National Environmental Policy Act (NEPA) Scoping Plan and Community Impact Assessment for Willamette Falls Locks Project

Solicitation W9127N-16-Q-0058

Questions and Answers #1

1. Are we allowed a cover letter? If so, will both volumes be read by the same evaluators or should one cover letter be prepared for each volume?

Answer: Yes a cover letter is fine in volume 1. One is not needed in Volume 2.

2. Is it possible to have more information regarding the evaluation criteria for each factor, such as what rating method (e.g. numerical weights) will be used?

Answer: There is no weight given to a factor's evaluation. This is an lowest-priced technically acceptable procurement and the technical factor evaluation is either Acceptable or Unacceptable - you either meet the criteria or you don't.

3. On page 2 of the Past Performance Questionnaire, just to confirm, “client” refers to our client or the funding agency on the project, correct?

Answer: The PPQ use of the word "client" refers to the organization for which work was performed.

Target a point of contact for the organization you worked for that can provide an evaluation of your performance on the project.

4. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

Answer: This is not a follow-on contract, it is a new requirement.

5. Will the NEPA environmental review and community impact assessment be conducted by in-house USACE staff or if that, too, would be going out for a solicitation in the near future.

Answer: The Portland District plans to conduct the NEPA environmental review and community impact assessment in-house. This contract is to collect data for future assessments.
