5: Reference: Floor Plans; Please provide a specifications section or details regarding the corner guards.

Answer: Reference Specification Section 05 50 00, item 6 on page 3 and description 2.9 on page 10.

Question 6: Please provide quantities/locations of fire extinguisher cabinets and brackets. Please confirm that all extinguishers will be provided by government and are not in contract and that the fire extinguisher cabinets are furnished and installed by Contractor.

Answer: Fire extinguishers are to be Government furnished, Contractor installed. For locations/quantities, please refer to the Life Safety drawings (N series drawings).

Question 7: The finish schedule on sheet A-029A does not require paint for a finish of any of the walls in the stairs.

However, Stair A has dryall closets on the south side of the stair at every level. Please confirm these drywall partitions are to be painted, and provide the required paint color.

Answer: Yes, the drywall partitions must be painted. Use PT-3 to match the paint in the Level 1 elevator lobby.

Question 8: Reference Drawings A-002 - A-008. At the column along grid lines H and 11, it looks like two pipe guards are shown but are not called out. Please confirm there are two pipe guards at this location.

Answer: Yes, there are two pipe guards at this location. All pipes must have a guard. Refer to the enlarged plans C1/A-018, C1/A-018A, D3/A-023, and plumbing plans.

Question 9: Reference Drawing A-008. At the column along grid lines H and 3, it looks like one pipe guard is shown but is not called out. Please confirm there is one pipe guard at this location.

Answer: Yes, there are pipe guards at this location. All pipes must have a guard. Refer to the enlarged plans showing similar conditions. C1/A-018, C1/A-018A, D3/A-023; coordinate with plumbing drawings.

Question 10: "Per 099000 Painting, the General Section Paragraph 1.10.1.2 states painting to ""Include new surfaces of the building and appurtenances as indicated Where a space or surface is indicated to be painted..."" However, besides callouts on the exterior facade, the drawings do not indicate surfaces such as interior walls, columns, beams, underslab, or MEP, to receive painting.

Furthermore, further sections, for example, 099000 Paragraph 3.11.2 state to paint ""new concrete, vertical surfaces..."". Please confirm we are to paint only surfaces indicated as such on the drawings."

Answer: Confirmed. See also finish schedules on A-029A and A3-023. Interior finishes are indicated on these sheets. Interior gypsum board in all locations shall be painted PT-3.

Question 11: Per the Concrete Unit Masonry Specs - the elevator hoistway doors and elsewhere receive CMU.

Please confirm the elevator hoistway openings are concrete per the structural drawings.

Answer: Yes, that is the design intent.

Question 12: Please reference specification section 05 12 00.00 Structural Steel Framing. Section 1.5 Quality Assurance calls for an AISC certified shop and erector. With this project being a post-tensioned concrete structure, we don't believe the AISC certification is necessary. By requiring the AISC certification, we will be limiting our pool of subcontracors and we won't receive the best price for the project. Please confirm the AISC certification is not needed for the structural steel/misc. metals scope of work.

Answer: We have specified an AISC certified shop to fabricate the structural steel for this project because, although the tonnage is limited, the steel is architecturally exposed and highly visible. Therefore, this requirement shall remain as part of the project scope.

Question 14: Plan C-20 shows several Inlet details (MD374.31 curb inlet, Type E inlet) but the structure schedule per C-004 does not show which inlet type to use for each structure. Please clarify what type of inlets to use for the numbered inlet structures.

Answer: All drainage structures shall be in accordance with detail 1/C-020 with the exception of inlets DI #28 and DI #29, which shall be in accordance with detail 7/C-020.

Question 16: Drawing C-001 fill settlement notes 1-3 indicate the need for installation of settlement plates on top of "fill subggrade" and monitoring of the plates during fill operations and following fill operations until settlement has ceased. Are these notes intended to indicate that all existing fill as shown in the borings provided is to be removed to reach "fill subgrade", or can regular clearing/grubbing be performed to remove topsoit, prior to beginning backfill operation to finish building subgrade elecation (below FF elevation 191.00)? Please advise.

