Relative difficulty of work 15 b. below

Period of performance 15
Contractor's investment 5
Assistance by Government 5
Subcontracting 25
b. Based on the circumstances of each procurement action, each of the above factors shall be weighted from .03 to .12 as indicated below. The value shall be obtained by multiplying the rate by the weight. The value column when totaled indicates the fair and reasonable profit percentage
DOCUMENT 00 73 00 Page 4 under the circumstances of the particular procurement.
(1) Degree of Risk. Where the work involves no risk or the degree of risk is very small, the weighting should be .03; as the degree of risk increases, the weighting should be increased up to a maximum of .12.
Lump sum items will have, generally, a higher weighted value than the unit price items for which quantities are provided. Other things to consider:
the portion of the work to be done by subcontractors, nature of work, where work is to be performed, reasonableness of negotiated costs, amount of labor included in costs, and whether the negotiation is before or after performance of work.
(2) Relative Difficulty of Work. If the work is most difficult and complex, the weighting should be .12 and should be proportionately reduced to .03 on the simplest of jobs. This factor is tied in to some extent with the degree of risk. Some things to consider: the nature of the work, by whom it is to be done, where, and what is the time schedule.
(3) Size of Job. All work not in excess of $100,000 shall be weighted at .12. Work estimated between $100,000 and $5,000,000 shall be proportionately weighted from .12 to .05.
(4) Periods of Performance. Jobs in excess of 24 months are to be weighted at .12. Jobs of lesser duration are to be proportionately weighted to a minimum of .03 for jobs not to exceed 30 days. No weight where additional time not required.
(5) Contractor's Investment. To be weighted from .03 to .12 on the basis of below average, average, and above average. Things to consider: amount of subcontracting, mobilization payment item, Government furnished property, equipment and facilities, and expediting assistance.
(6) Assistance by Government. To be weighted from .12 to .03 on the basis of average to above average. Things to consider: use of Government-owned property, equipment and facilities, and expediting assistance.
(7) Subcontracting. To be weighted inversely proportional to the amount of subcontracting. Where 80 percent or more of the work is to be subcontracted, the weighting is to be .03 and such weighting proportionately increased to .12 where all the work is performed by the Contractor's own forces.
1.13 AS-BUILT DRAWINGS
As-Builts are not required for this project.
1.14 PORTABLE TOILETS
Toilet facilities will not be available for Contractor's use. The Contractor shall provide and maintain portable toilets for use by the Contractor's staff . Cherry Creek Dam Stilling Basin Dewatering and Cleaning
1.0 SCOPE OF WORK
1.1 GENERAL.
It is the intent of this contract to pump surface water and remove sediment and debris from within the walls of the Cherry Creek Stilling Basin Structure (Structure), and thoroughly clean the Structure, so that a thorough inspection of the Structure can be performed by the U.S. Army Corps of Engineers. The work included in this Contract, and covered by this scope of work, consists of furnishing all labor, equipment, and materials and performing all operations necessary for the following tasks:
• removing all surface water from the Outlet Works Stilling Basin at Cherry Creek Dam (Stilling Basin), and from the Cherry Creek Channel (Channel) between the Stilling Basin and the Interstate 225 Bridge (I-225);
• maintaining the Stilling Basin and Channel in a dewatered condition so that a thorough structural evaluation and inspection of these features can be conducted by the U.S. Army Corps of Engineers (USACE) until inspection activities are complete;
• removing and disposing of all riprap, coarse aggregate, silt, debris, and other foreign material deposited within the Stilling Basin prior to USACE inspection activities;
• cleaning the concrete surfaces of the Stilling Basin by pressure-washing prior to USACE inspection activities; and
• cleaning and performing video camera inspections of the wall and slab drainage system with downhole camera and cleaning equipment and documenting the condition of the pipes prior to USACE inspection activities.
This work shall be completed as specified herein, as shown on the drawings, or as otherwise directed by the Contracting Officer. General plans, technical drawings, and photographs referenced in these construction specifications are included in the Attachments.
Summary of the Most Recent Dewatering of the Cherry Creek Stilling Basin (2009)
The Cherry Creek Stilling Basin was last dewatered, cleaned and inspected 02 through 20 November 2009. A large trailer mounted pump (6 to 8-inch diameter) was used to dewater the basin into the downstream Cherry Creek channel. The pump was operated for approximately 24 to 48 hours to remove the initial volume of water from the Cherry Creek Stilling Basin. Discharge water was released over a sandbag cofferdam and into the Cherry Creek channel to limit the back flow to the stilling basin. Approximately 200 pounds of fish were transferred from the Cherry Creek Stilling Basin to the Cherry Creek Lake. Attachment 6 to these specifications has typical photos from the 2009 Cherry Creek Stilling Basin Dewatering and Cleaning Project. Additional photos of the November 2009 dewatering project may be viewed at the Tri-Lakes Project Office.
1.2 SCHEDULE. The dewatering, removal of material, cleaning, inspection activities, and all incidental construction must take place over a 15-day period between Wednesday, October 30, 2019 and Wednesday, November 13, 2019 to minimize the impact on downstream water users and allowing for the coordination of travel plans with USACE inspectors. Flows will be shut off through the outlet works conduits during this 15-day window.
