Gavins Point Exciters

Q1. Are the Field contacts rated at 1100 amps?

A1. The only contacts I can think of that are associated with the field is the existing field breaker and it is rated at 1,600A. If that does not answer the question, then the Government will need clarification as to what field contacts you are referring to.

Q2. What is the dead line to post questions?

A2. Deadline is 10 November2016

Q3. Is the BIL of PPT 60 KVA?

A3. The BIL of the PPT will be changed to reflect the BIL of the iso-phase bus it is connected to, which is 110 kV.

Q4. Can we get a 4 week bid extension from today?

A4. The proposal due date will be re-evaluated and adjusted when final version of the amendment has been approved and ready for posting in FBO.

Q5. How do we get things down here (A floor)?

A5. See contract drawing E-101 notes that reference a hatch that can be used

Q6. Can we get verification of bid showing Siemens / not old original for removal?

A6. See reference drawings for existing Siemens equipment and contract drawings for arrangement

Q7. Can we have an Asbestos SIT REP / Asbestos mitigation records?

A7. There is no asbestos expected to be encountered on this project

Q8. Number of CTs?

A8. See SECTION 48 19 26, paragraph 2.4.3.4 for the number of metering CT’s and three are required that are dedicated for the voltage regulator per 1.4.4.

Q9. A copy of the Cable schedule?

A9. The existing cable schedule for the excitation system is included in the reference drawings

Q10. A copy of the Collector Rings drawings & pictures?

A10. No collector ring drawing exists. Included in the contract drawings are two drawings of pictures that show the route of the field leads from the exciter to the collector rings.

Q11. Picture and Location of CTs to be replaced A11. Shall be supplied by project personnel

Q12. A copy of cross section and top view of generator A12. See contract and reference drawings

Q13. A definition of Floor Repair?

A13. If encountered, floor repair will be minimal

Q14. What is the length of cable from Exciter to Slip Rings?

A14. See existing cable schedule in the reference drawings.

Q15. A copy of the slip ring slide show?

A15. Photos will be added to solicitation

Q16. What is the 3 phase current input? (Generator Sensing B phase) A16. See reference drawing MG-OPN-83B07

Q17. A copy of the Generator Data Sheet / Generator Rating?

A17. See SECTION 48 19 26

Q18. General: In order to provide a preliminary schedule when is your expected award date?

A18. An award date cannot be provided at this time. Award will be made after evaluation of offerors.

Q19. General: What is the expected warranty period for the equipment?

A19. 1 year from date of commissioning

Q20. General: We have not seen any requirement for SSHO or CQC. Is this intentional or an oversight?

A20. Will be added by amendment.

Q21. General: Are you aware of any asbestos (friable or non-friable) associated with the scope of work?

A21. Asbestos is not expected to be encountered on this project.

Q22. Page 9: You indicate here that you prefer the delivery of the proposal by e-mail over hardcopies. On Page 18 you outline detailed instructions about the submission of hard copy and CD proposal. Which of two applies? If the submittal is via e-mail is there a size limit or restriction of what type of documents can be received by you? Please advise.

A22. Hard copies with CD copies are required for submittal. Email only submittals are not allowed.

Q23. Page 18: What are the bonding requirements? Bid bond, what amount? Payment and Performance bond, what amount? Please clarify.

A23. No bid bond is required. Performance and payment bond will be for 20% of contract cost.

Q24. Page 20: May we submit PPQ acquired for previous solicitations or do we need to provide PPQ specifically requested for this solicitation?

A24. No – new PPQ’s specifically for this project are required.

Q25. Page 37: Liquidated damages are listed at $ 410 per day. Can you provide a limit in % of the contract value or do we assume it is unlimited?

A25. There is not a percentage limit.

Q26. Specification 01 33 00 - 1.2.4: Please provide missing sections 01 45 00, 01 35 26 and 01 57 20 .

A26. Will be added by amendment. 01 57 20 is not required for this project.

Q27. Specification 48 19 26. General: Please provide reference drawing package of the existing units, i.e., powerhouse layout drawings, equipment layout drawings and schematics, generator collector details etc.

A27. Reference drawings will be provided

Q28. Specification 48 19 26. General: Please confirm if there are any cables entering the existing exciter from below.

A28. There are abandoned conduits that are not usable.

