The Contractor (KTR) shall vectorize and/or update Government furnished drawings in MicroStation or AutoCAD format as requested and shall make them available for the Government to download. For the purpose of this Blanket Purchase Agreement, the term model refers to the 2D model space used to create 2D sheet/drawing. All 2D model work shall be drawn at full scale, 1:1. Electronic files in TIFF or PDF format of the drawings or sketches will be delivered to the KTR for vectorizing. These files may also include redlines for incorporation. Existing CAD files requiring updating will be delivered to the KTR in MicroStation and AutoCAD format with the accompanying TIFF or PDF file including the redlines.
Upon completion, all drawings shall conform to the current USACE CAD standards and Portland District supplements that will be furnished by the Government. All metadata in the file shall be fully functional (and obtained from the provided Seed or Template file), correctly written, and file shall print correctly with Government print settings. Note: MicroStation tag sets are not compatible with AutoCAD Blocks and vice versa. Do not save a MicroStation file as an AutoCAD file or vice versa. Start all new files from provided Seed or Template files. The KTR shall ensure that the metadata delivered is compliant with the International Organization for Standardization (ISO) 19115-1:2014, North American Profile (NAP). The Standard is available for purchase at: http://www.webstore.ansi.org.
Special border information pertaining to Portland District: border and 2D models should be referenced into the Sheet. The Sheet or Border should never be scaled to the 2D model. • KTR shall notify Government of unclear or ambiguous drawing redlines within 3 days of receipt of drawings.
http://www.webstore.ansi.org/
Individual call orders will be sent to the KTR throughout the duration of the BPA, typically 10 to 100 drawings each. Turn-around time for drawings shall be 5, 10, or 28 calendar days as requested. If a delivery day falls on a weekend or federal holiday then the due date will be the next business day by 9 AM Pacific Standard Time (PST). The order size limits and turnaround times by product for an individual call order are as follows:
2D Work: Items 1, 2 and 3 EXHIBIT A – PRICE LIST
• 5 Day turnaround: Up to 20 drawings maximum
• 10 Day turnaround: Up to 50 drawings maximum
• 28 Day turnaround: Up to 100 drawings maximum
• Any order size below the maximum for each turnaround time may be ordered at 5, 10, or 28 day turnaround times (e.g. a 10 drawing order could be requested with a 28 day turnaround time).
Contractor produced or modified drawings shall match the original files including dimensional accuracy and the original title blocks unless otherwise noted. TrueType fonts shall be used unless otherwise specified. If an existing CAD file being worked on does not comply with the CAD standards of this BPA, only the areas affected by the KTR’s updates need to be changed to comply with the CAD standards. File naming conventions shall match the original file names furnished by the Government unless otherwise noted. Drawings containing attached or embedded Microsoft Excel spreadsheets shall be updated in Microsoft Excel as shown by the redlines.
All drawings shall be vector drawings, hybrid or raster images are not acceptable.
All electronic copies of drawings shall become the property of the Government. The information developed, gathered, assembled, and reproduced by the KTR or their associates, in fulfillment of the BPA requirements as defined in or related to this performance work statement, shall become the complete property of the Government. Therefore, the KTR shall not use/release the information for any purposes at any time without the written consent of the KO. All drawing and information contained therein shall be treated as “For Official Use Only” (FOUO) as defined by the Government.
The following guidelines describe what is considered adequate for CAD services under this BPA. The Contractor, through innovation, technology, or other means, shall perform the necessary CAD services in order to meet the quality and performance standards required by the BPA.
The following guidelines are for reference only and final results shall be the determining factor for the success or failure of this BPA. Performance shall be based on the Contracting Officer’s, or their designated representative’s, evaluation of performance and quality results, not the method of performance.
5.1 CAD SERVICES
This section contains general services and work requirements that are applicable to the CAD work covered by this BPA. The items in this section are listed as separate items according to location in the Bid Schedule.
General CAD services required include:
1. Vectorize an existing drawing or sketch (2D). The base files will be in PDF or TIFF format and be based either on existing Government drawings or hand sketches. Sizes will vary from ANSI A (8.5 in x 11 in), ANSI B (11 in x 17 in), ANSI D (22 in x 34 in), ANSI E (34 in x 44 in), to Engineering F (28 in x 40 in).
2. Incorporate scanned redlines in PDF or TIFF format to a vectorized drawing (2D). The redlines will be generated by the Government and follow the format described above. Sizes will vary from ANSI A (8.5 in x 11 in), ANSI B (11 in x 17 in), ANSI D (22 in x 34 in), ANSI E (34 in x 44 in), to Engineering F (28 in x 40 in).
