SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS AND ANSWERS
The Government’s answers are listed below in bold font.
1. Page 54 of the RFP requires the submission of: Client Authorization Letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the offeror’s performance.
Question: If the offeror is using government contract references for performance is this required or is it only for commercial references? Client Authorization Letters are only required for Commercial Customers references.
2. The page limit for the Technical Proposal has been set at 50 pages. The Technical Proposal requires that the offeror describe or provide:
How they will meet the requirements of the RFP Describe approach to laundering medical and nonmedical laundry Quality Control Plan Transport process Exposure Control Plan Maintenance and Equipment Repair Plan Contingency Plan Staffing and Management Plan Phase in Plan Phase out Plan
To properly address only the first 3 and provide exhibits would easily exceed the page limitation.
Question: Would the government increase the page limitation for the Technical proposal? Yes. Page limit will be increased from 50 pages to 75 pages via solicitation amendment.
3. Several of the core pieces of machinery appear to be around 30+ years old with issues listed in the comments.
Questions:
a) Does the Government intend to purchase any new or replacement equipment for these older machines? Decisions on replacement equipment will be based on whether the equipment is classified as unserviceable through technical inspections conducted by the Government (PWS para 4.4.4.); funding availability; length of time to procure replacement equipment if justified. The offeror shall submit justification for new equipment.
b) Per the RFP, the offeror is responsible for the cost of all repair parts. What does the offeror do in the event of parts becoming obsolete for these older machines? If the offeror exhausts all sources to obtain replacement parts, then the offeror shall inform the Contracting Officer and Contracting Officer Representative. See para 4.4.4 Laundry Equipment Replacement and para 3.24 Monthly Report for PM of GFE.
c) If repair parts are not available and the only solution is a total component retrofit (which is extremely expensive), does that fall under CLIN 0004? It is the responsibility of the offeror to keep all costs within the dollar amount of CLIN 0004 for PM and repair parts. The
Contracting Officer and Contracting Officer Representative will be notified of the issue and the total estimated cost, to see whether that solution is feasible.
d) At what dollar amount does an item cease being a repair part and become a major rebuild, and/or a total component retrofit? How is this handled? See response in para 3c and PWS para 3.3.1 for the definition of the word, "repair".
e) When does a repair/fix go beyond the definition of a repair part? As an example the controllers on many pieces of the older laundry equipment are mechanical. Parts, and/or replacements are no longer available. The next step is an entire retrofit with a totally new component. The mechanical controllers are now replaced by microprocessor controllers that typically require a factory technician to convert. This is extremely expensive. Please refer to answer 3c.
4. Technical Exhibit 1 – GFP. Item I-2, the Jensen Ironer (Serial number is 382-DH-200) is starting to degrade to the point where replacement of parts is not viable. The Jensen Company closed its doors over 10 years ago no longer has any parts or materials for purchase. This machine is used daily in production and is a vital piece of equipment for processing TAMC linen. With the current state a maintenance review predicts that this machine will not be repairable or functional within this next year with parts unavailable, the age and amount of usage.
Question(s):
a) When a machine becomes obsolete like this one is how is this handled under CLIN 4 when repair parts cannot be purchased or reasonably fabricated? Please refer to answer 3a.
b) Will the government replace this machine when it is no longer functioning as it is required for production? Please refer to answer 3a. This is what the Monthly PM reports are for forecasting on repairs, obsolete replacement pairs, estimation on machinery becoming unserviceable. Sufficient lead time is required to obtain approval for the government to procure new equipment (specifications of replacement machinery) and obtain funding.
5. PARA: 3.5 Janitorial/Housekeeping of the SB Laundry, Building 2800, Schofield Barracks, doesn’t include any requirement/detail for lawn maintenance. In previous solicitations the grass cutting and lawn care were included in this paragraph.
Question: Will the contractor be responsible for lawn mowing and maintenance, and if so, what are the specific requirements? Lawn mowing and maintenance will not be part of this requirement.
