1.3 WORK COVERED BY CONTRACT DOCUMENTS

1.3.1 Project Description

This section outlines the work required to repair Tainter Gates 4, 5, 6, 7, and 8 (base bid), along with any approved options (Options 1-7 covering Gates 1-3 and 9-12) and associated incidental tasks at W.D. Mayo Dam, Oklahoma. This project is a turn-key contract, with the Contractor handling all work except setting stoplogs and operating the gates.

Detailed requirements are in other specification sections, drawings, contract clauses, and related documents. Commercial and USACE operations will have priority in the use of Government facilities and equipment.

The Government will provide no materials, equipment, or labor, other than for setting stoplogs and gate operation. The Contractor is only permitted to work on one gate at a time and must satisfactorily complete the acceptance trial operation for each gate before starting work on the next gate. This summary does not define a sequence of work; the Contractor must determine the sequence for the base bid and approved options in the Work Plan. The work requirements are summarized as follows:

a. Design, fabricate and install means of safely working on the gate in dry conditions;

SECTION 01 11 00 Page 1

Perform 100% UT inspection on all existing CJP welds. Note and map all welds that do not meet AWS D1.1/D1.1M cyclically loaded nontubular acceptance criteria.

Welders, inspectors and technicians must be qualified per these specifications.

f. Provide a pre-repair inspection report for each gate detailing the extent and location of all section loss, deformation, corrosion, surface defects, weld defects and any repair recommendations not identified in these Contract documents;

g. Removal and replacement of all five(5) cross-brace members for each gate;

h. Removal and replacement of end rib assemblies as shown in the contract drawings (two (2) times per gate);

1.3.2 Location

The W.D. Mayo L&D 14 project is a component of the McClellan-Kerr Arkansas River Navigation System (MKARNS) which crosses the state of Arkansas into Oklahoma traversing the state until it reaches the confluence of the Arkansas and Verdigris River where the navigation channel follows the Verdigris River terminating fifty-one miles upstream at the Port of Catoosa, near Tulsa, Oklahoma. The work is located at the navigation mile

319.6 in the southern Oklahoma about nine (9) miles southwest of Fort Smith, Arkansas, approximately as indicated. The exact location will be shown by the Contracting Officer.

1.4 OCCUPANCY OF PREMISES

All Government facilities and equipment must remain accessible to the Government and in service at all times unless explicitly stated otherwise in the contract documents.

Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways. Commercial and USACE operations have priority use of Government facilities.

1.4.1 Limited Access

Due to safety and security concerns the Contractor will enter and exit the project site only through Government approved access points as directed by the Contracting Officer. Keep secure all restricted access areas from the public at all times.

1.5 SETTING, LEAKAGE, AND AVAILABILITY OF STOPLOGS

See Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS.

1.6 EXISTING WORK

Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

Repair or replace portions of existing work which have been altered or damaged during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.7 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT

The Government will not furnish any materials, equipment, labor or install any work, except the installation of Government furnished stoplogs. See Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS for

SECTION 01 11 00 Page 3

WD Mayo Repair Tainter Gates (Lock and Dam) Arkansas River, OK additional stoplog requirements.

1.8 SAFETY

All work is to be performed in accordance with EM 385-1-1 , 29 CFR 1910, 29 CFR 1926, and other references as listed herein. Matters of interpretation of the safety standards required to be submitted to the Contracting Officer (CO) for resolution before starting work. Where the regulations conflict, the most stringent requirements will apply.

1.9 WORK PLAN REQUIREMENTS

Within 30 calendar days of Notice to Proceed, a Work Plan must be submitted for all work required by this contract. This work plan is separate from all documents submitted before contract award and must provide greater detail than any pre-award submitted work plan.

The plan must include, as a minimum, details for all work listed in paragraph 1.3.1 Project Description above and other requirements in these specifications. The plan must include detailed construction methods and procedures, all manpower (each trade/skill required and crew sizes, including subcontractors), and all equipment (including make, model, size, capacity, and weight).

The Work Plan must address sequence of work and methods to remove, protect, and label components for disassembly and reinstallation.

In addition, the Contractor must submit any additional information as directed by the Contracting Officer (CO). All items of work must be addressed to the level of detail required by the CO. Construction activities and purchasing of materials must not begin until the work plan is approved by the CO. The Contractor's work schedule (days of the week and hours per day) must be stated. This work plan is the same submittal identified in section 05 50 14 . See section 05 50 14 STRUCTURAL METAL REPAIRS for additional work plan submittal requirements.