3. Vectorize existing drawing and incorporate scanned redlines (2D). This is a combination of services 1 and 2 for drawings that require both vectorization and redline incorporation. Sizes will vary from ANSI A (8.5 in x 11 in), ANSI B (11 in x 17 in), ANSI D (22 in x 34 in), ANSI E (34 in x 44 in), to Engineering F (28 in x 40 in).
3. Provide transfer of electronic CAD files via email or FTP site, as requested (applicable to 1-3 above).
4. Provide final drawings in PDF or TIFF in addition to electronic CAD files, as requested (applicable to 1-3 above).
6.0 PERFORMANCE REQUIREMENTS SUMMARY
The KTR service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
It is intended to ensure that the Government receives the services for which it contracted. The Government will only pay for services received. The Performance Requirements Summary (PRS) determines if the KTR meets the performance standards of the BPA, as well as provides guidelines for how and when surveillance will be performed. It ensures timeliness, effectiveness, and that the BPA is delivering the results specified in the BPA. Government BPA quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to BPA requirements.
If the Contractor fails to perform at any time and the work is deemed critical by the COR, Government forces may be assigned to perform the work. If this occurs, the Contractor shall be required to reimburse the Government for the full costs of the work performed including labor, materials, transportation, and supervision.
These are the criteria against which the performance will be evaluated.

6.1.1 Surveillance: 100% surveillance with periodic inspections by the COR, in addition to complaints from
Government personnel under this BPA, will serve as the surveillance method. If the COR discovers deficiencies and/or receives complaints, the COR will pass them on to the contractor's Quality Control Inspector (QCI) for correction.
6.1.2 Quality Control: The Contractor, not the Government, is responsible for quality control actions necessary to meet the quality standards set forth by the BPA. The Contractor shall develop and submit their Quality Control Plan (QCP) for Government approval after award in compliance with the PWS prior to work commencing. Once accepted, the QCP becomes a part of the Quality Assurance Surveillance Plan (QASP).
The QASP is made part of the solicitation but not a part of the resultant BPA. The QASP is not a contractual instrument and may be changed at the Contracting Officer’s discretion. The Contractor then uses the QASP to guide and document the implementation of the required management and quality control actions to achieve the specified results. The Government reserves the right under the Contract Terms and Conditions—Commercial Items (FAR 52.212-4) to inspect and test the services called for by the BPA, to the extent practicable at all times and places during the term of the BPA. Non-conforming services shall be rejected.
6.1.3 Unacceptable Performance: When performance is determined unacceptable, as defined in the
Performance Requirements Summary, the Government Quality Assurance Evaluator (QAE) will inform the Contractor’s on-site representative that performance is unacceptable and provide written documentation by use of the form DD 2772, Contract Discrepancy Report. By initialing and dating the form, the Contractor is only acknowledging notification of unacceptable performance. Disputes in surveillance should be referred to the Contracting Officer.
6.1.4 The Government QAE will notify the COR and the Contracting Officer of less than acceptable performance. If any of the services do not conform to BPA requirements, the Government may require the Contractor to perform the services again in conformity with the contact requirements, at no increase in BPA amount. When the defect(s) in services cannot be corrected by re-performance, the Government may:
a. Require the Contractor to take necessary action to ensure future performance conforms to BPA requirements.
b. Reduce the BPA price to reflect the reduced value of the services performed.
c. If the Contractor fails to promptly re-perform the services, or to take the necessary action to ensure future performance in conformity with BPA requirements, the government may:
(1) By BPA or otherwise, perform the services and charge to the Contractor any cost incurred by the government that is directly related to the performance of such service or
(2) Issue Cure Notice
(3) Terminate the BPA for Government convenience
(4) Terminate the BPA for Cause.
6.2 Correction of Non-Performance of Work
The Contractor shall employ an adequate quantity of personnel to insure that any service found to be not in compliance and therefore not acceptable, shall be made acceptable by the performance or re-performance of the work, where such re-performance is possible, during the first business day after non compliance has been observed by or reported to and verified by the COR.
6.2.1 Recurring defects are not permitted for any of the above service items. For example, if the COR discovers a deficiency in the drawings under the BPA, the Contractor is required to correct the defect through re-performance. No defect is recorded against the Contractor's performance. However, if this same situation occurs again during the BPA period, a defect will be recorded and reported to the Contracting Officer for appropriate action in accordance with FAR 52.212.4, Contract Terms and Conditions-Commercial Items (July 2013).
The Contractor shall employ a Project Manager who shall be available between 7:30 AM to 5:30 PM PST Monday through Friday oversee the work at the time it is being performed, and who shall have authority to represent the Contractor in dealing with the Government.
6.3 Work Scheduling
6.3.1 CAD Services work performed under this BPA shall be tracked on an up-to-date schedule indicating the number of drawings being worked on and their due dates including past work already completed under the BPA. The Contractor shall submit this list to the COR on a monthly basis and as requested by the COR during the duration of the BPA (while working on call orders only). Call orders will be placed on an as-needed basis without any minimum order size or frequency.
