PERFORMANCE WORK STATEMENT (PWS)

Water Resources Review and Research, Hydrology and Hydraulic Studies

Solicitation No: W9126G-20-Q-0092 Contract No.: W9126G-20-P-#TBD

Revised 9 October 2020

1. General: This is a non-personal commercial services contract to perform Hydrology and Hydraulic Studies and Reviews for the Water Resources Branch of the U.S. Army Corps of Engineers (USACE), Fort Worth District. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items of non-personal services necessary to perform required Hydrology and Hydraulic studies, as well as perform reviews of previously completed Hydrology and Hydraulic studies.

2. Objectives: Each task will have specific goals and milestones to be met and are outlined below.

The table below includes a PWS reference and historic annual (12-month) contractor manpower equivalent (CME) information.

2.1 BASE TASK 1: LOSS RATE STUDY EXPANSION (Not to exceed $25,000)

2.1.1: The Water Resources Branch currently has an on-going Loss Rate study that is focused on the Guadalupe and Trinity watersheds. This task will expand that study area of focus to include the Brazos and Neches watersheds. The University will perform a loss rate study of the initial and constant loss rates that have been observed to occur during rare or extreme precipitation events in Brazos and Neches watershed in Texas. USACE will provide the university with an array of recent storm calibrations, loss rates, and hydrologic models that have been developed for other studies. Initial and constant losses will then be correlated to soil type, development of storage in the basin, and rare frequency peaks stream discharges, such as the 2%, 1%, and 0.2% annual chance exceedance.

2.2 BASE TASK 2: TECHNICAL REVIEW OF HYDROLOGY AND HYDRAULIC REPORTS

(Not to exceed $25,000).

2.2.1: Perform an independent technical review of various hydrologic and/or hydraulic modeling and reports. Provide feedback regarding adequacy of the hydrologic methods, recommendations for improvement, and concurrence or non-concurrence with the recommended frequency discharges.

Coordinate with USACE hydrologists to address any identified issues in order to achieve concurrence with the final study results. The first review will be associated with the Trinity Watershed Hydrology Assessment.

*NOTE: Task 2 (TECHNICAL REVIEW OF HYDROLOGY AND HYDRAULIC REPORTS) services MAY be exercised up to two times during the Base and Option Periods. See CLIN Schedule for details.

2.3 BASE TASK 3: RARE AND EXTREME STORM DATA COLLECTION (Not to exceed $2,500)

2.3.1: As an extension of the loss rate study from Task 1, the contractor will collect additional storm data for rare or extreme storms in Texas along with their corresponding loss rates and soil conditions. A written summary of the data collected will be provided to USACE by March 1st, 2022 for Water Year 2021.

2.4 OPTIONAL TASK 4: REGIONAL REGRESSIONS FOR TRINITY AND GUADALUPE

BASINS (Not to exceed $100,000)

2.4.1: Develop Regional Regression Equations for the 1% ACE flow (100-yr) for Trinity and Guadalupe River Basins (Approximately 100 locations) utilizing Results from Calibrated HEC-HMS model.

Regionalization studies attempt to develop regional relationships to help with making estimates where time and funds are limited. Various correlations between HEC-HMS model results and measurable watershed characteristics will be investigated to determine regional equations that can be used to estimate the 1% ACE flow. Review and analysis of typical hydrologic and hydraulic modeling and reports for other projects that are to be completed within the option period’s date range may also be required.

2.5 OPTIONAL TASK 5: UPDATE OF SNYDER’S PARAMETERS (Not to exceed $100,000)

2.5.1: Perform a study to verify and/or update the USACE Fort Worth District urban equations for estimating Snyder's lag time and peaking coefficients based on observed gage data, soil type, land use, and modern storm water management practices. References: Nelson, T.L. “Synthetic Unit Hydrographs Relationships, Trinity River Tributaries, Fort Worth-Dallas Urban Area”, Seminar on Urban Hydrology, Davis, CA, 1970. Rodman, P.K. “Effects of Urbanization on Various Frequency Peak Discharges”, USACE Water Resources Meeting, Albuquerque, NM, 1977. Review and analysis of typical hydrologic and hydraulic modeling and reports for other projects that are to be completed within the option period’s date range may also be required.

2.6 OPTIONAL TASK 6: WATERSHED CHARACTERISTICS FOR USGS GAGES (Not to exceed $80,000)

2.6.1: Develop Measurable Watershed Characteristics at all current (570) USGS Stream flow gages in Texas utilizing HEC-GeoHMS. Regionalization studies attempt to develop regional relationships to help with making estimates where time and funds are limited. Utilizing GIS to obtain measurable watershed characteristics across the State of Texas would help facilitate future regional studies in developing frequency-based peak discharge estimates. The measurable watershed characteristics are determined when performing sub basin delineation using HEC-GeoHMS. Review and analysis of typical hydrologic and hydraulic modeling and reports for other projects that are to be completed within the option period’s date range may also be required.
