PWS
PERFORMANCE WORK
STATEMENT
EQUIPMENT SANITIZING/DISINFECTING with AGRICULTURAL
DISINFECTANT
3CAB, 3ID EUCOM ROTATION
Requirement: The contractor shall provide support of deployment preparation by disinfecting approximately 2,030 pieces of equipment (see attached equipment listing) with Virkon S 1% Solution (Calla 1452 for aircraft tires only) at Hunter Army Airfield, in accordance with this PWS and attachments. The worksite location near Saber Hall will be where shipping containers are disinfected. Approximately 608 containers will be brought to that site for disinfecting; approximately 150 will be staged and ready on the first day of the performance period, with approximately 150 more containers brought in relatively steadily during each of the following weeks. The worksite location near Truscott Air Terminal/ADACG will be where all other equipment pieces (rolling stock) are disinfected. Approximately 1,422 pieces of equipment will be brought to that site for disinfecting; approximately 450 pieces will be staged and ready on the first day of the performance period, with approximately 250‐350 more pieces brought in relatively steadily during each of the following weeks.
Period of Performance
1.1 Period of performance is 23 January ‐ 24 February 2023. Contractor shall not work on weekends or on any Federal holidays, including 17 February through 20 February to honor Presidents’ Day, unless not working on those days would prevent the sanitization of all required equipment on or before 24 February 2023 (if the Contractor determines it necessary to work on any weekend/holiday days due to the pace of equipment pieces being made available to them by the Government, the Contractor must submit a request to work on those days through the Contracting Officer’s Representative to the requiring activity’s leadership).
NOTE 1: Location(s) and/or quantity may be subject to change. All services will be conducted at two locations on the flight line (not motor pools) on Hunter Army Airfield. Please note, due to the nature of the training exercises conducted, the POP dates may shift slightly. In the event this happens, the Contracting Officer will notify the contractor within 12-24 hrs. to adjust accordingly.
NOTE 2: The Government may need to vary quantities by +/- 15% due to operational requirements. Any such increase in the number of equipment pieces to be services shall be considered in-scope and will be effected by a modification to the contract.
2.0 Scope
2.1 All work shall comply with applicable State, local and Federal laws and regulations, industry standards, manufacturer’s specifications and recommendations.
2.2 The Contractor shall be responsible and bound by all OSHA regulations, and the US Army Environmental and Health Requirements Manual (EM 385-1-1). Where the standards conflict, the Contractor shall perform to the higher standard.
2.3 Contractor will not have to perform any cleaning or provide any power washing equipment. Contractor shall provide labor, equipment, and chemicals to sanitize only all pieces of equipment at two (2) flight line locations on Hunter Army Airfield. The Contractor will not have to open any compartments on equipment to spray, only the exterior surfaces (to include underneath equipment). At the worksite for disinfecting shipping containers, the Government will operate one (1) 30K forklift and one (1) 10K forklift to lift the containers so that the Contractor can disinfect the bottom surfaces. The Government understands that this may limit the throughput pace for the Contractor.
2.4 The contractor shall ensure that each piece of equipment is free from waste, dirt, soil, mud, sand, organic, vegetal, animal or fecal matter, including insects, snails, spiders, cocoons, eggs or larvae. The contractor shall spray each piece of equipment with the appropriate chemical - Virkon S for all equipment and Calla 1452 for aircraft wheels. Chemicals must have at least ten (10) minutes of contact time on each piece of equipment for effective sanitization.
2.5 The Contractor shall be responsible for repairing any damage to facilities or surrounding areas. If damage occurs, the Contractor shall notify the COR immediately. The Contractor will be allowed to leave their equipment on-site during non-working hours/days, but the Government does not assume responsibility for the security/condition of any such equipment left unattended.
2.6 The Contractor shall provide their employees with required protective gear and ensure that they utilize the gear during work.
2.7 The Contractor shall perform during normal working hours, 8:30 a.m. to 4:30 p.m., Eastern Time. On the first day of the performance period only, the Contractor will be able to access the worksites at 7:30 a.m. EST to set up and begin operations.
2.8 The Contractor shall perform daily clean up without exception.
During disinfecting, there shall be no use of any tobacco products within 50 feet of the site. Any areas disturbed by this service shall be returned to the original condition prior to the final inspection date.
2.9 The Contractor shall make a maximum effort to minimize
disruption to the normal operations in the surrounding buildings, parking areas, and building access.