6. The Organizational (ORG) quantities in CLINS’s: 0002, 0003AA, 0003AB, 1002, 1003AA, 1003AB, 1003AC, 2002, 2003AA, 2003AB, 2003AC, 3002, 3003AA, 3003AB, 3003AC, 4002, 4003AA, 4003AB, and 4003AC are vastly overstated. In the current contract 15,023 ORG pieces were processed during the months of March, April and May 2017. If you annualize the 15,023, the realistic annual amount for ORG is +/- 60,092. A full year’s ORG is estimated in W912CN-17-R-0017 at 142,000 pieces. It is our belief that the USG removed the OCIE from the TE in the Bridge contract, but did not similarly reduce the bid schedule.
Question: Would the government consider revising the estimated pounds to reflect this lower amount? The unit of measure is “Dry Pounds”. Upon review of the estimated quantities, the estimated quantities will be reduced for CLINs 0002, 1002, 2002, 3002 and 4002 via solicitation amendment.
The estimated quantities for CLINs 0003AA, 0003AB, 1003AA, 1003AB, 1003AC, 2003AA, 2003AB, 2003AC, 3003AA, 3003AB, 3003AC, 4003AA, 4003AB, and 4003AC will remain as stated in the solicitation.
7. Does the Combined Synopsis/Solicitation under solicitation number W912CN17R0017 contain requirements similar to a current contract? Yes.
a. If possible, please provide the current contract number. W912CN-17-D-0010
b. Is this a new requirement for the government? No
8. Is there the opportunity to keep the current employees that support the contract? Yes, please see
FAR 52.222-17 which provides guidance on this issue.
9. What is the name of the current contract holder?
Penn Enterprises, Inc.
5260 s. Stonehaven Drive Springfield MO 65809-4641
10. What was the previous award amount including option years? Awarded contract value for one 3 (three) month base period: $291,783.30 and for one 3 (three) month option period: $291,783.30
11. Current contract No. W912CN-17-D-0010
12. What is the procedure in determining what equipment is no longer maintainable and needs to be turned in for salvage? See para 4.4.4 Laundry Equipment Replacement. Additionally, Technical Exhibit 1 – GFP will be revised via solicitation amendment to identify via color coding which equipment is no longer maintainable and tagged for removal from laundry facility. Technical Exhibit 1 – GFP will be color coded as follows:
Green = Good condition Yellow = needs repair Red = Non-operational, pending removal

(1) Offerors shall submit an original and the number of copies listed in table above of their proposal, along with one electronic copy of all volumes provided on CD.
(2) Proposal Limitation. The proposal shall not exceed the limits stated above. If the page limits are exceeded, the pages in excess of the limit shall be removed and returned, unread, to the offeror. The Government will not accept any changes to the contractor’s proposal after the closing date of the solicitation (See FAR 15.208 Submission, Modification, Revision and Withdrawal of Proposals for further information regarding late proposals). If discussions become necessary, page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors.
(3) Page Limit Includes: All appendices, charts, graphs, diagrams, tables, photographs, drawings, etc.
(4) Page Limit does not include covers for volumes, tables of contents, glossary of abbreviations and acronyms, indices, title pages, cross reference indices, and section dividers/tables if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, i.e., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” will not be counted.
(5) What Counts As A Page? A page shall be an 8 ½ X 11” sheet of paper. When both sides of a sheet display printed material, it shall be counted as two pages. (1) VOLUME I –GENERAL. Volume I shall contain the accurate, fully completed, and signed original of all proposal documents requiring signatures of the offeror. An authorized official of the firm shall sign the offer and all certifications requiring original signature. Failure to follow the below Contract Proposal preparation instructions may cause your proposal to be deemed unacceptable by the Government. The General Volume shall be organized as follows and contain the identified information.
TAB A, Exceptions/Assumptions (if required) - Identification and explanation of any exceptions or deviations. Additionally, any assumptions used in the proposal preparation must be identified.