Answer: It is not intended for existing fill to be removed. Regular clearing/grubbing can be performed and settlement plates shall be installed in proposed fill areas.

Question 17: What is the anticipated duration of settlement plate monitoring following completion of backfill (prior to approval to commence building foundation construction)? Please advise. On other projects having this requirement, this duration has been stated in the documents to be around 90 days. Additionally, please confirm that if the construction sequence cannot continue in regular order due to the continuing movement of the settlement plates after 90 days that there will be an adjustment to the contract time.

Answer: The first settlement is anticipated to occur relatively quickly because the underlying strata consists mostly of coarse grained soils. The settlement should be recorded daily. After completion of the fill, the elevation of the top of the riser should be recorded three times a week until settlement has essentially ceased.

Question 18: Please clarify the intended locations of the settlement plates. Is structural fill and settlement plate install/monitoring required for the west surface lot areas of the project, or just below the Phase 1-2 areas of actual building construction? Please advise.

Answer: The location of the settlement plates shall be selected by the Geotechnical Engineer of Record.

Question 19: Please confirm that the foundation piles and building structure can proceed prior to the cessation of settlement provided the slab on grade is left out and placed after settlement has ceased.

Answer: Confirmed. The foundation pile and building construction work may proceed prior to the cessation of settlement from site fill placement as the majority of the fill settlement will occur instantaneously. The slab on grade shall not be placed until final settlement has occurred.

Question 20: Is the intent of the base bid scope off this project to create a suitable structural building pad for future phases of the parking structure (including bid option #3)?

Answer: The scope is for a suitable structural building pad for the Phase 1-3 structure and parking lots only.

Refer to Division 31.

Question 21: The structural drawings and Earthwork spec 31 00 00 indicate the use of geofoam for fills below the Phase 1-2 parking structure but do not clearly indicate the depth of this material below the slab on grade. Detail 2/S- 028 indicate geofoam from top of footing (-2' below top of slab-on-grade at EL. 191.00') to the bottom of the 6"layer of granular fill (stone) below the slab-on-grade (9" slab). This would create a 9" layer of geofoam. Please confirm if this is correct.

Answer: The thickness of the geofoam fill varies underneath the sloping slab on grade ramp between gridlines 3 and 11. Refer to sheets S-014 through S-016 for illustration. The bottom of the geofoam fill is set at the top of the pile caps and the top of the geofoam fill is located 6" below the slab on grade under the 6" layer of granular fill.

Question 24: Reference A-025. An elevator sill angle is shown but no size is given. Please provide the size of the elevator sill angle.

Answer: This information will be confirmed with the selected elevator manufacturer/subcontractor.

Question 25: Please provide a fabric width for the FE-7 Chain link security fence. Spec 323113.53 2.1.1 says to set fabric height as shown but C-021 does not provide a height for the typical fence section

Answer: Detail 2/C-021 will be revised. The distance between grade and the post top will be 9'-0" (not 7'-0") and the distance between the bottom of the fence post to the post top will be 13'-0" (not 11'-0"). Ultimately, the fence and gate will be 9' (8' of fence + 1' of barbed wire apron). The fence fabric will be 8'-0" high.

Question 26: Please provide additional information or specifications for the mag lock on the double swing gate shown on 2/C-021

Answer: "Mag-Lock" callout is incorrect. Please provide "latch assembly" for double swing gate. Arrange latches for padlocking so that the padlock will be accessible from both sides of the gate.

Question 27: Please clarify if an elevator divider screen is required in the bottom of the elevator pit in between each elevator.

Answer: No, a divider screen is not required.

Question 29: Specification section 31 62 16, section 1.2.B indicates that "The Contract Sum: Does not include any costs for piles except for mobilization and demobilization as required to complete work." It further indicates that transport, testing and removal of materials are to be included in the base bid.