Q29. Specification 48 19 261.1.3: Please provide all the listed documents, i.e., saturation curves, special field test, generator capability curves as well as all generator characteristics data such as Xd, Xd’, Td etc.

A29. The listed documents will be added

Q30. Specification 48 19 261.4.4: Do we need to provide three CT’s even if we do not require three CT for proper operation of the AVR or the PSS? Please advise. Also please provide data, photographs and drawings of the existing CT as you have indicated.

A30. Three CT’s are specified. Anything less will be a change and a justification will need to be written to allow the change and verification that a design with less than three CT’s will meet or exceed the requirements of the specification.

Q31. Specification 48 19 262.4.1.1: You state that DC bus to the generator housing shall be supplied. Under 2.4.6.1 you specify complete new DC conductors between exciter and collector rings. Please clarify. Also please provide the cable size of the existing three cables per polarity.

A31. DC bus reference has been removed and DC conductors added in its place

Q32. Specification 48 19 262.4.6: Please provide details of the existing brushes and brush holders, i.e., manufacturer, model # and qty.

A32. Manufacturer and type are given at the end of the paragraph

Q33. Specification 48 19 262.4.9: You indicate ‘paralleled generators’. Are we to assume that some units share a common GSU (see also item 3.5.6 h). Please advise.

A33. Parallel Generators requirement have been removed from the paragraphs

Q34. Specification 48 19 262.4.10.2: Please provide the mentioned drawings.

A34. Contract & reference drawings will be provided

Q35. Specification 48 19 262.5.4: Can this relay be vendor standard or does it has to be a SEL relay (spec section 2.4.19). If it has to be a SEL do you have a preference? Please advise.

A35. It can be either type mentioned

Q36. Specification 48 19 262.5.9: Please provide details (drawings, photos) of the SEL relay, patch panel and fiber connections so we can properly integrate into new exciter.

A36. This will coordinated upon award of the contract.

Q37. Specification 48 19 263.6.2: Should replacement be necessary please provide all detail and manufacturing drawings of the existing collector rings.

A37. If the option for replacement is exercised, then the details will be provided

Q38. Contract Drawings E-101 - Note 1: Please confirm actual free space of the 9’ x 9’ hatch to access EL. 1179.5 A38. The opening is exactly 9 ft X 9 ft. The cover over the floor is actually larger (9.5 ft X 9.5 ft) but the usable free space is 9 ft X 9 ft.

Q39. General: we respectfully request a bid due date extension of 4 weeks.

Q45. Specification 48 19 26: 1.1: Please provide the contract drawings.

Q46. Please define the scope of work associated with "including floor repair..." found in paragraph "c" of section 01 11 10, 1.1.c.

A46. Floor repair, if encountered, is expected to be minimal

Q47. Section 01 01 00, article 1.10.1 states that Generator Spring Outages are 15 February - 15 June and Fall Outages are 1 September - 30 December.

A47. That is correct.

Q48. Does the Government have a desired order of precedence for these unit outages? i.e.

the worst functioning unit first...

A48. This will be coordinated after award.

Q49. On page 9 of 82, Due date/time: Electronic responses are preferred over paper responses - our understanding is that both electronic and hardcopies will be submitted, right?

A49. Hard copies with CD’s are required.

Q50. Please confirm if both solicitations are for purchase of commercial items or they should be constructions contracts A50. The acquisition is considered to be a supply/install contract.

Q51. We propose to carry out the frequency sweep testing for the exciter and PPT on site during the validation test of the excitation system instead of doing it during the shop test.

(Section 48 19 26, clause 3.4.2.1 Routine Tests) A51. If you are the contractor, submit a RFP on the change.

Q52. We propose to split the Rated Load Test into two phases: Rated Current Test with nominal current and low input voltage, and Rated Voltage Test with nominal voltage and low output current. (Section 48 19 26, clause 3.4.2.2 Special Tests) A52. If you are the contractor, submit a RFP on the change.

Q53. In regard to drawing E-101, refers to a maximum footprint of 17'11" x 4'6". However, the photos attached show much more clearance in the front of the equipment which would allow a deeper cabinet. Given the field sizing we request the government consider other cabinet size options.

A53. Contractor can propose an alternate size for consideration.

