SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

QUESTIONS AND ANSWERS

NO. REFERENCE QUESTION AND ANSWER

1 Salient Characteristics P.45

Q. It is calling out for a specific Manufacturer or equal. It also calls for an aluminum frame, can I ask if a post-production Hot Dipped Galvanized frame is acceptable as an alternative to aluminum? It will carry the same warranty and have a zinc coating inside and outside of the Piping and truss cord to prevent any corrosion. It will also be more cost efficient.

A. No, the aluminum frame/equal remains a salient characteristic.

2 Salient

P.45

Q. Line item #13 of page 45 & attached Salient Characteristics you state; “Exterior colors to match existing on site structures (see figure 2)”. The existing structures have brownstone Red walls/ends/sides with a white roof, which matches the photos you show on Figures 1 & 2. However, this conflicts with line items # 3 of both page 45 and attached Salient Characteristics you state ‐ “Exterior of structure including roof will be Pantone PMS 7526 C Brownstone Red”, and also, in Figure 1 of both page 47 and attached Salient Characteristics Notes: “Roof will be Brownstone Red, same as walls. Please confirm exterior membrane.

A. Entire outside fabric will be Brownstone Red Pantone PMS 7526 C. Roofs will not be white.

3 Delivery

Q. Our structures are shipped in sea containers and delivered to site, and there could be additional charges if the containers are not unloaded in a timely manner.

The carrier will give you approximately 5‐days to unload the container upon its arrival. Should we anticipate a delay in the removal of the materials from the sea containers and anticipate any additional charges if there is a delay?

A. No.

4 Salient

P.45

Q. Page 45 Line item #7: you state “minimum R‐value rating of R‐25, but we believe it should read R‐value rating of R‐14 for the insulated wall section. Per the drawings, the Aluminum I‐beams used for the new and existing 16’ x 32.2’ structures at Area X is a 5” x 6” I‐Beam and the cavity of the wall is only large enough to give you an R‐14 Value for the insulation. We are assuming this must be a typo since we will provide the same insulation thickness and quality as was originally supplied.

A. The minimum R‐value rating is changed to R‐14.

5 Salient

P.45

Q. Our Aluminum carries a pro-rata guarantee of 50 – years versus the 25 – years you have listed on item #7 of page 45 of the specs and item #9 of the Salient Characteristics.

A. 25 years is the minimum that would be accepted for this contract.

BASIS OF AWARD

Award will be made to the responsible offeror(s) submitting the lowest priced, technically acceptable (LPTA) offer(s) that satisfies all terms and conditions of this solicitation. The following evaluation factors will be used to evaluate each offer: Each non-price factor will be rated as either acceptable or unacceptable. If any of factor is rated as unacceptable, the overall factor rating is unacceptable and the entire proposal is unacceptable.

Factor A: Technical

The Government will evaluate the offeror’s proposal against Government’s minimum requirements as specified on the solicitation to determine whether the proposal is acceptable or unacceptable using the ratings and descriptions outlined in table below.

Technical Acceptable / Unacceptable Ratings

RATING DESCRIPTION

Acceptable Offer clearly meets the minimum requirements of the solicitation Unacceptable Offer does not clearly meet the minimum requirements of the solicitation

Factor B: Past Performance

The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the solicitation requirements. This factor will be evaluated on an “acceptable” or “unacceptable” basis using the ratings in below table. Past Performance will be evaluated based upon offeror’s client’s satisfaction on similar projects within the last 3 years. In determining the acceptability, each offeror shall be required to submit Past Performance Information within the last three (3) years in accordance with responses received to the Proposal Instruction (Addendum to FAR 52.212-1, Instructions to the offeror(s)).

The Government reserves the right to obtain past performance from any reasonable source available, including Government databases in order to evaluate past performance.

Past Performance Acceptable / Unacceptable Ratings

RATING DESCRIPTION

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

* Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. “Unknown” will be considered “acceptable.”

Factor C: Price

Price analysis will be performed on the total evaluated price IAW FAR 13.106-3 and, if needed, FAR 15.404-1(b) to support the selection of the lowest technically acceptable offeror. The total price of all fixed priced CLINs will be summed to determine the total evaluated price.
