QUESTIONS AND ANSWERS

The Government’s answers are listed below in bold font.

1. Page 54 of the RFP requires the submission of: Client Authorization Letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the offeror’s performance.

Question: If the offeror is using government contract references for performance is this required or is it only for commercial references? Client Authorization Letters are only required for Commercial Customers references.

2. The page limit for the Technical Proposal has been set at 50 pages. The Technical Proposal requires that the offeror describe or provide:

How they will meet the requirements of the RFP Describe approach to laundering medical and nonmedical laundry Quality Control Plan Transport process Exposure Control Plan Maintenance and Equipment Repair Plan Contingency Plan Staffing and Management Plan Phase in Plan Phase out Plan

To properly address only the first 3 and provide exhibits would easily exceed the page limitation.

Question: Would the government increase the page limitation for the Technical proposal? Yes. Page limit will be increased from 50 pages to 75 pages via solicitation amendment.

3. Several of the core pieces of machinery appear to be around 30+ years old with issues listed in the comments.

Questions:

a) Does the Government intend to purchase any new or replacement equipment for these older machines? Decisions on replacement equipment will be based on whether the equipment is classified as unserviceable through technical inspections conducted by the Government (PWS para 4.4.4.); funding availability; length of time to procure replacement equipment if justified. The offeror shall submit justification for new equipment.

b) Per the RFP, the offeror is responsible for the cost of all repair parts. What does the offeror do in the event of parts becoming obsolete for these older machines? If the offeror exhausts all sources to obtain replacement parts, then the offeror shall inform the Contracting Officer and Contracting Officer Representative. See para 4.4.4 Laundry Equipment Replacement and para 3.24 Monthly Report for PM of GFE.

c) If repair parts are not available and the only solution is a total component retrofit (which is extremely expensive), does that fall under CLIN 0004? It is the responsibility of the offeror to keep all costs within the dollar amount of CLIN 0004 for PM and repair parts. The Contracting Officer and Contracting Officer Representative will be notified of the issue and the total estimated cost, to see whether that solution is feasible.

d) At what dollar amount does an item cease being a repair part and become a major rebuild, and/or a total component retrofit? How is this handled? See response in para 3c and PWS para 3.3.1 for the definition of the word, "repair".

e) When does a repair/fix go beyond the definition of a repair part? As an example the controllers on many pieces of the older laundry equipment are mechanical. Parts, and/or replacements are no longer available. The next step is an entire retrofit with a totally new component. The mechanical controllers are now replaced by microprocessor controllers that typically require a factory technician to convert. This is extremely expensive. Please refer to answer 3c.

4. Technical Exhibit 1 – GFP. Item I-2, the Jensen Ironer (Serial number is 382-DH-200) is starting to degrade to the point where replacement of parts is not viable. The Jensen Company closed its doors over 10 years ago no longer has any parts or materials for purchase. This machine is used daily in production and is a vital piece of equipment for processing TAMC linen. With the current state a maintenance review predicts that this machine will not be repairable or functional within this next year with parts unavailable, the age and amount of usage.

Question(s):

a) When a machine becomes obsolete like this one is how is this handled under CLIN 4 when repair parts cannot be purchased or reasonably fabricated? Please refer to answer 3a.

b) Will the government replace this machine when it is no longer functioning as it is required for production? Please refer to answer 3a. This is what the Monthly PM reports are for forecasting on repairs, obsolete replacement pairs, estimation on machinery becoming unserviceable. Sufficient lead time is required to obtain approval for the government to procure new equipment (specifications of replacement machinery) and obtain funding.

5. PARA: 3.5 Janitorial/Housekeeping of the SB Laundry, Building 2800, Schofield Barracks, doesn’t include any requirement/detail for lawn maintenance. In previous solicitations the grass cutting and lawn care were included in this paragraph.

Question: Will the contractor be responsible for lawn mowing and maintenance, and if so, what are the specific requirements? Lawn mowing and maintenance will not be part of this requirement.

6. The Organizational (ORG) quantities in CLINS’s: 0002, 0003AA, 0003AB, 1002, 1003AA, 1003AB, 1003AC, 2002, 2003AA, 2003AB, 2003AC, 3002, 3003AA, 3003AB, 3003AC, 4002, 4003AA, 4003AB, and 4003AC are vastly overstated. In the current contract 15,023 ORG pieces were processed during the months of March, April and May 2017. If you annualize the 15,023, the realistic annual amount for ORG is +/- 60,092. A full year’s ORG is estimated in W912CN-17-R-0017 at 142,000 pieces. It is our belief that the USG removed the OCIE from the TE in the Bridge contract, but did not similarly reduce the bid schedule.

Question: Would the government consider revising the estimated pounds to reflect this lower amount? The unit of measure is “Dry Pounds”. Upon review of the estimated quantities, the estimated quantities will be reduced for CLINs 0002, 1002, 2002, 3002 and 4002 via solicitation amendment.

The estimated quantities for CLINs 0003AA, 0003AB, 1003AA, 1003AB, 1003AC, 2003AA, 2003AB, 2003AC, 3003AA, 3003AB, 3003AC, 4003AA, 4003AB, and 4003AC will remain as stated in the solicitation.

7. Does the Combined Synopsis/Solicitation under solicitation number W912CN17R0017 contain requirements similar to a current contract? Yes.

a. If possible, please provide the current contract number. W912CN-17-D-0010

b. Is this a new requirement for the government? No

8. Is there the opportunity to keep the current employees that support the contract? Yes, please see

FAR 52.222-17 which provides guidance on this issue.

9. What is the name of the current contract holder?

Penn Enterprises, Inc.

5260 s. Stonehaven Drive Springfield MO 65809-4641

10. What was the previous award amount including option years? Awarded contract value for one 3 (three) month base period: $291,783.30 and for one 3 (three) month option period: $291,783.30

11. Current contract No. W912CN-17-D-0010

12. What is the procedure in determining what equipment is no longer maintainable and needs to be turned in for salvage? See para 4.4.4 Laundry Equipment Replacement. Additionally, Technical Exhibit 1 – GFP will be revised via solicitation amendment to identify via color coding which equipment is no longer maintainable and tagged for removal from laundry facility. Technical Exhibit 1 – GFP will be color coded as follows:

Green = Good condition Yellow = needs repair Red = Non-operational, pending removal
