1.4.1 Purpose
Provide tools and parts control and accountability.
a. Tools and parts control and accountability, including personal items, are necessary to ensure that foreign objects are not left loose within the transformer housing.
b. Loose objects inside the transformer are not desirable and inspections must be conducted to ensure that loose objects are not left in place.
c. Tools, parts, and personal items will be controlled and accounted for. The Contractor shall be responsible for overall control of tools, parts, and people. The Government construction representatives will ensure compliance by Government personnel and Government visitors.
d. Special meetings to announce start of this control and to emphasize performance for everyone will be conducted jointly with Contractor and Government personnel.
1.4.2 Inspections
a. The transformer will be inspected independently by each representative of the Contractor and Government personnel after all repairs/replacements are made
b. Personnel will remove all personal items and tools from their person prior to making the inspections. Removal of the personal items will be verified by the Contractor’s representative.
c. At the end of each shift, the Contractor’s supervisor will inspect the inside of the transformer housing for any loose tools and parts. Loose tools or parts will be removed and accounted for each day. No personnel will leave the area until everything logged into the transformer housing is logged out.
1.4.3 Tools, Parts, and Personal Items Control and Accountability
a. To control the tools entering the transformer housing, all personal transportable tools will be checked out of a controlled space, such as large tool bins of fenced cages, and checked back in on each shift. A dedicated tool person (laborer) on each shift will be responsible to assure that inventoried tools for each craftsman are checked out to that craftsperson at the beginning of the shift and checked back in at the end of each shift.
The inventory will be specified; that is, each tool will be identified for each craftsperson and a checklist with all the tools listed will be checked for tools checked out and in each day and signed by the tool person. Should a tool be lost during the shift, the craftsperson will be directed to find the tool before he is allowed to leave the site. A sample checklist is attached.
b. To control small personally transportable parts entering the transformer housing, the dedicated tool control person will inventory and issue the parts at the start of each shift.
At the end of each shift, a count will be made of the installed parts to ensure that the number checked out was actually installed. The Contractor’s supervisor will reconcile any shortage of small parts.
1.4.4 Responsibility and Records
a. The Contractor’s supervisors will be responsible that all tools are accounted for and signed in and out on a daily basis.
b. A copy of the Tool Equipment Daily Checklist will be turned in to the Government Representative at the end of each shift.
