PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (“PWS”)
UNITED STATES ARMY TRAINING CENTER (USATC) & FORT JACKSON
ICE REQUIREMENT
Part 1
General Information
1. GENERAL: The USATC & Ft. Jackson has a requirement to procure bagged ice for its various training units and other activities located on Ft. Jackson, South Carolina. The bagged ice shall only be 20 pound bagged ice. The ice shall only be the cubed type. The 20 pound bags of ice shall be delivered on pallets and shrink wrapped in accordance with (“IAW”) with this PWS or delivered individually where required. This is a supply buy requirement with ancillary services mainly consisting of delivery to the locations as specified herein.
1.1 Description of Supply: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items required for the delivery of ice as defined in this PWS except for those items specified as government furnished property.
The contractor shall perform to the standards of this PWS.
1.2 Background: Fort Jackson’s Soldiers and other stakeholders use ice for a variety of applications, however, the primarily focus is towards soldiers’ consumption during the warmer months of the year.
1.3 Objectives: To ensure Army regulations and policies are maintained to their fullest extent possible. Namely, through the timely delivery of ice to soldiers, heat casualties are minimalized.
In other words, the delivery of ice is event driven in that ice consumption commences during the warmer months and increases in volume during the hottest months of the year. To this end, sufficient quantity of ice shall be required to be timely delivered IAW with this PWS.
1.4 Scope: The successful contractor shall deliverer ice to unit facilities/locations on a scheduled basis beginning when the temperature exceeds 72 degrees and ending when the temperature drops below 72 degrees IAW with Army Regulations/Policy. Historically, ice delivery commence usually during the month of March, and ends during the month of December.
However, the actual delivery of ice is event driven, e.g., temperature, and not time driven, e.g., based upon the months.
1.5 Period of Performance: Period of performance is base year plus one (1) option year period and is weather dependent. However, as noted above, historical precedent demonstrates ice shall be required commencing sometime in the month of March and ending sometime by the month of December. Further, as noted above, the volume of ice increases during the hottest months of the year and declines during the cooler months of the year, e.g., (March, April and October and November, respectively).
1.6 General Information
1.6.1 Quality Control: Ice purchased by the U.S. Army is certified by the Army Veterinarian service and fit for human consumption. The facility producing the ice under this PWS shall be certified in accordance with applicable U.S. Army regulations and any applicable state regulations or laws. The vendor shall meet strict guidelines under this criteria and shall have a ridged quality control program in place at the time of award and throughout the period of performance. The contractor shall submit for approval a Quality Control Plan. The Contractor shall provide quality control measures adequate to ensure that personnel and equipment safety, repair of damaged areas, production control to maintain scheduled work, data requirements, and other required tasks are accomplished in compliance with the specifications, publications, regulations and codes contained in this contract. The Quality Control Plan shall be submitted to the Contracting Officer no later than the post-award conference which will be held approximately ten (10) days after the date of contract award and again whenever changes are deemed necessary to be made to the Quality Control Plan by the Contracting Officer. The Quality Control Plan shall include as a minimum:

1.6.3 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. Based on recent guidance from the Secretary of the Army and COS Army, Senior Commanders and supporting garrison leadership are not authorized to grant unescorted installation access without the required identity proofing and vetting using the National Crime Information Center Interstate Identification Index (NCIC-III).
Civilian personnel requesting access must have a valid reason to be on the federal installation, be sponsored by a DOD Civilian/military card holder, and be favorably vetted against the FBI's database. Once these conditions have been met, we will issue credentials in the form of either a pass or DOD identification card from the DBIDS System that we currently have in place.
(Defense Biometric Identification System).
Personnel not affiliated with DOD and/or not vetted against NCIC-III or for a short term visit, must escorted while on the installation.
National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) Criteria for Denial.
Army Senior Commanders will, in the absence of an approved waiver, deny uncleared individuals unescorted access to the installation based on the results of the NCIC-III and TSDB checks that contain credible derogatory information indicating that the individual may present a threat to the good order, discipline, or health and safety on the installation. Such derogatory information includes, but is not limited to, the following:
1. The NCIC-III contains criminal arrest information about the individual that causes the senior commander to determine that the individual presents a potential threat to the good order, discipline, or health and safety on the installation.
2. The installation is unable to verify the individuals claimed identity based on the reasonable belief that the individual has submitted fraudulent information concerning his or her identity in the attempt to gain access.
3. The individual has a current arrest warrant in NCIC, regardless of the offense or violation.
4. The individual is currently barred from entry or access to a federal installation or facility.
5. The individual has been convicted of crimes encompassing sexual assault, armed robbery, rape, child molestation, production or possession of child pornography, trafficking humans, drug possession with the intent to sell or drug distribution.

9. The individual has been convicted of a felony firearms or explosives violation.
10. The individual has engaged in acts or activities designed to overthrow the U.S. Government by force.
11. The individual is identified in the TSDB as known to be or suspected of being a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity. When this capability becomes available to DOD, installation access control personnel will strictly follow the Federal Bureau of Investigations published engagement protocols.
*Only Government officials whom the senior commander designates will perform fitness determinations. Designations will be in writing by duty position and codified in local guidance.
DBIDS information required to issue passes/cards.
Stateside license, Personal data Ht/Wt/, Who the sponsor is, finger print/photo.
Before issuing ID cards to new employees or contractors, the standard requires agencies to conduct a background investigation of employees and contractors "who require long-term access to federally controlled facilities and/or information systems." This investigation would include agency initiation of the National Agency Check with Written Inquiries (NACI) or a similar type of national security investigation. In the event credentials are issued without a completed NACI, the ID must be electronically distinguishable from those issued to individuals for whom the investigation has been completed. The Contractor is responsible for meeting
Antiterrorism/Operations Security Requirements. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete all mandatory training to include Antiterrorism (AT) and Operations Security (OPSEC) training required by government employees and directed by the command.
The contractor and all associated subcontractors’ employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