Communications with the Government shall take place between normal business hours as listed above and must result in a minimum conflict between the Government and Contractor’s employees. The COR maintains the authority to adjust the working hours to meet Government needs.
6.4 Damages Caused by the Contractor: The Contractor shall be held accountable and liable to the
Government for any damages to Government files or data caused by the Contractors or their employees.
The Contractor is responsible for reporting any such known damages to the COR within one business day from the time that the damages are known by the Contractor.
7.0 SAFETY AND ENVIRONMENTAL REGULATIONS
7.1 General: The Contractor shall comply with applicable Occupational Safety and Health Act (OSHA) standards as well as the Corps of Engineers Safety Requirements Manual, EM 385-1-1, dated November 2014 or most current edition. The OSHA standards are subject to change and such changes may affect the Contractor during performance under the BPA. It is the Contractor’s responsibility to be aware of such changes.
7.2 Security Requirements
7.2.1 Anti-Terrorism/Operations Security (AT/OPSEC): For this BPA, all Contractor and all associated Sub-contractor employees shall comply with applicable facility access and local security policies and procedures.
If any of the following requirements have been fulfilled within one year prior to award of this BPA, verification of such shall be provided by the Contractor to the COR.
7.2.2 Access and General Protection/Security Policy and Procedures: All Contractor and all associated Sub-contractor employees shall comply with applicable facility access and local security policies and procedures.
The Contractor shall also provide all information required for background checks to meet facility access requirements to be accomplished by the Security Office. The Contractor workforce must comply with all personal identity verification requirements as directed by the Department of Defense (DoD), Headquarters Department of Defense (HQDA), and/or local policy. In addition to the changes otherwise authorized by the changes clause of this BPA, should the Force Protection Condition (FPCON) at any individual facility change, the Government may require changes in Contractor security matters or processes.
a. Identification of Employees. The Contractor shall submit a complete, dated, signed list of all Contractor and Sub-contractor employees and their titles who will be working on the project to the TL within fifteen days prior to the commencement of the work. This listing shall be revised and resubmitted with personnel changes occur. The following information shall be provided:
− Name of Contractor − Name of Employee − Employee’s birth date − Employee’s place of birth − Employee’s valid identification with photo − Other employee information as needed based on security level
b. Foreign Born Employees. The Contractor shall submit photocopies of the green card work permits and/or passports to the COR of all Contractor employees who are foreign born and have non-citizen status.
Submit photocopies at least 30 calendar days in advance of the commencement of work by the employees.
This allows the Portland District Security Office sufficient time to run a security check on these affected personnel. Contractor and Sub-contractor personnel who fit the above description of non-citizenship shall not be permitted to work until they pass the security check in addition to other requirements of this BPA.
c. Naturalized Citizens. At least one week in advance of the commencement of work by the employees, the Contractor shall submit photocopies of Government documentation (i.e., passport) for all naturalized citizens confirming their citizenship to the COR.
7.2.3 OPSEC Standing Operating Procedure/Plan (SOP). The Contractor shall develop an OPSEC SOP/Plan within 90 days of BPA award. The OPSEC SOP/Plan must be reviewed and approved by the OPSEC Officer. The SOP/Plan will include the government’s critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. In addition, the Contractor shall identify an individual who will be an OPSEC Coordinator.
7.2.4 iWATCH and/or CorpsWatch Training. All Contractor and all associated Sub-contractors shall complete the local iWATCH, CorpsWatch, See Something, Say Something program (contact A-E Contract Coordinator for training DVD). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of BPA award and within 30 calendar days of new employees commencing performance. The Contractor shall submit a signed and dated training roster for each Contractor and Sub-contractor employee to the COR within five calendar days after completion of training. SECTION M - EVALUATION FACTORS FOR AWARD
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award multiple Blanket Purchase Agreements, up to a total of 6 agreements, resulting from this solicitation to the responsible offerors whose proposals/offers conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The basis for award is lowest priced, technically acceptable offer. Evaluation of Proposals shall be by using the Lowest Price Technically Acceptable (LPTA) process.
Awards will be made on the basis of the lowest evaluated (cumulative price/total) proposal meeting or exceeding the acceptability standards for non-cost factors. A cumulative total price will be evaluated by adding each price in the Price List, reference Exhibit A, for a cumulative total. Hence there will be no split awards, based on the lowest price for a given item, but for the lowest price in total of all priced items. Prices found materially imbalanced can form the basis for rejection of the proposal, in its entirety. The following non-cost factors shall be used to evaluate offers:
The three non-price factors: Recent Relevant Experience, Past Performance and Technical Capabilities (CAD Work Plan) will be evaluated on an Acceptable or Unacceptable basis. In order to be considered technically acceptable, offers must be rated as Acceptable for all three non-price factors: Experience, Past Performance and Technical Capabilities.
