STATEMENT OF WORK

FOR

COMMUNICATION SECURITY (COMSEC)

SPARE PARTS PROCUREMENT IV (SPARES IV)

21 November 2016

1.0 PART I – GENERAL INFORMATION

1.1 INTRODUCTION. This Statement of Work (SOW) identifies the requirements for a parts acquisition, consisting of spare and repair parts as required by the Government. The applicable technical drawings and specifications will be provided to the contractor by the government.

1.2 BACKGROUND. As lead service on current and legacy Communications Security (COMSEC) equipment, Army is responsible for sustainment support to Department of Defense (DoD) and Foreign Military Sales (FMS) customers for COMSEC supply part sales orders/requisitions. This contract will be the tool for replenishing Tobyhanna Army Depot COMSEC parts used to fill customer sales orders or consumed by depot in the repair of higher assemblies. Since demands may fluctuate, multiple delivery orders per year are expected. The contract will contain approximately 20 active COMSEC part National Stock Numbers (NSNs).

Many COMSEC equipments supported by these parts have been in inventory for over thirty years. As such, COMSEC parts contract problems/issues have been experienced in the past. Diminished manufacturing and obsolescence have created significant challenges with manufacturing lines going cold and many sub-contractors either being acquired by other companies or going out of business.

1.3 SCOPE. The purpose of this SOW is to facilitate the establishment of a contract vehicle to procure spare parts (also known as spares, components or parts) for fielded COMSEC equipment. The parts are required to enable field or depot level repair/replacement (as the Source, Maintenance and Recoverability [SMR] code authorizes) for COMSEC equipments providing National Security Agency (NSA) Type I encryption/decryption of telecommunications security by converting information to a form unintelligible to unauthorized interceptors and by re-converting the unintelligible form to its original for authorized recipients. COMSEC equipment is cryptographic-equipment, cryptographic-ancillary equipment, cryptographic-production equipment, and authentication equipment governed by NSA.

The contract requires the Contractor to acquire Spare and Repair Parts from other sub-contractors or to acquire parts and assemble panels, circuit card assemblies (CCAs), kits, and other complex assemblies in accordance with the requirements of the SPARES IV SOW, the contract, and associated drawings and specifications.

The required parts and quantity ranges are listed in Section B of the solicitation.

1.4 APPLICABLE DOCUMENTS. Paragraph 1.4 and sub-paragraphs provide a consolidated listing of all documents cited within the SOW as part of the work requirement. Any discrepancies noted between the requirements of the SOW and the referenced documents shall be promptly brought to the attention of the Contracting Officer or the Contracting Officer’s Representative for resolution.

The Contractor shall furnish the services of skilled engineers and personnel, facilities, materials, supplies, tooling, and test equipment necessary to accomplish the contract requirements.

2.1.1 PROCURE/PRODUCE AND SHIP DELIVERY ORDER PARTS WITHIN BOUNDARIES/CONSTRAINTS OF THE BASE CONTRACT.

2.1.1.1 Based on awarded delivery orders (DOs) for this contract, the Contractor shall provide Government the requested DO parts as defined within the base contract that meet design/drawing specifications.

2.1.1.2 Unless already packaged to meet the defined individual packaging specification for resale within MIL-STD-129P (with change 4), the Contractor shall individually package and mark the spare parts for resale, per this reference.

2.1.1.3 The Contractor shall submit spare parts production orders via Wide Area Workflow to the contract designated DCMA activity for Inspection & Acceptance.

2.1.1.4 Once DCMA inspects and accepts the respective shipment, the Contractor shall prepare the individually packaged items for bulk shipment(s) to the contract defined Government warehouse location per MIL-STD-129P (with change 4) and MIL-E-17555H(2).

2.1.1.5 The Contractor shall adhere to the Free Onboard (FOB) requirements as addressed within Section F of the contract.

Unless otherwise tasked by contract, engineering changes will not be written to effect blanket updates or revision of engineering documents referenced within the text of the documentation (e.g. – MIL-STD or NSA documents). Government approved changes to parts and/or the respective drawings will be reviewed by the Government for possible assignment of a “0N” part number. When the Government deems it necessary to assign a new “0N”part number, they will consult National Security Agency (NSA) for that assignment.
