AMENDMENT 5

A. The purpose of this modification is to address contractor questions, post additional drawings for clarification, extend the due date for proposals to 15 December, add clauses for performance and payment bonds, and add two option CLINS.

Combined Questions & Answers for Big Bend Exciter Project:

Q1: Section 48 19 26- Part 1.4.4 - As three (3) CTs are required for optimal PSS performance, would it be possible to provide drawings / photos, showing the existing CT location and the space available to add additional CTs. Please also specify brand / model / connection of existing CT, if possible.

A1: Document “CT Information Document.PDF” Included in amendment for information.

Q2: Section 48 19 26 - Part 3.6.1 and Part 3.6.2 - Please provide collector ring drawings in order to quote a replacement.

A2: Document “Slip Ring Drawings.PDF” included in amendment for information. Amendment to specification added paragraph 3.6.2.1

Q3: Section 48 19 26 - Part 3.6.1 and Part 3.6.2 - Is a price for the replacement or refurbishment of the collector ring required for the bid or is the inspection and report the only price required with the initial proposal?

A3: Included in this amendment changes to bid schedule and measurement and payment.

Q4: Section 48 19 26 - Part 2.5.9 - Can existing fibers connection for 64F relay also be used for serial communication between exciter and control room? If yes, please specify how many spare fibers are available.

A4: Revised paragraph 2.5.9 in this amendment.

Q5: Is it possible to perform some preparatory installation work prior to the outage, as long as all contractual safety rules are respected?

A5: Yes contractor will be allowed to perform preparatory work that does not interfere with the operation of the plant. Contractor will coordinate any preparatory work schedule with the government during the preconstruction meeting.

Q6: Will the removed existing equipment become the contractor’s property or will USACE salvage part of the equipment, if so, what will be salvaged?

A6: At this time government has not identified salvaged equipment other that what is specified. Refer t o section 48

19 26 para. 3.7.1.1. To clarify paragraph 3.7.1.2 the contractor will be removing a total of 6 PPTs and associated cabinets. This amendment adds sub-paragraph (e.) to 3.7.1.2 in section 48 19 26.

Q7: 2.4.1.7: You list 4 different protocols in this section. Is it your intention to use all 4 communication ports (and protocols) simultaneously? What are they communicating with? What signals are communicated in each port?

Please clarify.

A7: It is not the government’s intention to use all four protocols at once. It’s just for multiple means of access

Q8: On page 21 of 64 of the solicitation, under paragraph 11.1, the solicitation states “The Offeror shall complete this information on the attached Past Performance Information, and include in Volume I for Past Performance. The

Offeror shall complete Part I of the attached Contractor Performance Questionnaire, and forward to the five (5) references and have them returned as specified on the form.” We have been unable to locate the Past Performance

Questionnaire in the solicitation package. Please clarify.

A8: Sample Past Performance Questionnaire included in amendment 4 (Titled amendment 3 in Fed Biz Ops)

Q9: Many offerors and their clients have prepared and submit Past Performance Questionnaires for similar previous solicitations. Would the government consider allowing submission of previously prepared Past Performance

Questionnaires if they address the information desired by the Government for evaluation under solicitation W9128F-

15-R-0015.

A9: Yes, so long as all requested information is included.

Q10: If so, since the offeror may typically have the previously prepared questionnaire on file, may the offer submit them with the proposal submission on behalf of the client? This is very much a courtesy to our current clients as they do not have to repeatedly be asked to provide essentially the same past performance ratings document they previously completed.

A10: Yes, so long as all requested information is included.

Q11: Per page 8 of 64 :Return completed solicitation package by the date and time specified in Block 8 of the

SF1449. Send your completed quotation package to the attention of Alex Mueller via email to:

alexander.d.mueller@usace.army.mil. Electronic responses are preferred over paper responses. Are electronic responses acceptable without hard copy response?

A11: Yes.

Q12: Per page 19 of 64: "Offerors shall submit the original and four (4) copies of their Binder 1 (containing

Factors1-4). Only the original of Binder 2 – Price, shall be submitted (copies of this binder are not required). Binder

1 shall consist of a 3-ring binder with Factors, with tabs (dividers) separating Tabs 1 – 4. Binder 2 shall be a separate binder. All offerors are required to submit an electronic copy of Binder 1 and 2 on a CD." Per our previous RFI, are electronic responses acceptable designated as Binder 1 and Binder 2? Economically and environmentally, electronic responses to solicitations are encouraged by FAR reulations.

