AMENDMENT 003
1. The required response date/time has changed from 12-Mar-2019 01:00 PM to 19-Mar-2019 01:00 PM.
2. The following changes have been made to the Performance Work Statement (PWS):
PWS paragraph 5.3.10.6 has been deleted and replaced in its entirety with:
o 5.3.10.6 Units Field Training. The contractor shall deliver as many as one hundred and fifty (150) 8 CY containers to locations within 15 miles of cantonment area to support units training in the field. This may occur as many as 10 times during the year. Containers will be dumped as needed.
The contractor shall wash containers once per week in accordance with Paragraph 5.5.3.2. The 150 8 CY containers is based on historical data and anticipated needs of the requirement.
PWS paragraph 5.9.1 has been deleted and replaced in its entirety with:
o 5.9.1 The contractor shall man the landfill entrance during the hours of 8:00 A.M. to 4:30 P.M., Monday through Friday, excluding legal public holidays to direct traffic flow. The contractor shall direct hauling traffic onto truck scale for weighing and shall ensure that the scale is operational each day. Contractor shall contact the contracting officer within one hour if the scale becomes inoperable. The contractor shall perform operational maintenance on the scale to include removing excess mud from underneath and around the scales. The contractor shall have the scale calibrated quarterly and is responsible for the cost of the calibration. The government will provide repair service for the scale. If the scales require calibration above the quarterly inspection and calibration then the government will be responsible for the additional calibration. The contractor shall ensure that the backup battery which powers the truck scale during power outages remains charged. The contractor shall complete IMKN-PW Form 1051, Daily Landfill Municipal Waste Quantity Report, each day to include date, truck size, and owner of truck, full weight, empty weight and total refuse weight and shall turn in to Contracting Officer by the second workday of each month. Contractor shall complete IMKN-PW Form 1053, Monthly Landfill Municipal Waste Quantity Report each month and shall turn in by the 5th workday of the following month. The contractor shall complete IMKN-PW Form 108, Daily Landfill Waste Quantity Report, Construction Demolition Debris Landfill, each day weighing is performed to include date, truck size, owner of truck, source and type of waste, full weight, empty weight and total waste weight.
In addition, for each truck hauling waste into the landfill, contractor shall complete IMKN-PW Form 1060, Weight Ticket, with the same minimum information specified above for IMKN-PW Form 108 and shall maintain on file. Contractor shall provide a facsimile copy of the completed IMKN-PW Form 108, Daily Landfill Waste Quantity Report to the contracting officer NLT 9:00 A.M. of the following workday. Contractor shall complete a monthly IMKN-PW Form 108 that includes the total amount of waste by type of waste received each month and shall turn in by the 5th workday of the following month. Contractor shall direct non-CD waste to a designated dumpster for offloading from a ramp and shall use a backhoe or other available equipment to compact waste in the ramp dumpster to minimize number of trips to disposal facility. The landfill contractor shall segregate mixed waste and shall dispose of CD waste at CD landfill.
PWS paragraph 5.9.3 has been deleted and replaced in its entirety with:

3. Questions and Responses Clarification:
Q1: In regard to Scale calibration, 5.9.1, 3.8 reference that the government is responsible, 5.9.3 says contractor. We assume the intent for the contractor to be responsible like is currently being performed.
A1: The contractor shall have the scale calibrated quarterly and is responsible for the cost of the calibration. The government will provide repair service for the scale. If the scales require calibration above the quarterly inspection and calibration then the government will be responsible for the additional calibration.
Q2: 5.3.10.6 says up to 75 cans, last year we took 187.
A2: Based on historical quantities and this requirement’s anticipated needs, PWS section 5.3.10.6 is revised to read one hundred and fifty (150) 8 CY containers.
