QUESTIONS AND ANSWERS

1. Can my Ice subcontractor show up in my place for any required meetings?

ANSWER: Yes, if a teaming agreement is provided with proposal.

2. Is there any reason why the Ice estimated requirement is not listed in the RFQ as 20lbs bag numbers? For this bid the bag numbers would be 15,500 bag per 20lbs bags of Ice for 310,000Lbs of Ice. All other bids require 20lbs bag numbers, is this possible for this bid?

ANSWER: The quantity is 310,000 bags with each bag at 20lbs.

3. The very last 2 pages of the RFP cover how price will be evaluated and it says that the base year and the "fourth year option" will be used. This RFP says in the beginning that it is for one base year and one option year. The old contract had been a base year and 4 option year I believe. Can you clarify if the contract really is for a base year and 4 option years, or should the evaluation of price section be changed?

ANSWER: Evaluation will be for a 12 month base year and one 12 month option year. Changes have been made to the evaluation section in clause 52.212-2 Factor III: Price

4. Page 6 states that the contract term is one base year, plus one option year while on page 111 it says that there are 4 one-year option periods. Please verify which is correct.

ANSWER: Evaluation will be for a 12 month base year and one 12 month option year. Changes have been made to the evaluation section in clause 52.212-2 Factor III: Price

5. Page 16 says that "The Contractor shall furnish a site specific Contingency Plan and a site specific Spill Prevention, Control and Countermeasure Plan to the Contracting Officer with the proposal," yet nowhere in the proposal instructions or evaluation criteria does it mention that these plans are to be developed prior to contract award. Please confirm whether these plans need to be developed and included in our proposals or not.

ANSWER: This will be submitted after award only by the awardee as a deliverable.

6. The Past Performance volume III states that the page limit is 10 pages, but if we provide 5 client profiles at 3 pages each, we will have 15 pages not counting the Summary Page, Client Authorization Letters, and Organization Structure Change History. Please clarify.

ANSWER: Updated chart to reflect 15 pages

7. Instructions for the CD label says that the file name format should be: "Company - Initial". What does Initial mean?

ANSWER: Example Alpha Bravo Charlie Company is ABC

8. If we are to include a Contingency Plan and a Site-Specific Prevention, Control, and Countermeasure Plan with the proposal, which volume should this be attached to, and how will it affect the page limits?

ANSWER: This will be submitted after award only by the awardee as a deliverable and not required at the time of proposal submittal.

9. What is the formal title of this solicitation (W9124C-17-R-0001)? It is stated in multiple ways in different locations.

ANSWER: USATC Bagged Ice

10. The proposal instructions ask for Section B CLIN pricing information in both Volume I, Tab C (see RFP page 102) and then again in Volume IV (RFP page 105). Are we to provide the Section B CLIN information in both locations, but with more details as requested in Volume IV?

ANSWER: Yes

11. I noticed that the CLIN 0001 detail shows QTY 310,000 and the UNIT is in Pounds, but I believe you all looking for 310,000 bags (20 lbs bags) not 310,000lbs. Did you want cost per bag or cost per pound? RFP is for 310,000 bags?

ANSWER: The quantity is 310,000 bags with each bag at 20lbs.
