Section M - Evaluation Factors for Award

EVALUATION OF COMMERCIAL ITEMS

M-1 Award Based on Best Value to the Government

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, in terms of technical approach, past performance and price. Within the best value continuum, the Government will employ a tradeoff analysis in accordance with FAR 15.101-1 in evaluating the proposals submitted. Offerors must satisfy the requirements described in the performance criteria, as well as other RFP requirements. Offers that take exception to any performance criteria are unacceptable.

M-2 EVALUATION FACTORS AND RATING METHODOLOGY

M-2.1 Evaluation Factors

In determining the best overall response, the combined non-cost/price factors are more important than the cost/price factor; however, cost/price is a significant factor. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical proposal is more advantageous to the Government and warrants the additional cost. Proposals shall be evaluated on the following three factors, listed in descending order of importance, where factor 1 is more important than factor 2; factor 2 is more important than factor 3.

Factor 1: Technical Approach Factor 2: Past Performance Factor 3: Price

M-2.1.1 Factor 1- Technical Approach (Volume I)

Technical Approach will be evaluated and rated as Acceptable or Unacceptable. Offerors must demonstrate thorough knowledge and understanding of how to efficiently and effectively fulfill the Government's requirement, not merely regurgitating the requirements in the PWS.

Factor 1 will receive one of the adjectival ratings as defined below:

Technical Acceptable/Unacceptable Rating Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation

M-2.1.2- Factor 2- Past Performance

Past Performance will be evaluated and rated as Acceptable or Unacceptable (see note below). To be considered acceptable, past performance must be recent and relevant. To be considered recent the Past Performance must h have been within the past three years. To be considered relevant the past performance must be for work of a similar size and scope of this requirement. The Government will then provide a rating of “acceptable” or “unacceptable” based on an evaluation of the three completed projects, provided by the offeror.

Past Performance Evaluation Rating

Rating Description

Acceptable

Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.

Unacceptable

Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will successfully perform the required effort.

Note: In the case of an offeror without a record relevant past performance or for whom the information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2) (iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

M-2.1.3- Factor 3- Price (Volume III)

Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b). Through these techniques, the Government will determine completeness and reasonableness.

a. Completeness: To be complete, the Offeror must provide all the pricing that is necessary to adequately evaluate the proposal. All CLINs must be priced. The Government may determine that an Offeror is unacceptable if the prices are significantly unbalanced. Unbalanced pricing exists when the price of one or more contract line items or supporting labor breakout is significantly over or understated. The Government will evaluate all offers for award purposes by adding the total.

b. Price Reasonableness: Reasonableness will be determined by comparing the Offeror’s total proposed price to the total price proposed by the other Offerors. Comparisons will focus on the total CLINs for the basic requirement. Additionally, total proposed prices may be compared to the Independent Government Estimate (IGE) and market labor rates to determine the reasonableness of price.

M-2.1.3.1-Options The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
