Site Visit – Questions and Answers for Renovate Bldg 128, HAAF, GA
RFI #1- The CLIN schedule for this solicitation (Section B) has five (5) pricing lines which are to be broken-out as part of the proposal submission. Can you please clarify why costs are to be illustrated for CLIN item 005 "Contract Manpower Reporting (CMR)"? Is this simply administrative costs anticipated for tracking weekly certified payroll reports to ensure compliance with Davis Bacon Wage Act requirements?
*Refer to Section H Contract Manpower Reporting (CMR) with details of this requirement.
“As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement.”
The statement above is listed in the CMR statement in Section H meaning that if you will occur any cost for providing the information then you will add that cost to the CMR Clin.
RFI #2- Per the project specifications section 13900 the new fire suppression system is to comply with "Governing codes and regulations". Under the "compliance" section the only codes listed are NFPA 13 and NFPA. Please verify that there are no UFC code requirements which are anticipated to be included within the fire suppression scope.
*YES – UFC codes shall apply to this project.
RFI #3- Is a submittal register available which will illustrate the pre-construction submittal expectations? It appears the solicitation illustrates the submittal expectations for division 2 - Division 16 within the submittal schedule) beginning on page 193
*The Submittal List located in Section J outlines the submittal requirements.
RFI #4 - Per specification section 15900 the DDC controls are required to interface with the existing Metasys EMCS installed on the HAAF site. Can you please provide the name of the DDC contracting company who currently supports HAAF to ensure the new DDC is able to interface with the existing system?

RFI #5 - Per the solicitation "MICC Requirements" section 52.236.06 - Superintendence by the Contractor a resume of the proposed superintendent is required upon notice of award. Please provide the requirements for a superintendent to be deemed acceptable for this project.
*The Superintendent must speak English, Experienced in Construction, and have OSHA 30 Safety.
RFI #6- Blast Mitigation is specified for the alum. Windows (Section 08520) and includes the requirement for the awarded contractor to "Submit window anchorage calculations prepared and stamped by a qualified licensed engineer" along with "Provide glass and framing calculations prepared by Professional Engineer". Per 08520 section 1.3 C it appears that UFC 4-010-01 is the requirement which must be met for the windows and the anchoring plan. Please verify there are no other ATFP or UFC references applicable to this requirement. Since this is a Federal installation we assume any PE is appropriate but if the PE must be licensed in the State of Georgia please let us know as well.
*As far as the blast mitigation requirements for windows, UFC 4-010-01(9 Feb., 2012 w/Change 1, 1 October 2013) is the standard that must be met. The UFC outlines the methods, standards and other criteria that must be met. General (generic) blast test reports on manufacturers stock windows will not be accepted unless the proposed window matches the composition of each specified window (W x H, framing material, anchorage substrate, etc.)And was tested with the same or greater explosive weight at a distance equal to or closer than that specified on the plans.
If the above cannot be provided by the manufacturer then blast mitigation window calculations must be provided via a submittal indicating that the requirements for glazing, window frame and anchorage have been met. The calculations must be provided by a PE licensed in the State of Georgia.
RFI #7- Per 08710 Section 1.2 the awarded contractor is required to submit a key bitting chart and per section 1.3 conduct a "Key Conference". Please verify that the awarded contractor is to provide all cores and keys (not provide cores to the lock-shop for keying).
*The contractor shall provide all cores and blank keys and will be responsible for having the cores keyed but will not be in possession of them after the cores have been keyed. All cores and keys shall be sent directly to the government (COR) after the keying process has been completed.
RFI #8- Per 03300 Section 1.4 B it is the awarded contractor’s responsibility to employ an independent testing agency acceptable to the Government to perform material testing of the cast-in-place concrete. Is there a current list of testing firms that the Government will find acceptable related to this project?
*There is no list of acceptable testing agencies. There is an agency in this area that has been used quite frequently on FS and HAAF construction projects but because of “sole sourcing” restrictions, the agency will not be named. As long as the testing agency has the credentials to prove that they qualify, the contractor can choose.
RFI #9 - Roof drawing shows EPDM roofing and specs call for TPO roof. Please clarify.
*TPO, as indicated in the specifications.
RFI #10 - I want to inquire about this job and if the abatement and selective demo will be bid separately or will the whole job go to one general contractor?
*There will be no separate bids for this project. All bids will go through the bidding General Contractor.
