Agenda:

Welcome to the Fort George Shore Protection Project Pre-Bid site visit. We want your time here to be SAFE and productive.

Contractor Questions

Safety Requirements:

Please remain with escorting project personnel at all times

Site Safety Steep and possibly slippery slopes will be encountered. Watch your step and make sure of your footing.

Rodent holes may also be present.

Please use caution when approaching bank edges. Bank is currently eroding and may be unstable in various locations.

Overview of project – Points of emphasis:

Period of Performance - Begin within 10 days of notice to proceed and finish within 180 days. 180 days includes submittal process and closeout.

Description of work 00 21 00 para 1.21.5, Construction of access Roads, removal and placement of borrow material, hauling and stock piling stone, and placement of stone and geotextile fabric.

Contractors Questions

Question: Is stone furnished by the Corps?

Answer: Yes, Class “C” riprap is furnished by USACE and is currently stockpiled at the Big Bend Project. Contractor shall be responsible for loading and hauling quantities specific to the Base and Options to the Fort George site. An amendments has been issued stating tonnage and purchase cost. See amendment.

Question: Is a safety officer required for this project.

Answer: Yes, a designated safety officer is required for this project but may be the same person as the QC, project manager, etc.

Question: Are monitors on-site only during borrow excavation?

Answer: A 5-day notice must be given to the Contracting Officer before any ground disturbing activity may take place. This includes but is not limited to excavation of borrow material and construction of the access road.

Question: Can we expect a soft/silty bottom in the proposed underwater area?

Answer: USACE employees conducting the initial survey noted that the ground below the water was fairly solid, but contractors should anticipate changing conditions and soft spots when using heavy machinery in the water.

Question: Can you explain the no winter exclusion period?

Answer: The construction period is 180 days, with no winter exclusion, therefore work is allowed and encouraged during freeze conditions.

Question: Is there a tax applied to the government furnished riprap?

Answer: See Section 00 21 00 paragraph 1.30 Federal, State and Local

Taxes - It is the Contractor's responsibility to investigate applicable federal, state and local taxes and any specific exemptions that may exist. This includes any applicable Value-Added Taxes (VAT), sales, use, and excise taxes. See General Conditions (Contract Clause) 52.229-3 FEDERAL, STATE AND LOCAL TAXES.

Contracts shall include all taxes on Bid Sheet “All remaining work”. Also see Amendment 0001 for additional clauses pertaining to Government Furnished Property.

Question: Does TERO apply to this contract?

Answer: TERO is not applicable to this contract because it is performed entirely on federal property.

Question: Is the total amount of 10,000 tons of government supplied riprap to be hauled and stockpiled onsite if the options are not awarded?

Answer: No, only the amount of riprap required to complete the awarded contract shall be hauled and stockpiled. See amendment.

Question: Where can we find load limits and regulations for the designated riprap hauling route?

Answer: Contractor shall inquire with all applicable Federal, State, County and Tribal roads departments to determine load limits for appropriate time frames.
