To receive an ACCEPTABLE rating the past experience project must represent a single undertaking with a contract price of $10M or more and having at least 100,000 CY of engineered fill placement, that was completed or substantially completed in the last 5 years (as early as September 2013), and that received a satisfactory rating of 3 or higher on CPARS reports or equivalent.. The Government may contact the Offeror’s provided project reference toverify the accuracy of the contract and project information provided and to verify the accuracy of the provided performance report.
Acceptable Past Performance information shall be provided in the form of CCASS or CPARS reports, or the Questionnaire included herein. The evaluation process will consider only past performation that meets the requirement stated above (a civil works contract with a price of at least $10 million and having at least 100,000 CY of engineered fill placement that was completed or substantially completed in the last 5 years—as early as September 2013).

Include the applicable contract name and number and contracting agency contact information for each referenced experience and identify how past experience deviates from the listed feature of work or operation. Each narrative (including project identification and contact information) shall not exceed a total of 3 pages (this includes front and back with a font no smaller than 10):
Features of Work/Operations:
a) Engineered fill construction consisting of fine, coarse, and cohesive materials placed in discrete layers without mixing or cross-contamination.
b) Constrained project limits with limited work areas, stockpiling areas, long hauls, and public motorist and foot traffic.
c) Benching existing slopes and placing cohesive engineered fill in a strictly controlled manner while limiting slope exposure.
d) Excavating trenches at least 5-foot wide through a saturated area while using a wellpoint system for dewatering.
e) Conducting operations safely (according to OSHA or EM 385-1-1 requirements) and simultaneously at multiple sites and keeping on schedule when the work sites are separated from one another and from the borrow source by considerable distance.
Each of the above Features of Work/Operations will be rated separately against the standard of acceptability. If one Feature of Work/Operation fails to meet the acceptability standard and is deemed Unacceptable then the entire Criteria is Unacceptable and is no longer considered for the prequalification of sources list. Note that offeror’s narratives may reference sections to avoid repeating information relevant to multiple Features of Work/Operations.
Standard of Acceptability:
Standard of acceptability for each Feature of Work/Operation is met with the offeror demonstrating (1) successful experience that is demonstrated to be directly on point with the Feature of Work/Operation described or (2) very similar successful experience is demonstrated, variations from the applicable Feature of Work/Operation are described, and the technical and operational considerations are well thought out and described so as to reasonably assure safety (including dam safety), quality, and schedule requirements will be met.

b) Auguring or boring small and/or large diameter (4-inch to 48-inch) cased holes through clay, sand and shale materials to depths up to approximately 50 feet. The foundation materials have the potential to be saturated and to have sufficient pore pressure to create a heave and/or blow out situation.
Standard of Acceptability:
