AMENDMENT 7

Contractor Questions & Government Answers:

1Q. Amendment 5 instructed to “DELETE the following sentence “Generator outages are only permitted as Spring Outages (15 February through 15 June) and Fall Outage (01 Sept through 30 Dec)””. Does this mean that there are NO outage restrictions and units can be completed at anytime during the year?

A. There is no restriction on the time of year when the units will be made available to the contractor. Contractor will not be required to demobilize and remobilize because of outage window constraints. 1.9.2 requires contractor to request unit outage 10 days prior to date requested regardless of any submitted project schedule. Outages must be approved by our power marketing agency and reservoir control.

2Q. What is the time for completion required by the contract?

A. 630 days from NTP.

3Q. We had previously submitted a question to clarify the ratings of the field winding of the generator for the new rating of 70.816MVA generator rating. This is the Question #22 that you addressed in amendment #5. The answer #22 that you provided was that the ratings of the excitation system are located in the Amendment #3, which is the Field Test Report.

Unfortunately the information provided in that field test report does not answer our question.

A. See the spec changes made to section 48 19 26 Para. 2.3.1 and 2.3.2

4Q. In section 48 19 26 of the technical specification, part 1.1.2 confirms the new generator ratings to be 70.816 MVA thus this is the 100% generator rated value but there was no rated field current and rated field voltage to accompany this information.

A. See the spec changes made to section 48 19 26 Para. 2.3.1 and 2.3.2

5Q. In section 48 19 26 of the technical specification part 2.3.1, the excitation system needs to be capable of supplying 115% rated MVA at 0.95 power factor and 105% terminal voltage.

Again no generator field current and field voltage value was provided to meet this requirement.

6Q. In section 48 19 26 of the technical specification Part 2.3.2, the requirement is a 2.0 response at 70% of rated generator voltage thus we need the rated field voltage at 100% generator rating, which was not provided.

7Q. The Field Test Report on page 26 in section 16 outlines the Temperature Test (Heat Run). In that section the field current is extrapolated to be I(FL) = 992ADC for 70.816 MVA but there is no specific indication whether or not that is the 100% rated value or the 115% rated value mentioned in 2).

8Q. The Field test Report on page 13 table6 shows the field current of 993ADC at 0PF. Item 4 and 5 above state the field current at different operating points but not at the operating point stated in the specification that would allow us to properly size the excitation system. As a result, please provide the specific value of the field current at 115% rated MVA at 0.95PF and 105% terminal voltage as specified in number 5 above. Please provide the corresponding rated field voltage, as well.

9Q. Section 13 48 00.00 26, page 5, reference 3.1 – because the existing raceways are to be reused it is understood that additional sway brace design is not required. Please confirm.

A. Confirmed.

10Q. Section 48 19 26, page 38, reference 3.4 2.1 d, - Can the frequency sweep test be moved to special tests so as to perform this test only for the first unit?

A. Yes, see spec change to section 48 19 26 Para. 3.4.2.1(d) & 3.4.2.2 (f)

11Q. Section 01 35 26, page 7, reference 3.1.2 – Can the government confirm there is no asbestos, friable or non-friable, associated with the government’s Statement of Work?

A. To the governments knowledge there is no asbestos associated with this work. The exciters and exciter PPT’s were installed in 1990 and are assumed to be asbestos free. The field control wire to the control room is rubber insulated. Cable trays are galvanized steel.

12Q. Section 48 19 26, page 18, reference 2.4.5.2 – Are cooling fans required if our design does not require forced air cooling?

A. Yes. You can still submit your design pointing out the deviation from the specification.

13Q. All four protocols need to be set-up with all the necessary hardware, converters, drivers etc? Please confirm. Since you have not provided what signals are being communicated we assume that the integration at the customer end is by the customer? Please confirm.

A. Para. 2.4.1.7 is interpreted that the excitation system will be capable of communicating with our Power Plant Control System through the RS-485 communication port utilizing Modbus.

The exciter shall have the ability to utilize other protocols and provide communication ports as specified.

14Q. I understand there is a financial guarantee (Bonds or ILC) to be provided in the amount of 20% of the contract value upon award. However it seems that you don’t require a bid guarantee with the submitted offer? Please confirm.

A. This is a Request For Proposal which can be negotiated. The requirement for bid bonds apply to Invitation For Bids. Bid bonds are not required for this solicitation, only performance and payment bonds after award of contract.

15Q. Section 48 19 26, 1.4.4 – You seem to indicate that “three CT are required”. This is only applicable to some vendors. We do not require three CT for proper operation of the AVR or the PSS. Please advise.

A. Government is requiring three CT’s be installed regardless of excitation design. See amendment to specification section 48 19 26 Para. 1.4.1

16Q. Small business subcontracting plan. Please confirm that we do not have to provide the actual small business subcontracting plan with the proposal. The actual plan would only be required if we are the apparent successful offeror.