EVALUATION CRITERIA
(a). Evaluation of Proposals shall be by using the Lowest Priced Technically Acceptable process. The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The following factors shall be used to evaluate offers:
FACTOR 1: RECENT RELEVANT EXPERIENCE
The information provided in this factor shall reflect whether contractors have performed similar work before, not to be confused with Factor 2: Past Performance, where the evaluation is based how well contractors performed their services.
Recent or Relevant Experience is defined as experience that is on-going or has occurred within the past 5 years, and is similar in scope (CAD services work, size/volume of orders, and turnaround times, etc.) to the work within this requirement. The Offeror shall provide information that demonstrates recent and relevant experience providing drafting services and products as represented within the Performance Work Statement (primarily Sections 4-5). The scope of experience shall include drafting and successful adherence to customer-specified CAD standards for the experiences provided.
At a minimum, the Offeror should submit the following information shown below, as well as any additional information deemed necessary. The Offeror shall submit a total of 3 (not to exceed 3) unique projects that are similar in size, scope, and drawing disciplines, demonstrating recent, on-going or completed work within the past 5 years of experience providing drafting services and or products including the items requested in numbers 1-7 below:
1. Customer Organization, primary point of contact, address, phone, and email;
2. Contract Number and Project Title, if applicable;
3. Location and State or Country;
4. Date contract and/or Work began;
5. Date work was substantially completed
6. Indicate if prime or subcontractor on project;
7. An explanation of services or products provided showing relevance to the work described in the Performance Work Statement (PWS). The level of detail should clearly relate the experience to the CAD services requested in the PWS.
Note: To qualify as ongoing work, the contract must be at least 25% complete.
Evaluation criteria:
In order for an Offeror’s proposal to be rated as “ACCEPTABLE”, based on the Offeror’s recent relevant experience, the Offeror shall submit a total of 3 unique projects that are similar in size, scope, and drawing disciplines, demonstrating recent, on-going or completed work within the past 5 years of experience providing drafting services and or products including the items requested in numbers 1-7 above. An Offeror will be considered “UNACCEPTABLE” if the Offeror does not submit a minimum of 3 recent and relevant projects meeting the 7 criteria stated above.
FACTOR 2: PAST PERFORMANCE
The Offeror shall provide past performance information in the form of a Past Performance Questionnaire (PPQ) for a total of three (not to exceed 3) recent and relevant projects (as defined under Factor 1).
Past Performance Questionnaire: The standard PPQ for USACE is Form PPQ-0 (9/30/11). It is included in the solicitation (see Attachment 1) for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal for Factor 2, Past Performance. (Ensure correct phone numbers and email addresses are provided for the client point of contact.)
1. Completed PPQs should be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ (Attachment 1), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires.
2. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other solicitations. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Also include performance recognition documents received within the last five (5) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.
3. The Government may call references to verify Past Performance information. The Government also reserves the right to use other information, e.g. personal knowledge, preaward survey, past performance information systems, etc. during the evaluation. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
Evaluation criteria:
The Offeror must provide three PPQ’s on recent and relevant projects based on the Offeror’s past performance. For an Offeror’s proposal to be rated as “ACCEPTABLE”, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s past performance is unknown. (*See note below.) For an Offeror’s proposal to be rated “UNACCEPTABLE”, based on the Offeror’s past performance, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.
* Note: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the
Offeror may not be evaluated favorably or unfavorably on past performance (FAR 15.305 (a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
FACTOR 3: SCHEDULE
FACTOR 3: TECHNICAL CAPABILITIES (CAD WORK PLAN)
Submission requirements:
The Offeror shall submit a draft CAD Work Plan that meets the requirements of the PWS. The plan shall include a narrative that demonstrates that CAD services and products will meet the requirements of the PWS and can be accomplished in the required period of performance. The CAD Work Plan shall discuss and explain how multiple orders will be tracked and executed at the same time or with concurrent or overlapping order durations.
Evaluation criteria:
For Factor 3 to be considered “ACCEPTABLE”, the CAD Work Plan shall show how the CAD services and products will meet the requirements of the PWS and can be accomplished in the required PWS durations. Factor 3 will be considered “UNACCEPTABLE”, and be cause for rejection of the offer, if an Offeror does not submit a CAD Work Plan, or if the CAD Work Plan does not show how CAD services and products will meet the requirements of the PWS and can be accomplished within the PWS durations.
(b) It is the Government’s intent to award to the Offeror who receives an “ACCEPTABLE” rating in Factors 1, 2, 3, and who has the lowest price (see para (a)).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
