IMPORTANT

PREQUALIFICATION QUESTIONNAIRE (PAGE 2 OF 3)

• A TOTAL of 30 pages is allowed for the Implementation Approach Narrative.

• The contractor shall address the implementation approach for each scenario within the 30 page limit (e.g. the total narrative is limited to 30 pages – that is for both scenarios combined)

• Interested parties should address each of the following items in its narrative:

• Schedule

• Management Team

PREQUALIFICATION QUESTIONNAIRE (PAGE 3 OF 3)

• Firms failing to sign the questionnaire will be deemed unqualified for the Prequalification List.

• Electronic Signatures are acceptable.

• Questionnaires (and associated Implementation Approach and surety letters) are due on 6/30/17.

PHASE 1 SELECTION

• The Government will provide all of the firms on the Prequalified Sources List notification of its intent to advertise a requirement. The notification will include:

• A brief summary of the requirement

• Evaluation criteria for Phase I

• General information about the evaluation criteria that will be used for the Phase II solicitation

• A request for each firm to provide the Government with a positive or negative statement of interest in proposing on the project

• The government will not request additional information beyond confirmation of interest for the Phase I evaluation.

• The firms will be provided a closing date by which they must respond positively or negatively to their interest in competing on the specific project. Any pre-qualified firm that fails to respond to the notification of intent within the allowed time will not be considered for award.

• The Government will consider each firm's competitive qualifications (implementation approach as provided during the prequalification selection process and past performance data), which will represent Phase 1 of the two-phase selection process. Up to 5 most highly qualified firms will be selected to submit Phase II proposals.

PHASE 2 SELECTION

• Project-specific Phase II solicitations will be sent to up to the 5 the most highly qualified firms as determined in the Phase I evaluation.

• The receipt of proposals due date will generally be 30 days after issuance of a project solicitation.

• Selection will be based on Best Value Trade-Off procedures.

• Phase II solicitations and Contractor proposals will be sent via AMRDEC safe file exchange.

• Award notices will be sent out after completion of the Source Selection Evaluation and applicable pre-award internal reviews (e.g. Legal Review, Peer Review, etc.)
