STATEMENT OF WORK AND SPECIFICATIONS FOR
Provide water drainage and erosion control features at Blair Hangar
Army Aviation Operations Facility (AAOF), Estate Manning’s Bay, Kingshill, St. Croix USVI 00850.
Amendment V.1 25 July 2012
SW 1-01 SCOPE: Furnish all materials, tools, supplies, equipment labor and professional supervision required to repair and improve storm water management systems and drainage at Blair Hangar Army Aviation Operations Facility (AAOF), Estate Manning’s Bay, Kingshill, St. Croix USVI 00850.
SW 1-02 LOCATION: Site of work is Blair Hangar Army Aviation Operations Facility (AAOF), Estate Manning’s Bay, Kingshill, St. Croix USVI 00850.
SW 1-03 WORK TO BE ACCOMPLISHED: Work to be accomplished includes but is not limited to the following construction tasks:
A. Clean out existing drain pipes, French drains and trench drains. Reinstall fabric barriers and perforated piping as required to bring all drains back to full capacity.
B. Clean out the existing interior floor drains that lead into a separator vault in the parking area.
C. Pump out and maintain the existing oil separator and clean out the pipes leading from the separator to the street area drains.
D. Remove the existing fences and existing gate on the West and North side of the property. Install a footing with a 12 inch by 16 inch tall curb with sleeves to accommodate the fence posts.
North and West sides only.
E. Install new chain link fence with on top of curb on North and West side curb walls. Final height of fence is to be the same 6 feet as is currently in place.
F. The purpose of the curb is to create a dam to direct the water away from the hangar property;
therefore it must be installed to sufficient depth to prevent water under cutting it.
G. In the area of the opening for the aircraft to pass through the fence, install a new trench drain between the curb fencing area to allow any water travelling through the opening to drain into a drainage system that will carry the water to the front of the hangar. This trench drain will require a metal grating equivalent or better than the existing trench drain grating.
H. Connect the new entry trench drain, item G, with the existing trench drain.
I. Cut a trench from either end of the existing trench drain and install underground drainage pipe to the sides of the hangar, to allow unrestricted flow of water from the trench drains to the sides of the hangar where the run off can flow into the side drains.
J. On the west side of the hangar, build a concrete ditch for water to travel to the front of the building where it should flow via gravity past the cistern to the street.
K. On the east side of the hangar install an underground drain pipe to daylight the edge of the pavement and further flow to the street area.
L. Install a new fence gate that does not require a rail system on the ground, to allow aircraft to travel to the tarmac without being hindered by the gate track system.
SW 1-04 HOURS OF WORK:
Contractor shall be required to perform the work during the hours of 8:00 AM and 4:00 PM, Mondays to Fridays except on Federal holidays. Arrangements to work at different times or days must be coordinated through the Construction and Facilities Management Office in order to gain access to the facility.
Contractor shall coordinate the construction schedule such that when the runway access is denied for Virgin Islands National Guard Aviation due to contractor performing work, the denial of access shall not exceed the number of days scheduled. The denial of access shall be coordinated at least one week prior to the start of work causing the denial. Should the scheduled days of denied access be exceeded, contractor shall incur the cost of sending Virgin Islands National Guard members via commercial air.
SW 1-05 PERFORMANCE:
A. Submittal of a bid by a contractor shall be accepted as prima facie evidence that the contractor has examined all aspects of the work required and has satisfied themselves as to the nature and location of the work and all matters that can in anyway affect the work or cost thereof, under this contract. Any failure of the contractor to acquaint themselves with all available information including physical survey of the site of the proposed work will not relieve them from successfully performing all work for a complete and acceptable job.
B. The above brief outline of principle features of the work in no way limits the responsibility of the contractor to perform all work and furnish all labor and materials required by the specifications.
Any omission from the specifications or mis-description there of shall not relieve the contractor from performing all work required of furnishing the materials necessary to completely fulfill the intent of the contract.
C. The contractor shall confine operations at the job-site to areas permitted by the Construction and Facilities Management Officer or his representative. Contractor shall not unreasonably encumber the job site with materials or equipment and shall assume full responsibility for the protection and safekeeping of products stored on the premises.
D. All work shall comply to the standards as expressed in Federal and Territorial Building Codes.
E. At the job completion, the contractor shall clean up the work area and remove all trash and debris from the job site.
SW 1-06 TERM:
A. The contractor and their employees shall be subject to and shall at all times conform with any and all rules, regulations, policies and procedures pertaining to the security at the above listed facilities. Any violations or disregard for the rules, regulations and policies may be cause for immediate termination of the contract.
B. The contractor and their employees shall at all times produce and display picture identification identifying the individual as an employee of the vendor.
SW 1-07 SAFETY: Safety requirements shall be in accordance with all Federal and Territory laws and codes. The current Department of Labor Safety and Health Regulations will govern the overall job safety program. The guidance from current version of the USACE EN 385-1-1 is also acceptable for the overall job safety program.
SW 1-08 ENVIRONMENTAL:
A. The Virgin Islands National Guard (VING) has instituted an Environmental Management System Policy (eMS). Its aim is to implement and communicate long-term goals for environmental protection, improvement and stewardship. This would be achieved through continuous monitoring, assessing, reviewing and approving our environmental objectives and targets.
B. All personnel; Military, Civilian workers, contractors and visitors doing business with VING must conform to the eMS protocols in and around VING facilities and training areas. Embodied in the Adjutant General’s eMS policy is the requirement to adhere and comply with all environmental laws, rules, regulations and practices encoded in Federal, Local Government, Department of Defense and VING’s laws, rule, regulations and practices.
SW 1-09 WARRANTY: For a period of one year after the final acceptance of the project the contractor shall replace any work or materials either omitted or found to be defective. Such work including cost of both materials and labor shall be done at the contractor’s expense.
