It is the bidder’s responsibility to ensure that the information provided in each representation and certification is completed truthfully and completely. Once an “Apparent Low Bid” has been selected the bid submission will be examined to ensure that it completely addresses all of the requirements listed in Section 00100 of the IFB.
a. The Contracting Officer will determine that a prospective contractor is responsible (Subpart 9.1) and that the prices offered are reasonable before awarding the contract. The price analysis techniques in 15.404-1 (b) may be used as guidelines as provided for in Subpart 14.408-2.
b. The Government may determine that an offer is unacceptable if it is determined that the proposed line items are materially unbalanced (e.g. abnormally high cost line items followed by abnormally low cost line items proposed in a combination to give the appearance of reasonableness in an effort to gain award), as defined under FAR Subpart 15.404-1 (g).
c. The otherwise lowest-priced responsible bidder may be required to confirm/validate its price on a Contract Line Item (CLIN), element, or total price basis, and/or provide additional information in support of their price, prior to contract award at the Government’s request and discretion.

Failure to provide this documentation will render the bid/offer non-responsive and no further consideration will be given to that bidder for award of this contract.
5. Pre-Bid and Pre-Construction Conferences: The Contracting Officer will conduct a pre-bid/pre-proposal conference in conjunction with the site visit. All potential bidders/offerors attending the site visit are highly encouraged to attend the pre-bid/pre-proposal conference.