Specification section 01 22 00 appears to indicate in section 3.1.1.1 that the contract sum should be based on number and dimensions of piles incidated on drawings from tip to cutoff +/- 12" of overlength.

Please clarify if any costs are to be included in the base bid (and Options) for steel piles outside of those identified in 31 62 16 1.2.B. If piles are to be included in the base contract value, please provide a length to assume as a baseline.

Answer: The intent is for the base bid to include all costs associated with the piles as indicated on the structural drawings and testing as indicated in the specifications. Beyond the base bid, a unit price is to be provided for any additional length of piling, additional dynamic tests, and additional splices required.

Section 31 62 16 para. 1.2 and Section 01 22 00 will be revised accordingly.

The revised specs will be provided. Please email Melissa Svetich at Melissa.A.Svetich2@usace.army.mil to receive the specs.

Question 35: Reference the Unit Price Table included in Section 00010 - Solicitation Contract Form on page 5 of the solicitation. The unit price descriptions for pile lengths, high strain dynamic tests, and splices refers to item 31

62 16-6, 31 62 16-9, and 31 62 16-8, respectively, as specified in sections 01 22 00 and 31 62 16. We can find no reference to item 31 62 16-6, 31 62 16-9, and 31 62 16-8 within section 01 22 00 and 31 62 16. Please clarify what is meant by these item numbers.

Answer: The Unit Price Table on page 5 of the solicitation has been edited. Each of the three line items in the Unit Price Table is addressed specifically in Section 01 22 00. Section 01 22 00 has been edited to clarify the components that comprise each of the three line items. In addition, refer to Section 31 62 16 para. 1.2. Items 6, 8 & 9 define pile length, dynamic test and splices for the purpose of providing unit prices for these items.

The revised specs will be provided. Please email Melissa Svetich at Melissa.A.Svetich2@usace.army.mil to receive the specs.

Question 42: Please describe the anticipated test pile program for the foundation piles.

Answer: The pile testing program is described in the General Notes on sheet S-001 for Phase 1-2 (Foundation Note 5) and on sheet S3-001 for Phase 3 (Foundation Notes 5 & 6). Details of the testing requirements are laid out in specification Section 31 62 16.

Question 46: Section 014013-1.3.2 (1.b) states "The mockups are to be constructed in place .... and are to be incorporated into the completed work of the project." However, the exterior wall mockup shown on Drawings A-036 and A-037 appears to be a stand-alone mockup that is not incorporated into the completed work. Please advise.

Answer: Section 01 40 13 defines how stand-alone and integrated mockups are to be constructed. Refer to the individual material specifications for clarification on which materials will be part of the stand-alone vs.

integrated mockup.

Question 48: Section 014500.0010-3.3 states "The Safety and Health Manager must receive direction and authority from the CQC System Manager and serve as a member of the CQC staff." Is this statement correct or should it be deleted? If it is correct, please confirm if the organization chart included with our proposal should show the Safety and Health Manager reporting to the CQC System Manager.

Answer: This section is incorrect and will be revised. The Safety and Health Manager MUST have a separate reporting path from that of the Project Manager and the CQC System Manager and report directly to the Project Executive.

Question 49: Section 014523 - 1.1 (B) states "Commissioning Plan available from the Government Project Manager." Please provide this plan.

Answer: This section will be deleted from the project specifications.

Question 50: Section 014523 - 1.6 (A) (4) states that the Vendor must "coordinate witnessing visitors' accommodations/travel/site visits" for the factory acceptance testing. Please confirm if the Vendor must also pay for the witnessing visitor's accommodations/travel/site visits. If the Vendor must pay, please advise how may Government representatives will attend the factory acceptance testing.

Answer: The Government will pay for its own travel arrangements.

Question 52: Spec 101400 section 2.3 Stair Signage indicates stairs serving 3 or more stories should have special signage conforming with NFPA 101 indicating the top and bottom of the stair enclosure, exit discharge level, and a tactile floor designation per ICC/ANSI A117.1. Sign type ST shown in the stair enclosures and detailed on A-035 is not detailed per the spec. Please advise.

