QUESTIONS/RESPONSES/CLARIFICATIONS:
1. Question: Section 01 82-00/1.7.3 Exterior Glazing: Calls for the low 'e' coating to be on the #2 surface which puts the low 'e' on the grey pane of glass. Other projects have been changed to have the low 'e' coating on the #3 surface which puts the low 'e' on the clear laminated surface. Is this acceptable to do the same thing on this project? Having the low 'e' on the #2 surface is not readily available in this region.
Response: Placing the low 'e' coating on the #3 surface of the Insulated glazing unit results in a 20% reduction in performance of the units. Provide the low 'e' coating on the #2 surface as specified.
2. Question: Section 01 82 00/1.7.8 Exterior Doors and 01 82 00/1.7.3 Exterior windows: Exterior doors call for champagne anodized and exterior windows call for champagne metalic anodized. Are both finishes to be used or just one? Also our aluminum manufacturer does not anodize champagne finish any longer due to finish variances. Is painted champagne finish acceptable?
Response: Champagne 'Metalic' Anodized is incorrect. Replace with Champagne Anodized. A Painted champagne finish is not acceptable. Provide the Champagne Anodized finish as specified in Am_0001.
3. Question: Is aluminum soffit acceptable in lieu of the cement board soffit called for in section 01 82 00? Aluminum is a maintenance free material that will match closely with other architectural metals.
Response: Aluminum soffits are not acceptable.
4. Question: Option numbers per keynotes 2, 3, and 4 on plan sheet C111 do not match the option numbers and buildings on the price breakout sheet. The building numbers are different for each option. Please verify.
Response: Revised by Am_0002. See Reissued Pricing Schedule.
5. Question: Confirm that the furniture listed in appendix H is to be included in the contractor’s price proposal associated with solicitation W9128F-08-R- 0035. Also please confirm that the suppliers/manufactures specified are to base their pricing on current GSA schedules. We assume the government will purchase using the GSA price.
Response: Per Specifications Section 01 84 00, Page 9, paragraph 1.5.2:
furniture and installation of furniture, included in Appendix H is to be included in the contractor's proposal. Furniture price is Bid Option #5. See Section 01 84 01: Furniture Installation issued by Am_0002 for additional requirements.
6. Question: In section 00 22 00 page section 8.2.1 calls for a minimum of three sample projects while paragraph 8.2.1 indicates that proposal with fewer than four will reduce our rating. How many sample projects are required?
Response: Revised by Am_0002.
Page - 3
7. Question: Verify that the SSHO and CQC can be the same individual.
Response: Section 01 35 26 is revised by Am_0002. CQC Shares no other duties per Section 01 45 01
8. Question: Verify scope of commissioning.
Response: Commissioning is an assessed LEED point. Ultimately it is up to the Contractor to do final assessments to determine final point totals. Project is not required to have actual certification, but should have requirements (point totals) to achieve Silver Certification.
9. Question: Section 01-81-00, Summary of Work, Para. 1.2.4 discusses LEED requirements. It stated that the contractor must meet all prerequisites and those credits identified with a “Y” in the first column, as identified in Appendix A. Silver Certification requires 33-38 points. Is the contractor free to choose which credits are going to be obtained to achieve Silver Certification from the 40 pointes identified?
Response: Yes. The Contractor is the DOR and will make the final decisions and point assessments for achieving Silver Certification LEED point totals. Project is not required to have actual certification, but must be considered certifiable at a Silver Certification level.
10. Question: Verify that the steel material supplier is required to be AISC certified.
Response: See Unified Facilities Guide Specification Division 05, Part 1, Paragraph 1.5, AISC Certification is required.
11. Question: No mention of radon protection is mentioned. Are we required to provide a passive radon exhaust system for this building?
Response: None is required.
12. Question: Soils reports talks of varying ways to correct the existing soil condition and elevation charge which include a surcharge, drilled piers, or lowering building floor elevation. What is the minimum acceptable building floor elevation for the end user? Currently the FFE is 3240.
Response: The minimum acceptable building floor elevation is 3240.
13. Question: Specification Section 01-83-00, Para. 1.2.15.1 states in part that the foundation type proposed to be built by the contractor shall be based on recommendations contained in the Final Geotechnical Investigation Report, which shall be provided by the contractor. There is also a similar statement in Para. 1.2.15.3. Section 01-89-00, Para. 1.9.2 discusses requirements for Over-excavation. If the recommendations in our Final Geotechnical Investigation Report differ from what is described in Para.
1.9.2, are we at liberty to base our proposal on our Final Geotechnical Investigation Report?
Response: Yes. Para. 1.9.2. is revised by Am_0002. Recommendations are stated, however Contractor’s Final Geotechnical Report shall be basis of his design and construction (Note: Contractors Final Geotechnical Report will be reviewed under design process for demonstrating sound engineering practices).

14. Question: Confirm that Autocadd software (not Microstation) is acceptable for design documentation.
Response: Provide AutoCAD per Section 01 33 00.32, Para. 1.5.4.1.
15. Question: Is Specintact specification software required? Can we use a commercial format such as Masterformat spec writing software?
Response: Provide UFGS Guides in Specintact per Section 01 33 00.32, Para.
3.2.1.2. Requirements to exception of UFGS use stated in Para. 3.2.1.4
16. No criteria were provided for seed vs sod area or shrubbery or trees counts for the landscaping design. Are there any?
Response: Refer to Section 01 89 00, Para. 1.7.6 Landscaping Page 10. There are no trees or shrubbery required.
17. Question: The carpet descriptions seem to be conflicting. Are both CPT 1 and CPT 2 a 24"x24" tiles - CPT 2 states that it's a broadloom and also a 24"x24".
Response: Revised by Am_0002. CPT-2 is broadloom.
18. Question: The only place that Resiliant Sheet Vinyl is called out is in Common Stair C. Is this accurate? If so what materials are being used or specs for the stringers stringers, the stair nosing, and finally what base material is to be used (not specified on the finish schedule)?
Response: RSV-1 is used only on the Central Stair. Materials selection for stringer, nosing and base will follow after stair has been completely designed in the next phase of the project.
19. Question: In the readiness room there are risers, and the flooring material is carpet. What type of stair nosing and stringer material is to be spec'ed for this area?
Response: Revised by Am_0002. In room 110 EOC, the stair nosing and stringer shall match the resilient base in the room.
