W9124D-18-T-0062 Augmented Reality Photo Compositing System

Questions/Answers

1. Is there a specific size desired for the photo booth? As this has to fit in a semitrailer van, what are the height limitations?

Answer: No specific size required; however, assume the technology will dictate the required size to account for technology limitations. The space available is 54” wide x 37” deep x 87” height.

2. Will the person who goes in the photo booth be sitting or standing?

Answer: Depends on the photo, which will vary and there may be a prop in the photo.

3. Is the same entrance and exit location acceptable or do you prefer a separate entrance and exit?

Answer: Separate entrance and exit.

4. Can the photo booth be built inside the trailer or do you prefer it is modular so that it can be built, disassembled and reassembled inside the trailer?

Answer: The photo booth should be built inside/into the trailer, not modular.

Vendor will determine the best way/method to accomplish the requirement.

5. Is it acceptable to assume the contract manager will be available by phone and not on-site? Is there an anticipated time commitment for the contract manager (other than availability during operating hours – i.e. expected contact time)?

Answer: Expect the contract manager to be on site for the install and training.

6. Is there a specific anticipated size of the cloud service?

Answer: The cloud should be capable to support storage of 100-200 photos per day for 150 days per year. Ideally the cloud capacity would be able to expand as we expect to expand the number of systems.

7. Regarding tech support – Is this specific to troubleshooting the photo booth? I.e.

will there be any additional tech support requirements?

Answer: Requirements include the photo booth and any peripheral/ancillary support technology. Expectation is that version updates will coincide with different social media platforms as they update.

8. Is it fair to assume the four (4) tablets are to be used for the individual to select where he/she wants his/her picture sent following taking the photo in the photo booth?

Answer: Yes.

9. Is the 40” screen specifically for inside the photo booth?

Answer: Yes, for the subject to position themselves within the green screen scene.

10. Are the employee classes a requirement or can we use different classes? Does the illustrator have to be separate from the programmer (i.e. we have an illustrator who is also a programmer), is it acceptable to use the same person for the development?

Answer: The Government expects that vendors will propose the appropriate personnel (qualifications, labor mix, etc.) to successfully execute the requirement and meet the needs of the Government as detailed in the solicitation. Please see the Amendment to the Solicitation.

11. Will the contractor be provided with the scenes or do they frequently change?

Answer: No, the expectation is the contractor will develop scenes and have the capability to develop additional scenes at cost.

12. Can the contractor attend a post award conference virtually or do we need to include travel for this?

Answer: The Government will request that any meeting be held virtually when feasible. The Post Award Conference meeting will likely be an in person meeting that can take anywhere from one (1) to three (3) hours depending on requirement complexity and discussions. Periodic Progress Meetings could occur at any time to monitor progress on the custom application development, contract performance, etc. These meeting will most likely be held virtually.

13. Should the contractor account for the fact that a visitor may be wearing green?

I.e. can we provide a prop for the person to wear or should we have a separate color screen system as a backup?

Answer: Contractor is expected to develop a solution to a known concern.

14. What is meant by “live camera”? Can a tablet with a high resolution camera be used?

Answer: Live camera enables the subject to position themselves in the scene before the photo is taken.

15. Does the customer want an closed booth or is the intention for an open layout booth?

Answer: No physical booth required. Assume technology will dictate.

16. The POP for this effort starts 9/1/2018. The delivery date for the system and all hardware is specified on 9/1/18. This date is a Saturday before the Labor Day holiday. Will the government accept delivery early on 8/31/18 or later on 9/4/18?

Answer: The Government does not expect completion of the system comprising application and the hardware to be delivered at the start of the POP. The Government expects that system of this scope could be produced within a 9 week timeframe.

17. Will the government accept delivery of the system and hardware and the 8 hour setup and training on the same day or sequential days?

Answer: The Government prefers sequential days. The timeline is critical to ensure availability of the exhibit (trailer) that the system will be set up in. These dates will be determined once the system has been completed.

18. When is the quality control program/QASP due to the government? Should this be delivered with the RFQ or only after award?

Answer: The Quality Control Program will be due seven (7) days after contract award. Please see the Amendment to the Solicitation.

19. For Key Personnel, (Contract Manager, Illustrator, System Engineer and Program Manager) are resumes required to be submitted with the RFQ. Also qualifications are only listed for the Contract Manager and a System Administrator (which is not included in the key list). Please include qualifications for all required key personnel.

Answer: The Government expects that vendors will propose the appropriate personnel (qualifications, labor mix, etc.) to successfully execute the requirement and meet the needs of the Government as detailed in the solicitation. Please see the Amendment to the Solicitation.

20. The RFQ states “The contract manager or alternate shall be available between 8:00 a.m. to 4:30p.m, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons” and CLIN 0004/Item 0004 states, one year of technical support is required. Can the government estimate how many hours per month the government will require Contract Manager and Technical support.

Answer: The Government cannot provide an estimate. The estimated hours required will be determined by the reliability of the technology / system.

21. For cost tables is it intended for CLIN 0001/Item 0001 to include the cost of all required software for the photo booth system or should the software cost be included in CLIN 0005/Item 0005 with the hardware?

Answer: The cost of the Software/Application portion of the system should be proposed in CLIN 0001/Item 0001 and the Hardware portion of the system should be proposed in CLIN 0002/Item 0002. Please see the Amendment to the Solicitation.

22. How will the payment distributions be handled, on a milestone basis or an incremental schedule?

Answer: The payment distributions will likely be handled as follows:

CLIN 0001/Item 0001 Custom Real-Time Augmented Reality Photo Compositing System (Software/Application). Paid upon delivery and acceptance of Software/Application.

CLIN 0002/Item 0002 Custom Real-Time Augmented Reality Photo Compositing System (Hardware). Paid upon delivery and acceptance of Hardware purchase for system.

CLIN 0003/Item 0003 Setup and Training. Paid upon completion of setup and training.

CLIN 0004/Item 0004 Technical Support. Paid monthly (dependent on proposal submissions)

CLIN 0005/Item 0005 Custom Cloud Service. Paid monthly or upfront for entire year (dependent on proposal submissions)