Answer: The detail of the signage will be revised to provide the required information on the exit stair signage to comply with NFPA 101 section 7.7.7.5.4.

Question 55: Per Paragraph 1.3.2 - 099000 - SSPC QP 1 Certification is required for painters. This certification is generally required at painting of AESS members. Our understanding is that structural steel would be shop primed and finished, which would require SSPC QP1 certificiation. Please confirm that SSPC QP1 is not required for general painting operations such as exterior concrete, stair railings, etc.

Answer: Confirmed. The requirement is limited to the AESS.

Question 56: Per the resilient flooring specification, 4" vinyl wall base RB-1 is at stairway gypsum board partitions. However, the stairwells are all indicated as concrete. Please confirm the extent of resilient base required and location.

Answer: There are gypsum board partitions inside stairwell. RB-1 is only at base of gypsum board walls in Stair A. Refer to enlarged plans. RB-1 shall be installed at the base of the gypsum board partitions there.

Question 57: Please confirm whether the following items receive paint - corner guards, column guards, guardrail at elevator lobby on A-015A.

Answer: "Corner Guards" and "Column Guards" are the same thing. All column corner guards are to be painted traffic yellow per detail B3/A-026.

Question 58: Reference Section 017824.0020 - 2.1.2, Facility Asset Number Tags. The requirement for the Contractor to procure 50,000 asset number tags seems excessive for this project. Please confirm this number is correct.

Answer: Section 01 78 24.0020 Para. 2.1.2 shall be revised to 1,000 tags. The revised specs will be provided.

Please email Melissa Svetich at Melissa.A.Svetich2@usace.army.mil to receive the specs.

Question 59: The experience matrix in specification 014500.0010 - 3.4.3 indicates that TAB personnel is required as part of the CQC team. There is no TAB specification for this project. Please confirm that TAB personnel is not required.

Answer: Section 01 45 00.0010 Para. 3.4.3, Experience Matrix,, shall be revised to eliminate TAB personnel.

The revised specs will be provided. Please email Melissa Svetich at Melissa.A.Svetich2@usace.army.mil to receive the specs.

Answer: Confirmed.

Question 61: Refer to drawing S-003 and S-020. A pile cap footing is shown on S-003 to have a top of footing elevation of (-2' 7") at grid lines H and 1. However on S-020 of the column schedule, the top of pile cap elevation is shown to be (-5'). Please clarify the correct top of footing elevation to carry at this pile cap.

Answer: Top of footing for this pile cap is EL (-2'-7"). The elevation shown in the column schedule will be revised.

Question 62: Refer to drawing S-003 and S-020. A pile cap footing is shown on S-003 to have top of footing elevation of (-5') at grid lines H and 3. However on S-020 of the column schedule, the top of pile cap elevation is shown to be (-2'). Please clarify the correct top of footing elevation to carry at this pile cap.

Answer: Top of footing for this pile cap is EL (-5'-0"). The elevation shown in the column schedule will be revised.

Question 63: Refer to drawing S-017, S-033 and detail 1 on S-033a. Grade beams are shown at the bottom of doorways on the ground floor on S-017 of the elevator and stair location with the callout as SB0. However on S-033 and S-033a, these grade beams are shown with the callout and dimensions of SB00. Please clarify the dimensions required for these grade beams under the walls and sitting on the pile cap footings.

Answer: Grade beams around the perimeter of the stair/elevator tower shown thickened on Plan 1/S-017 are SB00. All other grade beams are SB0. Grade beam call-outs on 2/S-017 on gridline H.2 & J line will be corrected to indicate SB00.

Question 64: Keyed not 31 on A-015B "Roof equipment support curbs, see detail A1/A-028A" is not shown on the plans on sheet A-015B

Answer: Some of the key notes on the plan are incorrectly labeled as 21 when they should be 31 on the plan A4/A-015B. The drawing will be revised accordingly.