A12: Yes, they can be in electronic format so long as the 2 sections are separated.

Q13: Does the government have a division 26 specification available for the electrical requirements of the project?

A13: NO, EXCERPTS FROM DIVISION 26 WERE INCLUDED IN THE EXCITATION SPECIFICATION

Q14: Can we get the Generator rated field current, Generator rated field voltage, Generator terminal voltage (KVA), and Generator resistance at a defined temperature.

Q14: Information included in amendment 3 (Title Solicitation 2 in FBO) in the attached Special Field Test Report.

Q15: Specification 01 01 00 - 1.9.1: Does the unit being in outage need to be completely tested, handed over and accepted by the Corps before the next unit can go into outage or could the next outage begin once we start testing? Please advise.

Q15: See amended language below.

Q16: Specification 01 22 00 - CLIN 0003, 0007 and 0010 ask for testing as part of the bid item. Please clarify what testing you refer to in each item.

A16: Included in this amendment changes to bid schedule and measurement and payment.

Q17: Specification 01 33 00 - It appears that the only existing customer drawings needing update as part of the project are the modification to the control panels(CLIN 0005) and potentially the drawings showing the room LCD.

Please confirm.

Q17: Refer to AS-Built Drawings section 01-78-39 for as-built drawing requirements.

Q18: General: Existing exciter cabinets provide for DC field leads polarity reversal. IS this functionality required in the new system or not? Please advise.

A18: Revised paragraph 2.4.6.1 in this amendment.

Q19: 2.4.6.1: It is specified here that new conductors shall be supplied from the exciter all the way to the collector rings. Under 3.7.1.2 b it seems you indicate that only the cable from the exciter to the generator barrel need to be replaced. Please clarify.

A19: Revised paragraph 3.7.1.2 b in this amendment.

Q20: 3.7.2.2: We do not understand the reference to field flashing. Please explain.

A20: Revised paragraph 3.7.2.2 in this amendment.

Q21: Part 2.4.2.2 Current limiting fuses. Please provide fault interrupting current expected at the PPT high voltage termination point. As an alternate to PPT Primary Fuses and typical provided for PPT of this capacity, will use primary relay protection, if fault current exceed 50kA i-c symmetrical rating. Can primary relay protection be substituted for primary fuses?

A21: Maximum fault current is provided in paragraph 2.4.2.2. The government would allow primary relay protection for PPT with any relays used meeting requirements of para. 2.4.20.

Q22: Section 48 19 26 Part 2.2.1, Given the drawings provided in Amendment #2 and the details in this specification, please clarify the value of the maximum continuous field current and the ceiling voltage.Should the

Maximum continuous rated field current be 1,000ADC and should the ceiling voltage be 715 VAC based on the rated field voltage of 315VAC, the response ratio of 2.0 and the 70% source voltage factor

A22: Information included in amendment 3 (Title Solicitation 2 in FBO) in the attached Special Field Test Report.

Q23: Section 48 19 26 Part 2.7.a, Spares: Please confirm that a complete bridge includes the thyristors, thyristor fuses, snubber, mechanical assembly, fans, fan assembly, etc.

A23: Yes, other than what was covered as a separate line item for 2.7 spare parts

Q24: Section 48 19 26 Part 2.7.t, Spares: Are you referring to the crowbar and discharge resistors?

A:24 Referring to equivalent equipment to existing Selenium Voltage Suppressor Assembly on drawing MB-

OPN83E345C – Line 5 (TRM), and as specified in paragraph 2.4.5.3

Q25: Section 48 19 26 Part 2.7.u, Spares: Is one set of brushes and brush holders required for each generator?

A25: No, one unit of brushes and 6 brush holders.

Q26: Section 48 19 26 Part 3.7.1.2.c, Are we replacing all the switches, meters and lights located on the main unit switchboard or just the ones that we do not wish to re-use?

A26: Refer to revised Drawing E-003 in this amendment.