Q54. W9128F-16-T-0044; The bid for the excitation systems replacement at Gavins Point is due October 11th, however, the questions from the recent site walk will only have been submitted by contractors on October 7th and answers to those questions would not have been received by October 11th. Moreover, since the site walk only occurred on September 29th, the contractors need sufficient time to send out the request for proposals for the equipment required by sub suppliers as well as the pricing required from the installation contractors. It is for these reasons would request a three (3) week extension on the bid due date.

Q57. Specification 01 01 00 part 1.5.4 and 1.12; Will the crane and crane operator be provided by USACE for the removal of the equipment from the truck and placing of the equipment in the temporary staging area. Also, the moving of the equipment from the staging area to the location as close to the final location as possible?

A57. Gavin's Point plant personnel will be available to load and unload equipment as needed during normal working hours of Monday to Thursday 0600-1630. MRE

Q58. Specification 13 48 00.00 26; Please confirm if the static excitation system and excitation transformer are to be manufactured to meet the seismic requirements indicated in the specification or if an actual certificate of compliance is required by an engineer? Also must that engineer be registered in South Dakota?

A58. Equipment must meet and be certified to the requirements of the specifications.

Q59. Specification 48 19 26 part 2.4.3.1; The BIL mentioned for the PPT is 60KV, however, the typical BIL required by USACE for 13.8KV supply voltage is 110KV. Please confirm the BIL shall be 110KV for the high voltage winding of the Excitation Transformer.

A59. HDC - Yes, the BIL for the PPT has been change to 110kV and the specification has been revised to reflect the change

Q60. Specification 48 19 26 part 2.4.5.4; When you refer to “The controllers for both assemblies shall have the capability of controlling either rectifier assembly and automatically switch between the two when necessary”. Contractor understands this to mean that any one of the redundant controllers should be capable of controlling either one of the twin bridges.

Thus the regulators should be bridge independent. So, if one regulator is controlling a specific bridge and an issue occurs in that regulator, there should be an automatic and “bumpless” transfer to the other regulator while still maintaining control of that same bridge.

Conversely, if one regulator is controlling a specific bridge and there is an issue with that bridge, there should be an automatic and “bumpless” transfer to the other bridge and maintain control by that same regulator. Would USACE agree that this is the desired configuration for the regulators and the bridges?

A60. The stated section on redundancy was reviewed based on the question and statements written above. There does not appear to be any ambiguity and government answer will be a restatement of section 2.4.5’s requirements. The reference paragraph is stated below with the rest of section 2.4.5 containing the requirements for the rectifier assemblies.

“Each exciter shall be equipped with two fully redundant rectifier Assemblies. Both assemblies shall meet the requirements of paragraph

2.4.5. The controllers for both assemblies shall have the capability of controlling either rectifier assembly and automatically switch between the two when necessary.’’

Q61. Specification 48 19 26 part 3.6; There is no CLIN for pricing related to the Collector Ring Inspection on site and the associated report of recommendation. Please confirm which CLIN this price should be attached to.

A61. CLIN 0001 and SECTION 01 22 00 will be revised to reflect the change.

Q62. Specification 48 19 26 part 3.6.1; The price (CLIN0011) for the refurbishment of the collector ring is only possible through a very detailed inspection of the collector ring (via removal of the collector ring), which was not possible at the most recent site walk. As a result, a firm price for this CLIN is very difficult and considerably risky for the contractor.

Would the government agree that a budget price for CLIN0011 be acceptable then a firm price can be provided later after the detailed site inspection?

A62. A budget price is not acceptable

Q63. Specification 48 19 26 part 3.6.2; The price (CLIN0012) for the manufacture of a new collector ring is only possible through a very detailed inspection of the collector ring (via removal of the collector ring), which was not possible at the most recent site walk. As a result, a firm price for this CLIN is very difficult. Would the government agree that a budget price for CLIN0012 be acceptable then a firm price can be provided later after the detailed site inspection?

A63. A budget price is not acceptable

Q64. Specification 48 19 26 part 3.6.1; For the refurbishment of the collector ring, can this function occur at a shop located outside the Gavins Point hydro station? If so, will USACE be responsible for removing the collector ring and then re-assembling the collector ring after the refurbishment is completed?

A64. Yes, the refurbishment can occur outside of the project. USACE will NOT be responsible for removing the collector ring or reassembling it. That will be the contractor's responsibility.

Gavin's Point has had recommendations from vendors in the past to turn the collector rings in place as the unit is spinning at "speed no load". This is 75 RPM. MRE
