Lake Waconda 2011 Levee Repairs

Scope-of-Work

Lake Waconda

1. Project Description. The Lake Waconda Levee System, Sanitary and Improvement District No. 1, Cass County, Nebraska is located adjacent to the right bank of the Missouri River at river mile 577.3.

The project consists of 11,500 ft of earthen levee that creates a reservoir and residential area adjacent to the Missouri River. The Sanitary and Improvement District No. 1 is the public sponsor.

This scope of work describes the repairs of three areas damaged as a result of the 2011 Missouri River Flood:

1.1 Area 4 Approximate Station 48+40 to 96+60 – In Area 4, earthen levee materials and vegetation was lost on the slope and at the toe along the riverside of the levee due to a sustained period of high water. The high water on the toe and slope eroded earthen levee material and killed off the existing vegetation over an area approximately 4820 feet in length. The width of the repair area extends 15 feet riverside of the levee toe and up the slope to the water surface elevation associated with the flooding. Currently the vegetation present consists of sparse tall weeds. Repairs will consist of clearing and grubbing the identified area, followed by placement of 6” of top soil and seeding according to the drawings and specifications.

1.2 Area 7 Approximate Station 12+00 to 38+00 – In Area 7, earthen levee materials and vegetation was lost on the slope and at the toe along the riverside of the levee due to a sustained period of high water. The high water on the toe and slope eroded earthen levee material and killed off the existing vegetation over an area approximately 2600 feet in length.

1.3 Area 8 Approximate Station 9+80 to 21+80 – Boils were present along the levee toe within the body of water that is Lake Wa Con Da in an area that was approximately 1200 feet in length. At least four of these boils were large and aggressively moving material. Numerous pin boils were also identified in this reach and extended up to 90 feet from the toe out into the lake. The repair for this area requires a sand berm to be placed landside of the levee out into the lake (placing in the wet).

The berm will be approximately 5 feet thick at the toe of the levee and extend approximately 50 feet out into the lake from the toe. The front face of the berm will be covered with 12 to 18-inches of riprap over a non-woven geotextile to minimize the migration of the berm into the lake. Existing riprap taken from the footprint of the berm shall be used to face the berm.

2. Clearing, Grubbing and Stripping.

2.1 Area 4 and 7 - All vegetation, such as roots, brush, heavy sods, weeds, miscellaneous debris etc, shall be stripped or other unsuitable material removed before topsoil is to be placed. In no case will unsatisfactory material remain in or under the topsoil.

2.2 Area 8 – No grubbing is required for this area.

SOW Page 2 Am0001

3. Materials.

3.1 Area 4 and 7

3.1.1 Topsoil – Satisfactory topsoil shall be obtained from the areas designated on the drawings.

This material shall be placed and blended into the existing slope as the topsoil layer, following completion of clearing and grubbing.

3.1.2 Seeding - Seeding of all constructed and disturbed surfaces shall be in accordance with Specification 32 92 19 SEEDING.

3.2 Area 8

3.2.1 Sand Fill – The berm shall be constructed of sand fill, which consist of cohesionless fill material. Cohesionless fill shall include materials classified in ASTM D 287 as SW, SM AND SP.

Borrow area locations are identified on the drawings. Sand fill shall be free from roots and other organic matter, trash, debris, concrete or rock larger than 1” in diameter and frozen material. Rock smaller than 1-inch in diameter may be utilized in Sand fill areas provided that it is uniformly incorporated and distributed in the fill, comprise no more than 2 percent of a given lift and can be suitably compacted to all sides with sand materials. No unsatisfactory material, encountered while excavating the borrow area, shall be utilized in the berm.

3.2.2 Riprap – Existing riprap removed from the landside levee slope shall be used to face the berm in the water. Addition riprap may be required to bring the riprap to the lines and grades shown on the drawings. Riprap shall be of similar size and gradation to the existing material.

3.2.2.1 Placement - Placement of the riprap shall be within the limits shown on the drawings or as directed by the Contracting Officer’s Representative. Riprap stone shall be placed in such a manner as to produce a reasonably well-graded mass of rock with the minimum practicable percentage of voids. Riprap shall be placed to its full course thickness in one operation and in such manner as to avoid damaged to the geotextile filter material. The finished riprap shall be free from objectionable pockets of small stones and clusters of larger stones. Placing riprap in layers will not be permitted.

The desired distribution of the various sizes of stones throughout the mass shall be obtained by selective loading of the material at the quarry or other source, by controlled dumping of successive loads during final placing and placement. A one foot maximum drop height placement procedures are to be utilized for riprap stone to avoid displacing or damaging the underlying geotextile.

Dumping of stone at the top of slopes and rolling or pushing into place will not be permitted.

Manipulating or moving stone at any time prior to placement by means of dozers or other blade equipment will not be permitted. Rearranging of individual stones by mechanical equipment or by hand will be required to the extent necessary to obtain a reasonably well graded distribution of stone sizes.

4. Frozen Materials.

4.1 No material shall be placed that contains frozen clumps of soil, snow or ice and shall not be placed on foundations that contain frozen material. This prohibition encompasses all foundation types, including the natural ground; all prepared subgrades, whether in an excavation or on an embankment, and all layers of previously placed and compacted earth fill which becomes the foundation for successive layers of earth fill. All material that freezes or has been subjected to freeze-thaw action during the construction work, or during periods of temporary shutdowns, such

SOW Page 3 Am0001 as, but not limited to nights, holidays, weekends, or winter shutdowns of earthwork operations, shall be removed to a depth that is acceptable to the COR and replaced with new material.

Alternatively, the material shall be thawed, dried, reworked and recompacted to the specified cease due to cold weather.

5. Placement.

5.1 Sand Fill and Topsoil Placement – Sand fill and topsoil shall be placed to the lines and grades shown on the drawings. Satisfactory sand fill and topsoil materials shall be placed and spread in layers not more than 12 inches in uncompacted thickness. Sand fill placement for Area 8 will be placed in the wet.

5.2 Control - Vertical and horizontal control to be utilized for placement of the topsoil is identified on the drawings.

6. Compaction

6.1 Moisture Control - Even though compaction densities are not required, the Contractor shall visually determine that optimum compaction is being accomplished by adding moisture, when necessary. Cohesive materials shall be placed in a moist state and cohesionless materials in a near saturated state to optimize compaction.

6.2 Topsoil – Topsoil material shall be compacted with one complete pass per lift, of appropriate compaction equipment as approved by the COR. Specific compaction densities are not required for topsoil. Top soil shall be blended into the existing slope after completion of clearing and grubbing activities.

6.3 Sand Fill - Sand fill materials shall be compacted with three complete passes per lift once fill material is above the water surface elevation approximately 1-foot, of appropriate compaction equipment as approved by the COR. Specific compaction densities are not required for sand fill material.

7. Seeding

7.1 Seeding (Areas 4 and 7 only) - Seeding of all constructed and disturbed surfaces shall be in accordance with Specification 32 92 19, SEEDING.

8. Permitting It will be the responsibility of the Contractor to pursue, acquire, and ensure the appropriate permits from the state and federal agencies are in place prior to construction activities.