Q27: Section 13 48 00.00 26 Part 1.1.4, Please confirm if the static excitation system and excitation transformer is simply to be manufactured to meet the seismic requirements indicated in the specification or if an actual certificate of compliance is required by an engineer. Also must that engineer be registered in South Dakota?

A27: If the manufacturer includes a certificate of compliance stating it meets the requirements that would be acceptable. If not supplied then an engineer would have to generate it. That engineer would not need to be registered in South Dakota.

Q28: Section 01 35 26 Part 1.5.1.1, Can the SSHO also be the site supervisor?

A28: Yes

Q29: Section 01 45 00 Part 3.4.3, Can the Quality Control manager also be the site supervisor?

A29: Can the Quality Control manager also be the site supervisor?

Q30: Section 52.212-2 Part 10.2, Evaluation: Please confirm that relevant experience with other United States

Department of Defense agencies for the equipment supply and installation of static excitation systems would also receive favorable ratings.

A30: The fact that past performance is based on work for companies or agencies other than the US Army Corps or the Bureau of Reclamation does not preclude the past performance experience from being evaluated favorably.

Experience with any other United States Department of Defense agencies (or other companies) will be accepted as relevant experience and evaluated favorably provided the past performance is demonstrated as being applied to requirements, specifications and processes similar to this solicitation.

Q31: On page 21 of 64 of the solicitation, under paragraph 11.1, the solicitation states “The Offeror shall complete this information on the attached Past Performance Information, and include in Volume I for Past Performance. The

Q36: The RFP provides that potential awardees carry certain insurance in accordance with FAR 28.307-2. This

FAR is for cost reimbursement contract types. Please confirm which FAR provision is applicable for insurance as

FAR 28.307-2 does not seem to be the correct reference.

A36: This has been changed to 28.306.

Q37: On page 19, Binder 2, tab 4, is to contain evidence of bondability, clarified as “Binder 2 shall include evidence of the contractor’s ability to meet the bonding requirements.” There are no bonding requirements identified in the RFP. Please clarify what requirements require our evidence of ability to comply.

A37: Performance and payment bond clauses have been added.

Q38: On page 6 of 156 of the specification, CLIN 0004 for Mobilization/Demobilization references Section 03 60

00. Similarly in section 3.7.1.4 (page 151 of 156) references 03 60 00.01. Neither of these Sections were provided with the bid package. This section evidently describes the methods by which the powerhouse floor shall be repaired, and will impact our scope of work and pricing. Does the Government intend to provide the referenced sections?

A38: The reference to Section 03 60 00 has been deleted.

Q39: CLIN0003 references that this section should include installation and tests of the new excitation system in accordance with the specification. CLIN0007 references that this section should include all materials, labor and equipment to complete the field tests in accordance with specification section 49 19 26. These two sections appear to be the same scope of work – please clarify under which CLIN these item should be placed.

A39: Included in this amendment changes to bid schedule and measurement and payment.

Q40: Section 2.4.2.13 – 15kV conductors references paragraph 2.4.15. Paragraph 2.4.15 references internal panel wiring 600V and below. Please clarify what paragraph 15kV conductors should reference.

A40: Included in this amendment.

Q41: Drawing E-003 indicates an existing Nullmeter to be removed and replaced with a new Field Voltmeter.

Paragraph 2.4.23 indicates that electrical dial instruments be provided for field amps and field volts on the generator switchboards in the existing location for the field amp meter. The paragraph continues to confirm the drawing that a new field volt meter shall be mounted in the location of the null meter. The drawing does not shown if the field amp meter should be replaced as well. Please confirm if and Field Amp meter and Field Volt meter are both to be replaced for each generator.

A41: Similar question to #26 Refer to revised Drawing E-003 in this amendment.

Q42: The RFP has identified this as a lump sum best value project with multiple CLIN line items for price breakout.

However page 27 of 64 requires that offerors provide breakdown for each of the CLIN items. Is the breakdown required at the proposal stage?

A42: Yes, this is required.

Q43: Are there drawings available that show the collector rings, brushes and brush holders?