A. Correct, however the evaluation for Utilization of Small Business Concerns is separate and distinct from the requirement at FAR Clause 52.219-9, Small Business Subcontracting Plan.

Reference FAR 52.212-2 paragraph 13. As per FAR 19.702(a)(1), only the apparent successful offeror is required to submit a small business subcontracting plan if the offeror is other than small business.

17Q. This is a competitively bid solicitation and not a negotiated or sole source procurement.

We are wondering why the supporting cost information c/w cost, overhead and profit breakdown for each CLIN are required? What is the format of the breakdown, on what document do we show this? Please explain.

A. This is a Request for Proposal which can be negotiated. The contracting officer may use the techniques described in FAR 15.404-1(b) to conduct a price analysis. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through price competition, however should pricing concerns arise, the data being requested will enable price analysis in event clarifications or discussions are necessary. The Government reserves the right to request additional information other than certified cost or pricing information from the

Offeror in order to assess the reasonableness of the prices proposed by the Offeror.

Furthermore, an Excel spreadsheet would be an example of an acceptable format so long as it is coherent and concise. See attached recommended format.

18Q. What are the minimal requirements for wage determination?

A. As per FAR 52.22.402(b)(2)(i) a wage rate determination is required and has been added in this amendment.

19Q. What is the expected warranty period for the equipment?

A. Normally we require 1 year from date of commissioning or when it is turned over to the government.

20Q. Is there a size limit or restriction of what type of documents can be received by you via e-mail?

A. Proposals must be delivered by mail or in person- emailed proposals and documents will not be accepted. Reference FAR clause 52.212-2.

21Q. Can you please clarify the difference between CLIN0007 Field Testing and CLIN0010 Commissioning Engineer because the commissioning engineer is the one who performs the field testing so the cost would be one and the same. Please confirm the differences between the two.

A. Contractor should utilized best judgment on costing and distribution to CLINS to facilitate field testing in accordance to Section 48 19 26 para. 3.5.1 through .6 which contractor may include in CLIN 0007 for the primary unit. The testing for sister units in para 3.5.7 and other duties of the commissioning engineer in para. 3.9.2 the contractor may choose to include these in CLIN 0010.

Specification Changes

Section 01 78 39.00 24, Para 1.4.1, As Built Drawings – Remove last two sentences of first paragraph.

“Once the contractor makes hardcopy ……. provide the Contractor the Electronic CADD Files.”

Section 01 01 00, Para 1.19, Remove last sentence “Disposal of hazardous waste shall be in accordance with SECTION 01 13 55.”

Spec section 48 19 26 Para. 1.4.1

Delete last sentence “One existing current transformer…….. three are required.

Replace with:

One existing current transformer with a CT ratio of 3000:5 is installed for voltage regulation. Contractor shall replace this CT and provide and install 2 additional matching CT’s on adjacent phases. Contractor shall provide and install secondary leads to new excitation system with appropriate terminal blocks where required. The CT’s shall have a data nameplate to include but is not limited to the following information: Manufacturer, Serial Number or Identification Number, Type, Current Transformer Ratios, Accuracy class and Burden Rating, Rating Factor, and BIL. Current transformers shall comply with ANSI

0.3 accuracy class or better for B0.1 through B1.8.

Spec section 48 19 26 Para. 3.4.2.1(d) & 3.4.2.2 (f)

Delete and move

Delete subparagraph 3.4.2.1(d) Frequency sweep testing for the exciter and add it to 3.4.2.2 as subparagraph (f)

Add to SD-05 Design data after Excitation equipment models:

Remove paragraphs 2.3.1 & 2.3.2 and replace the paragraphs with the following:

2.3.1 General

The exciter shall be rated at the 70,816 kVA generator rating, and all drawings and nameplates shall reflect this. The excitation system shall be capable of supplying, without exceeding its nameplate continuous load rating, ample field excitation for the uprated generator when the latter is delivering rated kVA at rated power factor, rated frequency, and 105% voltage. The rated field Amperes at 100% voltage, 70.8 MVA, and equivalent physical parameters of rotor and stator construction, is estimated to be 950 Amperes. The Contractor shall provide Excitation Field Amperes calculations to separately verify the field requirements. It shall meet the requirements for a HIGH INITIAL RESPONSE EXCITATION SYSTEM as per IEEE 421.1. The excitation system shall be capable of supplying excitation system ceiling voltage for a minimum of 10 seconds without overheating the excitation system components and shall be capable of supplying 150 percent rated excitation for 30 seconds without overheating the excitation system components. This short-time overload capability shall be verified by factory tests.

2.3.2 System Characteristics

The excitation system shall be capable of the following performance:

No-load ceiling voltage +782.4 VDC

-701.5 VDC

Source Voltage 100 percent rated

The excitation system shall be capable of achieving the nominal response at the specified source voltage.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate

(weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or

"UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010

08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour

Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the

Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the
