1.0 GENERAL:

1.1. SCOPE:

To replace existing “Battery Backup Uninterrupted Power Supply (UPS) System” (APC by Schneider Electric – MGE Galaxy 400, w/Emergency Power off Button) currently in place, which is nonoperational and outdated. Provide the necessary manpower, skills, knowledge, supplies and equipment to remove existing UPS currently located at the Virgin Islands National Guard (VING), Joint Force Headquarters (JFHQ) Building, Estate Bethlehem, Kingshill St. Croix, US Virgin Islands. The requirement is for the vendor to remove existing equipment from its current location, remove all component parts, cables supporting it, and transport UPS system to the designated turn-in area at the US Property & Fiscal Officer warehouse building which is located in the same compound. All turn in documentation will be submitted by the VING J6 supply technician to the warehouse and prior coordination arranged for proper turn in. Vendor is to move the UPS system and accessories to the identified telecommunications room from the staging location in order to assemble the new UPS, all components, required cabling, and mount equipment on the platform replacing the old equipment. Vendor must test the equipment, ensure equipment is operational, and the area is left neat and organized in appearance.

1.2. BACKGROUND:

Purpose is to replace existing equipment with a technically updated, efficient, and provided redundant power fail over UPS system equipment that will provide the VING backup power and protection to the VING Network Systems environment. This replacement must also have the capability to terminate power in an emergency. Purchase is expected to provide no downtime to our central telecommunications room in case of shore power blackout and provide surge protection to prevent damages to communications equipment due to frequent power failures, blackouts, brownouts, and surges from the local Water and Power Authority (WAPA) Company.

Updated UPS system equipment is expected to provide immediate power when backup power generation does not turn on automatically to support the telecommunications rooms during loss of power to all systems.