A43: Same as question #2

CHANGES TO THE SPECIFICATION

SECTION 00 41 00

DELETE reference to section 03 60 00 from CLIN 0004

ADD after CLIN 0010 the following CLINS:

SECTION 01 22 00 Paragraph 1.3, CLIN 0003 – Delete the word “TEST”

CLIN 0010 - ADD after CLIN 0010 the following CLINS:

CLIN 0011 Collector Ring Refurbishment (Optional)

Payment will be made on a per unit basis under CLIN 0011. Payment shall be made for all materials, labor, and equipment needed to refurbish the collector ring in accordance with paragraph 3.6.1 of Section 48 19 26.

CLIN 0012 Collector Ring Replacement (Optional)

Payment will be made on a per unit basis under CLIN 0012. Payment shall be made for all materials, labor, and equipment needed to replace the collector ring in accordance with paragraph 3.6.2 of SECTION 48 19 26.

SECTION 48 19 26

DELETE paragraph 1.4.4 and insert the following:

1.4.4 Potential and Current Transformers

Three potential transformers,(PT's)rated 14,400/120 V, are available for the unit. They were specified to have an accuracy class of 0.3W, 0.3X, 0.3Y, 0.3Z.A lockable disconnecting means shall be provided at the exciter cubicle for the PT secondary leads to facilitate LOCK OUT TAG OUT <LOTO>. One existing current transformer dedicated to the voltage regulator rated 3 000:5 is available, three are required. The Government shall provide data on the existing CT and photographs and drawings of the existing CT location. The Contractor shall field verify all data provided.

Paragraph 2.4 2 3 DELETE the phrase “Meets the requirements of paragraph 2.4.15” INSERT: “MEETS THE

APPLICABLE REQUIREMENTS OF PARAGRAPH 2.4.14”

Paragraph 2.4 2 3 DELETE the phrase “Solid bus shall meet the requirements of paragraph 2.4.14” INSERT: “Solid bus shall meet the requirements of paragraph 2.4.13”

DELETE paragraph 2.4.6.1 and insert the following:

2.4.6.1 DC Conductors Between Exciter and Collector Rings

New dc conductors from the exciter to the collector ring brush assembly shall be furnished, properly sized and rated.

The DC conductors shall be designed and installed with the functionality of reversing polarity at the exciter cabinet.

The existing cable tray, conduit and junction box from the exciter to the collector rings shall be reused. The new dc insulated copper conductor cables shall meet the requirements of paragraph 2.4.14.

DELETE paragraph 2.5.9 and insert the following:

2.5.9 Field Ground Relay

The field ground function in existing SEL relays, patch panel and fiber connections presently installed in the existing exciter shall be reused. The existing fiber connection is a 6 fiber multimode cable. The government will allow access to three fibers in that cable for communication. If more fibers are needed, the contractor shall provide them. If the existing fiber jumper cable from ground relay to patch panel is not long enough, the Contractor shall provide a new jumper. The Contractor shall also provide all auxiliary relays and wiring necessary to automatically disconnect the relay leads during field flashing to avoid false battery ground indications.

DELETE “(items (b), (c), and (d) apply for separately mounted components only)” from the end of paragraph 2.7.

ADD after paragraph 3.6.2 the following:

3.6.2.1 Collector Ring Housing

In the event that a collector ring needs to be removed for refurbishment or replacement, the Government shall remove and reinstall the exciter collector ring housing cover to facilitate this work. The contractor will be responsible for un-landing the main exciter leads to the point housing can be removed and re-landing when complete. The government will not remove housing for collector ring inspection.

DELETE paragraph 3.7.1.2(b) and insert the following:

b. Existing cables from the PPT to the exciter and from the exciter to the generator collector ring.

ADD after paragraph 3.7.1.2 (d) the following:

e. Equipment to be removed will also include existing spare parts to include but not limited to spare bridges, fans, cards, surge protection, breaker and breaker cubicle.

DELETE the body of paragraph 3.7.1.4 in its entirety:

DELETE paragraph 3.7.2.2(f) and insert the following:

f. New conductors from the exciter to the rotor collector rings. The existing route shall be reused. Field flashing conductors from station battery source to exciter shall be reused.