2.10 ADDITIONAL INSTRUCTIONS
Virkon S — Directions for General Use
A 1% Virkon S solution is recognized by industry and governments worldwide as a disinfectant of choice for livestock disease prevention and control. It is versatile and can be used for non-porous hard surfaces, agricultural production equipment, vehicles, wheels, boot disinfection and daily farm premise disinfection. Disinfection of moveable equipment require a 1:100 (1%) solution. To apply, spray equipment with Virkon S solution at an application rate of 300ml/m2.
Dilution Instructions
Virkon S is available in individual 1.3‐ounce (29.6 millimeters [mL]) packets or in bulk tubs that include a 1.3‐ounce measuring scoop. A 1% solution is obtained by mixing 10 grams of Virkon S powder with 1 liter of water or 1.3 ounce per gallon of clean water. Practice the following procedures when using Virkon S:
Dilution Requirement ‐
1. Do not apply Virkon S powder directly on surfaces you are trying to disinfect; always mix with water first.
2. Always prepare the Virkon S solution in a clean container of known volume.
3. If using bulk product, measure the correct amount of Virkon S powder using the provided measuring scoop. The scoop holds approximately 1.3 ounces (29.6 ml) of Virkon S powder which, when added a gallon of water, will make a 1.0% disinfectant solution.
4. Stir or agitate the mixture to dissolve the Virkon S powder.
5. After application of the solution to the surface(s) to be disinfected, allow a minimum of ten (10) minutes contact time and follow up with a clean water rinse. One gallon of solution is sufficient to disinfect approximately 135 square feet (12.5 square meters).
6. Virkon S solutions are stable for up to seven days. Test strips shall be available at all times to determine the mixed solution’s strength.
Safety Precautions for Virkon S
Virkon S is a disinfectant in the peroxygen (hydrogen peroxide) family. It is 99.9% biodegradable and breaks down to water and oxygen. Independent studies have shown that diluted Virkon S should not, when used as directed, pose any threat to sewage treatment facilities. Despite this, the Contractor shall contain the used chemicals’ runoff. The Government understands that this may limit the mobility of the disinfecting crews within the sites. Virkon S is available from several locations to include American Veterinarian Pharmaceuticals, Carolinas, Animal Health International, East of the Rockies and Best Veterinary, Delmarva, Midwest among others.
Skin Contact
Virkon S diluted in water according to package directions (1% solution) is not a skin irritant. Skin contact with dry powder may cause skin burns or ulceration. In rare cases for sensitive individuals, skin contact with dry powder may cause an allergic skin reaction. Use rubber gloves when mixing dry powder with water. If skin irritation occurs after accidental contact with dry powder, take off contaminated clothing. Rinse skin immediately with plenty of water for 15–20 minutes. Call a Poison Control Center or doctor for further treatment advice.
Eye Contact
Virkon S diluted in water according to package directions (1% solution) is not an eye irritant. Eye contact with dry powder may cause eye corrosion or ulceration. Severe eye damage may result if not immediately treated. Always use safety goggles when mixing dry Virkon S with water. If accidental contact of dry powder with eyes occurs, hold eyes open and rinse slowly and gently with water for 15–20 minutes. Remove contact lenses, if present, after five minutes, then continue rinsing eyes. Call a Poison Control Center or doctor for further treatment advice.
Inhalation
Inhalation of this product may cause nose bleeding or irritation of the upper respiratory passages, resulting in coughing, sneezing, runny nose and sore throat. Gross overexposure may cause ulceration of mucous membranes. Use a dust mask when mixing dry powder with water. If accidental inhalation occurs, move the victim to fresh air. If a person is not breathing, call 911 or an ambulance, then give artificial respiration, preferably mouth‐to‐mouth. Call a Poison Control Center or doctor for further treatment advice.
Ingestion
Ingestion of this product may cause gastritis, with stomach pain, nausea, vomiting, diarrhea, headache or weakness; possibly progressing to necrosis or hemorrhage with gross overexposure. If accidental ingestion occurs, call the American Association of Poison Control Centers (1‐800‐222‐1222) or doctor immediately for treatment advice. Have person sip a glass of water if able to swallow. Do not induce vomiting unless told to do so by the poison control center or doctor. Do not give anything by mouth to an unconscious person.
Summary
Summarized, wear a dust mask and eye protection when mixing powder.
Wear rain gear and gloves if spraying and position personnel upwind from the spray. When handling or spraying 1% Virkon S disinfectant, wear protective equipment (mask, gloves, goggles, rain gear, etc.) and use in a well‐ventilated area. Follow precautions on the Material Safety Data Sheet.
