All offerors shall submit proposals with the minimum content as specified herein. Proposals without the minimum specified content may be rejected as unacceptable.

The discussion shall include the offeror’s demonstration of acquiring and utilizing the labor, resources, materials, facilities, software, and testing equipment of a similar nature to that proposed for accomplishing each type of work specified in Section C of this solicitation, to ensure that the offeror has the capabilities to successfully perform the total requirements of this solicitation.

In developing and describing the proposed management structure, the offeror shall consider and address the trade-off between the perceived benefits to the government of additional layers of management vs the associated costs represented by those additional layers.
i. The description shall include the roles and responsibilities of each level of management proposed (site, corporate, and any proposed intermediate levels).
ii. An organization chart shall be provided to show the lines of authority and communication for the management structure proposed (from site to highest applicable corporate level).

4.0 PAST PERFORMANCE OF THE PRIME CONTRACTOR - VOLUME II
The Past Performance Information of the prime contractor is to be submitted in Volume II. This information consists of the following two aspects: relevance of demonstrated experience and quality of past performance.
4.1 DEMONSTRATED EXPERIENCE (TAB A)
The Government will use the relevant company effort and quality of past performance information submitted under this tab to assess the Offeror’s past performance to determine the Offeror’s probability of successfully performing the scope of work described in this solicitation.
Where the word "project(s)" appears in this section, it is understood to mean a discrete effort in the form of a project, contract, task order, or any other contract document provided for by the Federal Acquisition Regulation (FAR 2.101). An IDIQ or Task Order contract as a whole is not considered a project, although individual delivery or task orders awarded under such a contract would be. Examples of projects submitted by the Offeror shall demonstrate developing and implementing CRS practices for Government civil works and military customers.
Where the word “recent” appears it is understood to mean projects for which the effort is at least 50% complete (measured by billed percentage) as of the RFP issue date of this solicitation or a project that has been completed within five years (5) years of the RFP issue date of this solicitation. Offerors shall indicate the percentage of work that is complete if currently underway. “Relevant” past performance information is one indicator of an Offeror’s ability to perform the contract successfully.
Where the word “relevant” appears it is understood to mean a project effort that is similar, and that has a logical connection to the context of this solicitation in terms of scope (similar type of work, size, magnitude of effort, complexities and dollar value) as projects described in Section C of this solicitation. The Government will only evaluate the past performance information of the Offeror signed on the SF 33. Accordingly, past performance information of subcontractors to the Offeror, parent or affiliated companies, predecessor companies, etc., or key personnel will not be considered.
(a) DEMONSTRATED EXPERIENCE (Tab A): The Offeror shall provide no more than five (5) examples of “recent”, “relevant” CRS projects that demonstrate the company’s diversity of effort.
A project does not have to be under an IDIQ contract, but where it is, clearly indicate so. The Offeror may use Attachments 1and 2 at the end of this section to convey their experience. Overall, an Offeror’s experience must reflect at least three (3) of the types of work identified in Section C of this solicitation.
Project information required: For each project example submitted, the Offeror shall furnish, at a minimum, theinformation specified below (Attachment 1 is provided for your use). Each project effort is to be submitted on separate project data sheets.
(1) Company name
(2) Name of project
(3) Contract or task order number
(4) Project start and completion dates (provide month/year)
(5) Location of project
(6) Cost of the project (identify if the cost given is the total project cost or the cost of the work performed by your company)
(7) Owner
(8) General scope of project to include identification of applicable categories above
(9) Your role (prime or subcontractor) and work your company self-performed on site other than project management services.
(10) Extent and type of work subcontracted out by your company
(11) Owner's point of contact for reference to include telephone number and email address
4.2 QUALITY OF PAST PERFORMANCE (Tab B).
4.2.1 The Offeror shall submit evidence of the quality of their past performance on projects submitted in the paragraph above. The Offeror shall provide a completed contractor performance evaluation, whether interim or final, found in the Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov. If a completed contractor performance evaluation does not exist in PPIRS (example, non-U.S. Government projects) the Offeror shall provide a completed Past Performance Questionnaire (PPQ) (Attachment 2). If, at the time of evaluation, a completed contractor performance evaluation exists in PPIRS that conflicts with a submitted PPQ, the completed contractor performance evaluation in PPIRS will govern. Projects for which a past performance evaluation (either from PPIRS or a PPQ) has not been received (either from the Offeror or directly from the customer) on or before the proposal due date will not be evaluated.
4.2.2 Any past performance surveys/assessments/evaluation forms, other than PPIRS or the PPQ Form provided at the end of this section, are unacceptable submissions by the Offeror to evidence the quality of its past performance and will not be considered or evaluated.
4.2.3 Completed PPQs (Attachment 2) that were submitted in response to previous solicitations may be used in this source selection. However, Offerors shall not simply incorporate any those PPQs by reference, but rather provide them with their proposal. Offerors are advised that the Government reserves the right to consider previously submitted past performance information in this evaluation, and while the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
4.2.4 If an Offeror has been required to take corrective action for any substandard performance, experienced other performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc., the Offeror shall explain the circumstances and the corrective actions taken.
4.2.5 If an Offeror’s client will only provide completed PPQ’s directly to the U.S. Army Corps of Engineers, Mobile District, it is the Offeror’s responsibility to ensure their client submits the PPQ before the proposal due date using the following electronic mailing address:cesam.plansroom@sam.usace.army.mil
(i) Joint Venture Submission Requirements. Offerors submitting proposals as a Joint Venture (JV) must sign all contract documents and shall obtain a DUNS number and be registered in the System for Award Management (SAM) as the offering Joint Venture. To comply with paragraph 3(1) of this section, a JV Offeror must provide projects performed by the JV that reflect the JV’s ability to perform the work required in this solicitation. If the Offeror has little or no past performance as a JV, the Offeror must provide those “recent”, “relevant” projects that it has performed as a JV, and then it may supplement the record with additional “recent”, “relevant”projects performed by each JV member in their individual capacities. In such instance, each JV member may submit no more than five projects, to include those performed as a JV, if any.
(ii) Verification: The Government reserves the right to verify the past performance record of cited projects or other recent projects not submitted by reviewing the Past Performance Information Retrieval System (PPIRS) or other Government appraisal systems or by interviewing owners or references. The Government may check any or all cited references to verify supplied information. An Offeror will be afforded the opportunity to reply to or explain adverse performance information to which the Offeror has not previously had an opportunity to respond.
(iii) Another Corporate Entity’s Past Performance Information: In Factor 3 Company effort demonstrated by another corporate entity not named on the SF 33 will not be evaluated nor will the effort be attributed to the Offeror.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner.
A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified.
Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions.
The contractor’s proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
No information or did not apply to your contract
Rating will be neither positive nor negative.