TAB B, Solicitation, Offer and Award - The SF 1449 shall be submitted fully completed. The offeror is cautioned that the SF 1449 must contain an original signature in block 30 of the form. The contractor shall acknowledge any amendments to the RFP in accordance with the instructions on the SF 1449 and, FAR 52.212-1, Instruction to Offerors—Commercial Items. The offeror shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually.
TAB C, Representations, Certifications, and Other Statements of Offerors– The offeror shall ensure that Representations, Certifications, and Other Statements of Offerors is submitted thoroughly completed with all blocks in each certification/representation completed truthfully and completely.
(2) VOLUME II – TECHNICAL PROPOSAL. The Technical Proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical factors defined in addendum to FAR 52.212-2, Evaluation – Commercial Items. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
Volume II will be evaluated to determine whether offeror has adequate management, staffing, and quality control program resources in place to satisfactorily fulfill requirements of the solicitation performance work statement. The technical proposal shall emphasize the offeror’s corporate experience and capabilities, technical capability/approach and quality control plan explaining quality control of laundering process (medical and non-medical); Transport Process that reflects an adequate number of vehicles, transportation of clean vs. soiled laundry, and a narrative describing the number, type and model/year of vehicle(s) to be used for this requirement. Indicate how compliance with Occupational Safety and Health Administration (OSHA) and State of Hawaii guidelines/criteria for transport of both clean and soiled/infectious hospital linens will be maintained; a Preventive Maintenance and Equipment Repair Plan for all Government Furnished Property (GFP) explaining how preventive maintenance and equipment repair of all GFP will be accomplished; and a Contingency Plan providing a narrative stating how the mission will be accomplished in the event of vehicle breakdown, equipment breakdown, etc. The offeror shall submit a staffing and management plan that will: i) include an organizational structure that reflects its understanding of how the work will be accomplished; ii) a plan on how the contract will be managed and executed, to include how necessary equipment and personnel will be utilized; iii) a 10 working day phase in plan to explain how it plans to transition with the existing contractor; and iv) a 10 working day phase out plan that describes how it plans to transition with the new contractor at the conclusion of the existing contract. Offeror’s proposal shall discuss in sufficient detail to demonstrate overall understanding of the requirement and feasibility of approach concerning the expertise required to perform all required services. Any major errors, omissions, or deficiencies will cause the technical proposal to be unacceptable. The volume shall be organized according to the following general outline:
Table of Contents Exceptions/Assumptions (Identification and explanation of any exceptions or deviations).
Additionally, identify any assumptions used in preparing the proposal.
Evaluation Criteria (Factors)
The offeror’s technical proposal shall contain the following factors:
Factor 1: Technical Approach Factor 2: Staffing and Management Plan
(3) Volume III - PAST PERFORMANCE. The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the effort as it directly relates to the work being procured under this solicitation and as defined in Addendum to FAR 52.212-2 Evaluation – Commercial Items.
Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform 15% of the proposed effort based on the total proposed price. The offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance.
a. The offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than 3 years for the submitted data. The past performance data shall document a successful history of past contract performance.
b. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk receiving an unacceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Organization Structure Change History— Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
Specific Relevant Contracts Format - Sheets in accordance with Enclosure 3 and are limited to 3 pages per reference. The offeror shall provide documentation outlining the offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this Solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate.
d. Past Performance Questionnaire/Cover Letter - See Enclosure 1 Cover Letter and Enclosure 2, Past Performance Questionnaire. For the contracts identified on each Specific Relevant Contract Reference, the offeror shall complete Part I and forward a copy of the Cover Letter and Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts. All customers shall be instructed to complete Part 2 of the questionnaire. The points of contact shall return the questionnaires directly to Yasmin A. Restrepo at Yasmin.a.restrepo.civ@mail.mil, and Ronnie T.

The information contained in the questionnaires will be used to evaluate the offeror’s past performance. Therefore, the Offeror’s initial proposal should contain the Offerors’ best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit and efficient competition.