Section 1.9.1

DELETE the following sentence “Generator outages are only permitted as Spring Outages (15 February through 15

June) and Fall Outage (01 Sept through 30 Dec)”

52.217-7 OPTION FOR INCREASED QUANTITY--SEPARATELY PRICED LINE ITEM (MAR 1989)

The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

52.228-14 IRREVOCABLE LETTER OF CREDIT (NOV 2014)

(a) “Irrevocable letter of credit” (ILC), as used in this clause, means a written commitment by a federally insured financial institution to pay all or part of a stated amount of money, until the expiration date of the letter, upon presentation by the Government (the beneficiary) of a written demand therefor. Neither the financial institution nor the offeror/Contractor can revoke or condition the letter of credit.

(b) If the offeror intends to use an ILC in lieu of a bid bond, or to secure other types of bonds such as performance and payment bonds, the letter of credit and letter of confirmation formats in paragraphs (e) and (f) of this clause shall be used.

(c) The letter of credit shall be irrevocable, shall require presentation of no document other than a written demand and the ILC (including confirming letter, if any), shall be issued/confirmed by an acceptable federally insured financial institution as provided in paragraph (d) of this clause, and--

(1) If used as a bid guarantee, the ILC shall expire no earlier than 60 days after the close of the bid acceptance period;

(2) If used as an alternative to corporate or individual sureties as security for a performance or payment bond, the offeror/Contractor may submit an ILC with an initial expiration date estimated to cover the entire period for which financial security is required or may submit an ILC with an initial expiration date that is a minimum period of one year from the date of issuance. The ILC shall provide that, unless the issuer provides the beneficiary written notice of non-renewal at least 60 days in advance of the current expiration date, the ILC is automatically extended without amendment for one year from the expiration date, or any future expiration date, until the period of required coverage is completed and the Contracting Officer provides the financial institution with a written statement waiving the right to payment. The period of required coverage shall be:

(i) For contracts subject to 40 U.S.C. chapter 31, subchapter III, Bonds, the later of--

(A) One year following the expected date of final payment;

(B) For performance bonds only, until completion of any warranty period; or

(C) For payment bonds only, until resolution of all claims filed against the payment bond during the one-year period following final payment.

(ii) For contracts not subject to the Miller Act, the later of--

(A) 90 days following final payment; or

(B) For performance bonds only, until completion of any warranty period.

(d)(1) Only federally insured financial institutions rated investment grade by a commercial rating service shall issue or confirm the ILC.

(2) Unless the financial institution issuing the ILC had letter of credit business of at least $25 million in the past year, ILCs over $5 million must be confirmed by another acceptable financial institution that had letter of credit business of at least $25 million in the past year.

(3) The Offeror/Contractor shall provide the Contracting Officer a credit rating that indicates the financial institutions have the required credit rating as of the date of issuance of the ILC.

(4) The current rating for a financial institution is available through any of the following rating services registered with the U.S. Securities and Exchange Commission (SEC) as a Nationally Recognized Statistical Rating

Organization (NRSRO). NRSRO's can be located at the Web site http://www.sec.gov/answers/nrsro.htm maintained by the SEC.

(e) The following format shall be used by the issuing financial institution to create an ILC:

52.228-16 PERFORMANCE AND PAYMENT BONDS--OTHER THAN CONSTRUCTION (NOV 2006)

(a) Definitions. As used in this clause--

Original contract price means the award price of the contract or, for requirements contracts, the price payable for the estimated quantity; or, for indefinite-quantity contracts, the price payable for the specified minimum quantity.

Original contract price does not include the price of any options, except those options exercised at the time of contract award.

(b) The Contractor shall furnish a performance bond (Standard Form 1418) for the protection of the Government in an amount equal to 20% percent of the original contract price and a payment bond (Standard Form 1416) in an amount equal to 20% percent of the original contract price.

(c) The Contractor shall furnish all executed bonds, including any necessary reinsurance agreements, to the

Contracting Officer, within 10 days, but in any event, before starting work.

(d) The Government may require additional performance and payment bond protection if the contract price is increased. The Government may secure the additional protection by directing the Contractor to increase the penal amount of the existing bonds or to obtain additional bonds.

(e) The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier's check, irrevocable letter of credit, or, in accordance with Treasury

Department regulations, certain bonds or notes of the United States. Treasury Circular 570 is published in the
