About this file

This document contains questions and answers regarding a solicitation for a copper ion zebra mussel mitigation system. The solicitation will require offerors to provide a complete copper ion generating system to treat up to 11,000 gallons per minute of raw water to a concentration of 40 parts per billion copper ion. The system must include a booster pump, flow indicating transmitters, flow control valves, a PLC-based control system, a copper generation system, and controls. The copper ion generating unit must be skid mounted for bolting to a concrete floor. Offerors must provide all necessary certifications with their proposals and justify any inability to meet treatment capacities. The only other equipment to be government-furnished are two one-inch ball valves in each treatment line to be used for isolation purposes only.

QUESTIONS AND ANSWERS

1 SEPTEMBER 2020

1. On page #1 and 2 of form 1449 you are requesting completion of blocks 23 and 24 but not block

19. The schedule price schedule (page 3) lists items 0001 through 0004 each requiring price. Page 4 through 5 also request the same information, do you require that block 23 and 24 filled in?

Answer: Blocks 19 through 24 do not need to be filled in

2. Does the destination facility have docks and forklifts for receiving freight?

Answer: Government has the capability to unload the equipment with a forklift.

3. Is the requested DOD UII required for each line item to be provided with the proposal or with items prior to delivery upon award?

Answer: Yes, we need to have a DoD UII for each item that is a main component of the generator

4. The listed line Items are composed of various parts, will each of these parts require DOD UII?

Answer: Subcomponent DOD UII are not required but ALL main components are required.

5. Far 52.216-2 cited on page 10 was not included in the spec Answer: Must fill in the Bid Schedule and each one of the CLIN lines.

6. Could you please clarify what pages and documents need to be filled out and returned with the proposal?

Answer: At a minimum the 52.212-1 Addendum; Instructions to Offerors—Commercial Items and the pricing schedule must be filled in and provided with your quote.

7. Referencing specification sections Part 1 – GENERAL, section 2.1.3 and section 2.4.8.a, “the CIG needs capability for 40 ppb over the flow range 0 - 11,000 GPM” and “Desired copper concentration setpoint must be operator adjustable from 0-40 ppb, respectively. This means that CIG needs to be sized for 0-40 ppb and not 20 ppb essentially doubling the system.

Answer: The CIG electrode capacity is to be sized to treat 11,000 gpm for 1 year to a concentration of 20 ppb copper ion. The system shall have the capability to treat 11,000 gpm to a concentration of 40 ppb for an intermittent time for a shock treatment. The intent was not to double the amount of electrode material. If this is not feasible, Offerer shall provide explanation of how their system could be used to shock treat the government raw water system to a concentration of 40 ppb copper ion.

8. Referencing Specification section 2.2.1 requiring submission of EPA and SSDA certification. FIFRA and SSDA regulations require registration of CIG system prior to being offered for sale or distribution in USA or South Dakota respectively. Is the government requesting offerors submit these registration certificates with the proposal per regulations or at a later date prior to award, please clarify?

Answer: Offeror shall provide all copies of all certifications with the proposal. If certifications are in the process of approval, Offeror shall provide the status of the approvals.

9. Referencing Sheet ID M-101 is the CIG manufacturer required to supply ALL the material listed in the Bill of Materials?

Answer: The field devices that the Offerer shall include are Items 22, 23, and 24 of the B.O.M.

on Drawing M-101.

10. If the items are not to be supplied by CIG manufacturer will the government supply item data sheet or more importantly CV data for the parts? This information may be important for calculating pressure drop and sizing the booster pump.

Answer: The only other government supplied control devices are 2 - 1”, full port ball valves in each treatment line. The intent of these valves is for isolation, only. Use a maximum Cv = 94.
