If Contractor fails to begin work by 4:00 PM CT of 10th working day, Contractor will not invoice nor receive payment for Normal Service Call CLIN and will need to submit a justification to the COR for resolution. See sections 1.6.4 and 1.6.5 for more information and definitions. Normal Service Call line item issuance and payment assures the government the Contractor will perform services in a timely manner and avoid unwanted delays of contracted work or facility closures for extended periods.
1.3.2 Service Calls (Emergency): An Emergency Service Call is a request by the Government for the Contractor to initiate performance of services contained under this contract within a specified period. The Contractor will include all labor, travel time and transportation costs to and from the work site, administrative costs, tools/equipment, and trips to obtain repair parts in the event of equipment breakdowns, overhead and profit to perform pre-work surveys, estimates and services, and disposal in accordance to contract specifications for emergency service calls. Emergency Service Calls shall mean a service is needed in an expedient fashion. A task order, faxed, e-mailed or communicated via phone call to the contractor, will specify the nature of the needed services and the location however, due to the nature of an emergency, actual real time detailed information concerning the task item may be unknown, i.e. Local Law Enforcement/Fire Department reports a large tree across a roadway and public users are prevented from exiting/entering the area. This line item will be issued for all emergency based task orders. If contractor exceeds the maximum 4 contract hours of Emergency Service Call CLIN, then additional CLINs will be issued on task order. I.E. Contractor will be paid to cut and remove a 12-20” fallen tree under Line Item XXXX for Tree Removal and Line Item XXXX for Emergency Service Call if work exceeds maximum 4 hours to complete the job. In order to meet the conditions of an Emergency Service Call line item, the Contractor must initiate work within 4 hours of notification of a task order. The government reserves the right to perform emergency tree services.
1.3.3 Tree Removal: Trees shall be identified on the task order by size measured at diameter at breast height (DBH), which is 4 feet above ground level. Stump heights will not exceed 2” in height, and top planes of stumps will follow existing adjacent grades. Trees to be removed shall be identified in the field by paint or marking tape, color specified in the work order, placed by field office personnel, and areas of work include site office parks or site office location. Note: Some tree removal will require the grinding of stumps; these trees will be field marked with both blue and yellow spray paint or flagging. The Contractor shall use whatever methods necessary to remove marked trees without damaging other trees or facilities. Any damage to facilities/trees as a result of the Contractor's negligence shall be repaired or replaced at the Contractor's expense. Note:
Tree removal line item includes all equipment and personnel to completely remove the tree including disposal in accordance to contract specifications. For example, if tree removal requires special equipment such as a bucket truck, contractor shall not request payment or invoice the Government for this equipment or personnel, the cost shall be included in the line item price for tree removal.
1.3.4 Stump Grinding: Stumps selected for removal will be designated by the application of spray paint or flagging with the color specified in the work order. Stumps shall be ground a minimum 2 inches below the natural grade, and chips from the grinding operation can be used to fill these ground stump holes, back to the natural contour of the grade. Any excess chips will be allowed to be spread evenly with grade over the area around stump being removed. Chips shall be raked level to allow mowing operations to be performed by mowing contractors. Any miscellaneous materials from this operation must be removed and any voids or holes made by machinery/equipment must be completely filled and smoothed to the ground’s surface level.
Note: Measurement and payment of stumps removed will be made by measurements used for tree removal line items. For example, if a tree measures 18” at DBH (4’ above ground level) then the Government will only accept invoice and make payment to the contractor for stump grinding under the 12” to 20” diameter line item, regardless of any other future measurements taken. If the Contractor disagrees with the Government’s measurement; the size of the tree or stump to be removed must be resolved prior to the work commencing. Any changes to the chargeable contract line items must be made by written modification to the task order. If a stump grinding CLIN is issued and no measurement at DBH can be made, then the stump diameter will be determined by measuring at highest existing circumference point and stump will be invoiced and payment processed for that size. Note: This line item will not be used in conjunction with other line items to complete the same task.
1.3.6 Pole Saw: The Contractor will include all labor, travel time and transportation costs to and from the work site, administrative costs, tool/equipment, and trips to obtain repair parts in the event of equipment breakdowns, disposal costs in accordance to contract specifications, overhead and profit for this equipment. The pole saw line item include the contractor furnishing an operator, with one two-cycle 12’ minimum reach commercial duty, 12” minimum bar length pole saw and all other related equipment, etc. This item will primarily be used for clearing multiple locations in close proximity to each other. This line item will include the contractor furnishing an operator and a minimum 90 Horsepower compact tracked skid-steer forestry mulching unit with drum style rotary forestry mulching attachment. This line item will be used when the government desires certain locations to be mulched/under-brushed of any trees, vines, saplings, shrubs, and/or any woody small vegetation. Examples include encroaching tree line (forest edges) into road right-of-ways, improved mowing areas edges, and areas for wildlife habitat improvements. The Government will field mark proposed work areas with orange flagging and enter into negotiations with the contractor. Contractor would provide Government an estimate (in contract hours) for the proposed work areas, and upon agreement, a task order would be generated (Time starts at worksite). If the proposed work exceeded the estimate agreed upon, contractor shall suspend all work activities, and a written notification would be made to the Government representative, with an estimate to complete remaining work. Government would have the right to either complete or suspend remaining work at this time. Under no circumstances will the Government issue a task order using this line item with less than four hours within each schedule area.
The Government may issue task orders with these types of operations in either the same park or areas where parks are in close proximity to each other (I.E. same schedule). Forestry mulching will typically not include any trees larger than 6” in diameter at breast height. However, there may be the occasional tree diameter above this measurement. All vegetation in this line item shall be mulched with machine and evenly distributed on ground without clumping, bunching, or leaving stumps in a shredded state above the ground. Stumps of all vegetation shall be evenly mulched to existing grade.

For example, a thunderstorm produces winds strong enough to down a tree or portions thereof. The Government will discuss work areas and enter into negotiations with the contractor.
