Questions and Answers Q: Request the option for relevant years of experience be substituted in lieu of a degree (BS/BA) A: The government will not allow experience in place of a BS or BA degree

Q: Request the government accept a BA/BS degree that is not in business A: The government will accept a BS/BA degree that is not in business, so long as the candidate has at least 3 years of business management experience

Q: Will the government clarify that the staffing in Technical Exhibit 3 OPTIMUM STAFFING for baseline services includes the requirement for 50 separate Current Death Transfer PE cases per year or is additional staffing required?

A: The staffing in Technical Exhibit 3 OPTIMUM STAFFING for baseline services includes the requirement for 50 separate Current Death Transfer PE cases per year and no additional staffing is anticipated for this requirement

Q: This section includes the statement “A separate TO to support the DT/HC mission will be done when more than 7 Army Family Members or more than 2 Army Soldier, DA Civilian, or DA Contractor DTs/HCs occur within a 24 hour period,” however the circumstances to provide DT/HC movement and case management support is unclear.

Request clarification, specifically under what circumstance is this support required.

A: Administrative support services may be needed in the event of multiple DTs/HCs coming to the JPED during the same timeframe. Support may be needed if 2 or more DTs/HCs occur at the same time or more than 7 family members travel to the JPED at the same time. In the event that administrative assistance is needed, support would be required for a minimum of 2 calendar days and will last until the mission is completed

Q: Request the 15 calendar days be changed to 15 work days since SCA employees are limited to 40 hours per week and work days reflects normal processing during core hours of operation without the requirement for overtime.

A: In accordance with Standard Operating Procedures, 15 calendar days is sufficient.

Q: Will the government reimburse contractor costs for biohazard handling re-certifications that may be required during the contract?

A: No, certifications and re-certifications will have to be handled by the contractors.

Q: The following information is required for both Sub-Factor 3 Management Plan and Sub-Factor 3 Risk Mitigation Strategy. “…include what the contractor proposes to do in a time of a surge and then once the surge is over what will be the plan to ramp back down to normal operation.” Does the Government intend that this requirement be addressed under both Sub-Factors?

A: Yes the intent is to address this under both sub-factors.

Q: The Quantity reflects 11, but the POP shows 12 months (1 Jun 2018 - 31 May 2019). Request the Government update the Quantity to reflect 12 and match the POP for the CLIN.

A: CLIN 0002 will be updated to reflect 12 months in Amendment 00001.

Q: The Risk Mitigation Scenario requires responses to numerous requirements to include recruiting and retaining staff within the Vol II 10 page limit. Will the government allow additional pages to address these requirements?

A: Page limitation will be increased to 15 pages.

Q: This paragraph prescribes what bidder must submit with Volume 1. However, the requirements referenced by clause require a Small Business Subcontracting Plan, and there is no requirement to submit one with the proposal.

Will bidders be required to submit a Small Business Subcontracting Plan with our proposals, and if so, will it be submitted as a part of Volume 1?

A: Yes according to DFARS 252.219-7003 a Small Business Subcontracting Plan is required. Additional language will be added to FAR 52.212-2 to have this information included in Volume I.

Q: Under the requirements for Past Performance, it states that PPIRS will be used to evaluate past Performance.

However, there is no guidance to inform the Government of relevant experience on which to base the evaluation.

Will the Government require or permit bidders to identify relevant corporate experience on which to evaluate past performance, and if so will we be provided a format and additional page count to account for this requirement?

A: As stated in FAR 52.212-2 Past Performance evaluation will be conducted by the Government using, Past Performance Information Retrieval System (PPIRS) and will be used to determine the rating for past performance.

No addition information will be needed.

Q: This sentence requires bidders to provide pricing for the base year and two one-year options, but Section B requires pricing for a base year and four one-year options, plus phase in and phase out. Request the government align guidance in this sentence, or in Section B for consistency with the required time periods.

A: This will be updated to reflect a base with four, one year options.

Q: The guidance in this paragraph asks Bidders to provide pricing for the core operations (CLINs 0001, 0002, 1001, 1002, etc. Are we to assume that bidders provide no pricing for CLINs 0003, 0004, 1002, 1003, 2002, 2003, 3002, 3003, 4002, 4003, and that these will be priced separately by the Government?

A: All CLINS will need to be priced by the contractors. The CLINS listed in this section represent the core functions. The other CLINS are delineated as specified.

Q: CLINs 0003, 1002, 2002, 3002, and 4002 reflect a quantity of 92. However, there isn’t a label or definition for what the number 92 represents. Request the Government define the quantity “92” to allow bidders to develop the appropriate cost for these CLINs.

A: 92 cases is what would be a maximum surge situation could be. This number was derived by the maximum estimate yearly processing of 200 with a base line yearly processing of 108. The remaining cases where 92 to represent would could be a surge.

