SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
HISTORICAL PERSPECTIVE
Tripler Information Management Department (IMD) Information Technology (IT)/ Visual Information (VI) Service
Historical Full-Equivalent Perspective
Purpose: Provide an additional perspective for prospective vendors to develop appropriate proposals in response to Tripler Information Management Division’s solicitation. Vendors should practice their due diligence and analysis of the contents of the entire solicitation, site visit and commercial market analysis to develop their proposal/quote.
Background: The Information Management Division has acquired contractor services to achieve their IT and VI mission for over twelve years. Likewise, the TeleHealth (TH) Office has contracted IT/VI support since 2008 and in 2010, RHCP started to provide routine Tele-Behavioral Health (TBH) services from a TBH Hub (Clinic) at TAMC to locations on Oahu, the Mainland U.S. and throughout the Pacific AOR. The contractor staff providing IT and VI services work together with government employees to accomplish the TAMC mission of delivering quality health services.
Context: Provide historical full-equivalent (FTE) figures for the life span of this requirement for IT/VI services. Figures represent a mean and the average deviation in the number of FTEs to provide services noted in the paragraphs below. Figures are a government compilation of the FTE’s that performed services under this solicitation. Example factors that should be taken into consideration are the following. Changes in the scope of requirements over the life of the services solicited by Tripler IMD has resulted variations in the number of FTEs at any given period of the contract. An increase in technology utilization by the organization represents an upward trend while restructuring represents downward trends. These are few and not all of the historical factors that caused fluctuations in the number of FTEs for the paragraphs below and the variance in FTE numbers over the life span of the Tripler IT/VI services requirement. A new consideration is the assumption of requirements previously addressed in other contracts that are now subsumed under this requirement as noted in the background paragraph of this historical perspective.
Figures provided represent the mean number of FTEs and the deviation from the mean Tripler IT/VI Services.
3.1 1Computer Help Desk Support (Mean=16; 2Deviation-=2)
3.2 REMOVED
3.3 REMOVED
3.4 1Audiovisual (AV) and Visual Information (VI) Support (Mean=6; 3Deviation=0)
Notes:
1These figures represent multiple labor code categories that perform the duties/requirements embedded within each paragraph.
2The figures in this paragraph do not accurately reflect the fluctuation in FTEs given the volatility of help desk support operations. Additionally, this paragraph assumes additional tasks in this solicitation from other service contracts. Based on a historical FTE perspective of these subsumed contracts and volatility of the help desk operations, one can assume an additional 2 FTEs to the stated deviation.
3The figures in this paragraph have been historically stable. This paragraph assumes additional tasks in this solicitation from other service contracts. Based on a historical FTE perspective of these subsumed contracts, one can assume an additional 2 FTEs to the stated deviation.
