BACKGROUND AND OBJECTIVES

The purpose of this solicitation is to evaluate and award no more than four multiple award, task order type contracts to qualified Offeror(s) based on Lowest Price / Technically Acceptable (LPTA) award criteria, price and technical factors considered. These awards will create a multiple award task order type contract pool of contractors among whom the Government may compete future task orders. This source selection will be conducted in accordance with procedures described in FAR, DFARS, AFARS, and EFARS. Award of the first task order will be made to the offeror(s) submitting the lowest priced proposal simultaneously with award of the task order contract based on the evaluation criteria stated in the solicitation.

Task Orders issued under this contract will involve repairing dikes and revetments on the Missouri River between River Mile 0 near St. Louis, MO and River Mile 500, near Rulo, NE. Repairs primarily consist of placing new quarry-run stone on listed structures as well as excavating notches, and potentially salvaging rock from specified dikes and revetments. Rock placement and notching will be completed primarily by use of floating plant with capability to draft 6 feet of water in certain areas.

6.0 BASIS FOR AWARD

The Government intends to establish a multiple award ID/IQ contract that will enable it to allow members of the contract pool to compete for future task orders. Between Two (2) and four (4) ID/IQ contracts will be issued from this solicitation to the responsible offeror(s) whose proposal conforms to the solicitation and is determined to be the Lowest Priced/Technically acceptable (LPTA) value to the Government. The Government reserves the right to award fewer contracts or none at all based on the proposals received. The Government intends to make its decision without discussions, but reserves the right to do so if the Contracting Officer determines it is necessary. The Government will base its evaluation on the following factors.

The two Technical Factors – Similar Work Experience and Technical Capabilities are equal in order of importance. In order to be considered eligible for award, the proposal must be considered “acceptable” for each of the non-price evaluation factors. For the purpose of awarding the base ID/IQ contract(s), the price factor will be determined using the price submitted by the offeror(s) for Task Order(s).

Offerors shall submit an offer for the first Task Order along with this package. Offerors shall submit a price for the first Task Order in order to be considered eligible for award of a base ID/IQ contract.

As stated, award of the base ID/IQ contracts will be based on the evaluation of pricing for first Task Order only. The first Task Order will be awarded to the lowest price offered for the first Task Order from among those offerors selected for a base contract award.

7.0 SOURCE SELECTION PROCESS

All offers received in response to this solicitation will be evaluated in accordance with informal source selection procedures. The principal objective of this process is to select a responsible Offeror(s) who submits the offer that is the lowest priced, technically acceptable value to the Government. The process is designed to ensure the impartial, equitable, and comprehensive evaluation of all technically acceptable, responsible proposals received in response to this particular solicitation.

Source Selection Team

The Source Selection Team is established as a separate organization and management chain of command whose only purpose is to accomplish the objective above. The organization consists of a Source Selection Authority (SSA) and a Source Selection Evaluation Board (SSEB). The SSEB is comprised of separate Technical and Price teams. The organization is designed to ensure active ongoing involvement of appropriate contracting, technical, logistics, legal, price analysis, and other functional staff management expertise.

Source Selection Procedure

The source selection procedures will begin with an initial review of proposals and continue with a technical and price evaluation conducted by the SSEB. The SSEB shall evaluate the proposals based solely on the evaluation criteria identified below. The results of the SSEB evaluations will be presented to the SSA, who will make the final source selection decision or determine whether it is appropriate to engage in Clarifications or Communications prior to the establishment of a Competitive Range, or to establish a Competitive Range and conduct Discussions with those Offerors that are included in the Competitive Range. The Government intends to award without Discussions, however, the Government does reserve the right to conduct discussions if determined necessary. All Communications leading to establishment of the Competitive Range will be conducted in accordance with FAR Part 15.306b.

If a Competitive Range is established, Discussions will be conducted with Offerors who are included in the Competitive Range. After conclusion of Discussions and receipt of final revised proposals (if applicable), the SSEB will complete the evaluation and establish the final weighted technical ratings and present them to the SSA. The SSA will then review the proposals and make the final source selection decision.

The proposals received in response to this solicitation will be evaluated individually to select the most advantageous proposal. To be considered acceptable, each Offeror shall specifically address each of the evaluation factors listed below. Sufficient detail shall be provided, citing specific data as may be required, such that the proposal may be adequately evaluated. The proposal must show clearly that the Offeror has an understanding of the work tasks required and has the capability and responsibility to accomplish the work.

The Government is not responsible for information overlooked during the evaluation which is not located in the appropriate proposal section. To ensure the evaluation credit is appropriately received for proposal material submitted, do not incorporate by reference documents not contained in the proposal. References to sections of the proposal shall be by specific paragraph number (and name, if applicable), page number, and section.