Q: Is there an incumbent contractor in this work? If so, can the Government provide the name of the incumbent, contract number and contract value?

A: Yes there is an incumbent. This information can be provided if a FOIA request is submitted.

Q: There appear to be no instructions suggesting how many past performance citations should be submitted, giving a page limit to the Past Performance section nor does it discuss what the Government expects in the way of Past Performance in the submissions of primes and of subs. Could the government clarify these issues ?

A: As stated in FAR 52.212-2 Past Performance evaluation will be conducted by the Government using, Past Performance Information Retrieval System (PPIRS) and will be used to determine the rating for past performance.

No addition information will be needed.

Q: It appears the Past Performance is to be a part of the Mission Capability Section (pg 19 of 102). This Section is limited to 10 pages. Past Performance is not listed as a Sub-Factor of Mission Capability. But on page 16 of 102 Past Performance is evaluated as Factor 2 in Source Selection Evaluation. It also appears that no input from the bidder may be expected given the fashion in which reference is made to PPIRs. Can the Government clarify what Past Performance citations are expected from a bidder?

A: As stated in FAR 52.212-2 Past Performance evaluation will be conducted by the Government using, Past Performance Information Retrieval System (PPIRS) and will be used to determine the rating for past performance.

No addition information will be needed.

Q: On page 92 of 102 WD 2015-4275 commences, applying to Maryland counties Caroline, Dorchester, Kent, Talbot. Commencing on page 4 of 102 through 12 of 102, CLINs listed state performance is At Dover Air Force Base, DE. On page 12 of 102 DELIVERY INFORMATION states:

US ARMY HUMAN RESOURCES COMMAND

B#4 1600 SPEARHEAD DIVISION AVENUE

FORT KNOX KY 40121

5026138243 FOB: Destination Since no Place of Performance exists in the solicitation, can the Government clarify where this work will be performed? And if it is not in MD, can the correct WD be provided?

A: Wage Determination will be updated to reflect DE.

Q: the 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014) at RFP pg. 45 of 102.

Assuming its entries reflect Service Contract pricing, we fail to find corollary labor caegories defined for 3 of the numbers listed. Looking at the SCA DIRECTORY OF OCCUPATIONS (Fifth Edition), Wage Determination No.: 2015- 4275 provided with the RFP and Wage Determination No.: 2015-4217 which may be more appropriate, as it covers Dover AFB, DE; we don't find an Occupation Code 03042 - the Computer Operator II is coded 14042; we don't find a 01116 - the General Clerk II is coded 01112; and we don't find a 01117 - the General Clerk III is coded 01113. This gives rise to several questions:

*Are these positions the result of a Conformance Process?

*Are these positions the result of a Collective Bargaining Agreement (CBA) and if so can the CBA be provided?

*Given the rates published in the 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014) is there a reason for the differences with the above cited WD's ?

A: Statement of Equivalent Rates for Federal Hires has been updated with the correct Wage Determination WD 15- 4217.

Q: Can you clarify if the award basis is lowest price technically accepted (LPTA) or most advantageous to the Government, price and other factors considered? How do LPTA and most advantageous relate to each other and to the evaluation of price?

A: Contract is LPTA. Additional guidance will be included in FAR 52.212-2.

Q: Will the Government allow the Volume number to be included in the file name to make computer navigation easier? For example: “Company Name_Vol I – Initial” A: Per FAR 52.212-2, “The file name shall be “Company Name – Initial” for the first submission. The file name of later submissions (if necessary), shall be “Company Name – Revision X’ with X indicating the number of the revision.”

Q: Please clarify which drawings are exempt from the page count.

A: No drawing are required and the table in FAR 52.212-2 will be updated to reflect that.

Q: With the requirement for submission of this volume on CD, does the Government intend for the Offeror to meet this requirement by enclosing printouts of the SF 1449 with original ink signatures?

A: Please refer to the guidance provided in FAR 52.212-2.

Q: Please clarify the instructions for addressing the submission.

A: Per FAR 52.212-2, “Proposals shall be submitted prior to the closing date and time identified on SF1449, to the following address:

Mission and Installation Contracting Command Center

ATTN: KATIE PABEN

MICCC - Fort Knox Bldg. 1109 RM. 373

Fort Knox KY 40121-5720

2. Electronic submissions via email or facsimile will not be accepted. Offers shall be mailed through a commercial/Government carrier or hand carried to the above address.”

Q: Does the Government intend for the same information to be covered in both sections, or are there different aspects of surge that should be addressed in each section?

A: Contractor shall address each section independently.

Q: Please clarify the required format for prices and monetary extensions.

A: Per FAR 52.212-2, “All final monetary extensions shall be in whole dollars only.”

Q: Please clarify the requirements for Deliverable 1.3.9.2 Contractor Manpower Reporting.

A: Deliverable Table will be updated to correct the requirements for CMR.
