SECTION 26 13 13.00 26 Page 2

2.1.3 Connections

All bolts, studs, machine screws, nuts, and tapped holes must be in accordance with ASME B1.1. Threads for sizes 1/4 inch to 1 inch, inclusive, are required to be NC or UNC series. The sizes and threads of all valves, pipe and fittings, conduit and fittings, tubing and fittings, and connecting equipment must be in accordance with ASME B1.20.1.

Manufacturer's standard thread and construction may be used on small items which, in the opinion of the Contracting Officer, are integrally replaceable, except that threads for external connections to these items must meet the above requirements.

2.2 MEDIUM-VOLTAGE SWITCHGEAR

2.2.1 Configuration

The circuit breakers will be drawout cubicle switchgear as indicated on the contract drawings, 36-inch width sections with drawout breakers. The standard phasing within equipment housings for AC power circuits is A-B-C from left to right, A-B-C from top to bottom, or A-B-C from front to back, when facing the front of the equipment. Power cables in conduit and cable tray will enter the switchgear from the top. Furnish all necessary material and instructions for connection of the switchgear to the terminations. Where power cable terminations are indicated, provide sufficient space for terminating the cables with medium-voltage cable terminations. Each breaker must have provisions for remote manual operation. Provide remote racking provisions for the breaker cubicles.

Provide a control pendant for operating circuit breakers in their "test" position. Prepare and submit outline drawings, assembly and detail drawings, schematic diagrams and connection diagrams as described in paragraph "SUBMITTALS". The preferred stacking arrangements of the breakers are shown on Contract Drawing Sheet E-209. This arrangement may be modified by the Contractor if necessary for manufacturing purposes providing the resultant switchgear lineups do not exceed the footprint represented by the preferred stacking arrangement.

2.2.2 Removable Elements

a. For drawout cubicle switchgear, the removable element of each switchgear unit must consist of a 3 pole interrupter type circuit breaker, with an operating mechanism, primary and secondary disconnecting devices, auxiliary switches, operation counter, position indicator, and control wiring, all mounted on a rugged frame suitable for moving the element. If the frame is not equipped with wheels, it must be suitable for supporting and removing the element from the housing by means of a special truck furnished with the accessories as described in paragraph "ACCESSORIES". Each of the 3 poles must be an independently sealed vacuum interrupter. The mechanism for removing the breaker for drawout switchgear must provide for moving the circuit breaker from the operating to the disconnected or test position. All contacts are to be silver-plated and have ample area and spring pressure. Contact parts which carry current may not be used to supply contact-spring pressures. When the circuit breakers are withdrawn to the disconnect position, the circuit breaker bushing must be withdrawn completely from the fixed contact enclosure and automatic shutters must close the openings to prevent accidental contact with live terminals.

All stationary secondary contacts must be readily accessible and be adequately identified to facilitate connection with the control cables. When the circuit breaker is in the disconnect or test

The IR windows may be the switchgear manufacturer's standard product, or a third-party product that is UL certified and arc-flash tested to the kA rating of the breakers or higher, meeting the applicable requirements of IEC 62271-200, and installed with the coordination and approval of the switchgear manufacturer.

2.2.15 Test Blocks and Accessories

Provide test blocks and their associated testing accessories for testing of instruments and protective relays that require periodic testing or calibration in-place, but which are not equipped with integral testing features. Test blocks shall be fully compatible with the existing ABB Type FT-1 tests switches in use at The Dalles Powerhouse. If not fully compatible the Contractor shall provide five (5) complete sets of test plugs and any other necessary appurtenances. Mount test blocks with covers near the base of the switchgear unit beneath the devices to be tested, and provide a nameplate engraved to identify individual current or potential test blocks, or a combination current/potential test block, as applicable.

Combination test blocks may not exceed 10 poles. Current test blocks must be the short-circuiting type. Provide test devices for insertion into the associated test block to permit application of the proper current or potential source for testing and calibration. Test devices must be rated not less than 20 amperes and 125 volts DC.

2.2.16 Test Pendant

Provide a circuit breaker control pendant for operating the circuit breakers while in the "test" position. Pendant shall have a minimum 25-foot cord.

2.3 BASIC 15 kV SWITCHGEAR AND CIRCUIT BREAKER RATINGS

2.3.1 General

Except as otherwise specified, the circuit breakers must conform to the applicable requirements of IEEE C37.010, IEEE C37.013 IEEE C37.04, ANSI C37.06, IEEE C37.09, IEEE C37.20.2, NEMA C37.55, and IEEE C37.100.

Provide documentation substantiating that the circuit breaker design and assemblies are ANSI certified. Each circuit breaker is to be of the electrically operated, metal-clad, vacuum type suitable for indoor 60-Hz service. The full-load temperature rise must not exceed the limits established in IEEE C37.20.2. Ratings are as defined in IEEE C37.04 Part 5, and as supplemented below.

2.3.2 15 kV Breaker Ratings

Each circuit breaker is to be electrically-operated, metal-clad, with vacuum type interrupters, for indoor 60-Hz service. The circuit breakers must be rated on a symmetrical current basis and have characteristics as follows:

a. Rated Maximum Voltage, kV, rms 15.0

b. Rated Continuous Current, Amps, rms 1200 (all other FSJ Breakers)

2000 (FXJ1-6, FXJ1-7

FXJ2-6, FXJ2-7)

SECTION 26 13 13.00 26 Page 17

c. Rated Interrupting Time, cycles 3

d. Rated Short-Circuit Current, kA, Amps, rms 40

e. Closing and Latching Capability, kA, peak 65

f. Impulse withstand Voltage, full wave, kV (BIL) 110, or 95 with snubbers

g. Rated Frequency, Hz 60

h. X/R Ratio 40

2.3.3 Breaker Assembly

2.3.3.1 General

Provide vacuum circuit breakers consisting of a 3-pole vacuum interrupter, an operating mechanism, primary and secondary disconnecting devices, auxiliary switches, operation counter, position indicator, and control wiring, all mounted on a rugged frame with wheels suitable for moving the removable element.

2.3.3.2 Interrupter

Each of the 3 poles is to be an independently sealed vacuum type interrupter. The interrupter contacts must be protected from moisture and contaminated atmosphere. The three poles and auxiliary devices of each circuit breaker must be operated simultaneously by a single operating mechanism from a common shaft. The operating system capacity must be sufficient to perform repeated operating cycles, using a combination of initial stored energy and recharged stored energy, as required below, without mis-operation or thermal or mechanical damage. The circuit breaker, operating mechanism and control design must permit any close or trip switches to remain closed for any length of time without causing damage.

2.3.4 Rated Transient Recovery Voltage

Each circuit breaker must meet the related required transient voltage withstand capabilities as described by IEEE C37.04 paragraph 5.9.1.1 and

IEEE C37.011.

2.3.5 Load Switching Capacity and Life

Required load switching capability and life is to be in accordance with IEEE C37.04 paragraph 5.8.2.3 and with the following:

a. Each breaker must be capable of performing without maintenance or adjustment, 2,000 no-load operations as prescribed in Column 4 of Table 7 per ANSI C37.06 during time periods (between scheduled breaker maintenance) of up to 10 years, when operated under the specified service conditions.

b. Each breaker must be capable of interrupting without maintenance, at least 1000 close-open (CO) operations under full load conditions as prescribed in Column 6 of Table 7 per ANSI C37.06.

c. Each breaker must be capable of performing without maintenance, SECTION 26 13 13.00 26 Page 18
