Bidder Site Visit Q&A:

Q1. Can the access fences or gates into the tower area be enlarged for trucks/equipment to enter?

A1. It is the responsibility of the contractor to identify whether access through any gates or fences required to access the tower with equipment will be required. Contractors may need to coordinate with the City of Aurora and/or Arapahoe County as needed for access to the tower. Whether or not they are enlarged, gates and fences must be locked and secure at all times when not being constructed or accessed. Any changes made to existing fences or gates will be restored after tower removal to existing or better condition by the contractor.

Q2. Is there any lead-based paint on the tower?

A2. Submit quotes with the assumption that there is no lead-based paint on the towner. However, it is the responsibility of the contractor to identify whether there is any lead-based paint on the tower and to meet all legal requirements for its removal. Item 2.7 of the Solicitation Statement of Work indicates that the contractor must apply for and receive all appropriate tower removal and disposal government and agency permits, including but not limited to access and environmental permits. Item 2.8 indicates that the contractor is responsible for all other tasks necessary for the complete logistical and lawful removal and disposal of the radio tower and debris. If lead-based paint is determined to exist and result in increased disposal costs or time, the government will negotiate a modification for an equitable adjustment to the contract.

Q3. How far underground do guy cables go?

A3. Notice the photo below taken at one of the guy cable anchor locations. USACE personnel dug approx one foot underground along the steel cable and did not reach concrete or other anchor.

Q4. Should the tower ice bridges (approx 8 feet from the ground) be removed as part of the contract?

A4. As shown in the photo above, ice bridge removal is left to the discretion of the contractor.

Q5. What hours can the contractors work?

A5. Contractor work hours are weekdays 7am-4pm. Additional work hours, including but not limited to weekends and federal holidays, must be authorized by the USACE COR prior to the work.

Q6. Do the contractors need to contact FCC or FAA for authority to remove the tower?

A6. Item 2.7 of the Solicitation Statement of Work indicates that the contractor must apply for and receive all appropriate tower removal and disposal government and agency permits, including but not limited to access, environmental and legal permits. Item 2.8 indicates that the contractor is responsible for all other tasks necessary for the complete logistical and lawful removal and disposal of the radio tower and debris. If authorization from these or any other agencies is required to remove the tower and any of its attachments, including the aircraft warning light or communication equipment, it is the contractor’s responsibility to obtain that authorization.

Q7. Should the concrete block at the base of the tower be removed?

A7. The concrete block pad at the base of the tower can be removed or not at the discretion of the contractor.

Q8. What is to be done with the live power line attached to the tower warning light?

A8. The contractor will remove and dispose of the connecting power line and warning light at its attachment to the tower.

Although removal of the overhead power line is not required under this contract, the contractor will need to safety terminate and secure the power line where it connects to the tower, and obtain all authorizations for termination from Xcel Energy or other power supplier.
