Questions and Answers, as of 19 April 2016:

1. Page 8 – General Question – 1.4 This section refers to NFPA, UFC and PWS. All of these documents have conflicts with the scope and frequency. Please verify with document takes precedence when these are in conflict.

RESPONSE 1: The UFC would take precedence over the PWS and the UFC references the NFPA. Therefore, the UFC is the governing document.

2. Page 11 – General Question – 1.6.10 – Please verify that the Fire Protection Engineer (PE) must be an Employee of the Offeror and a Professional Engineer licensed in Fire Protection.

RESPONSE 2: Refer to QAs dated 20160412

3. Page 18 – General Question – 5.1 This section refers to the inspection of “exit lights and emergency lights”, but I do not see that anywhere else in the scope or in the equipment list. Are they included in this contract? If yes, can you supply an inventory?

RESPONSE 3: Refer to QAs dated 20160412

4. Page 18 – General Question – Wet System – 5.4 & 5.4.1 – one line item says to exclude monthly and the other says to perform it. Please verify if monthly inspections are included for the wet systems in this scope.

RESPONSE 4: Para 5.4 will be changed from “Contractor will exclude…” to “Contractor shall include...”

5. Page 19 – General Question – Dry System – 5.5 & 5.5.1 – one line item says to exclude monthly and the other says to perform it. Please verify if monthly inspections are included for the dry systems in this scope.

RESPONSE 5: Para 5.5 will be changed from “Contractor will exclude…” to “Contractor shall include...”

6. Page 20 – General Question – 5.10 – please verify it the repair is over $500, then does the contractor absorb the first $500 of the repair, and the government pays for everything over $500? Example – Proposal is for $4,000 to replace a Dry Valve – The government will only pay $3,500 or the entire $4,000?

RESPONSE 6: No, in that instance, the government will pay the full cost.

7. Page 89 – Volume I – Tab C refers to completing the Section B - CLINS and returning. Volume IV also says to complete Section B and return. Do we include Section B in both areas?

RESPONSE 7: Please re-read and follow the solicitation’s instructions.

8. Page 26-30 – Technical Exhibit 3 – Fire Systems Information – The list of fire protection equipment in insufficient for bidding. A complete device list is needed for pricing to be completed. Please supply the following information for each building listed.

Fire Alarm/Mass Notification equipment to include number of Pull stations Fire Alarm/Mass Notification equipment to include number of Smoke Detectors Fire Alarm/Mass Notification equipment to include number of Heat Detectors Fire Alarm/Mass Notification equipment to include number of Optical/UVIR/IR/UV detectors Fire Alarm/Mass Notification equipment to include number of Duct Detectors Fire Alarm/Mass Notification equipment to include number of Horn strobes/Strobes/Speakers Fire Alarm/Mass Notification equipment to include number of Monitor Modules/relay modules Clean Agent Systems to include size & number of bottles – along with detection information Fire Pumps – Please list electric or Diesel and GPM Dry/wet Chemical Systems – Please list size & number of bottles – along with detection information RESPONSE 8: See attached list with additional charts which contain information from the FY2010 contractor. This is our most up-to-date information available. It may not be 100% accurate.

9. Page 26-30 – Technical Exhibit 3 – Fire Systems Information – Please explain what “Fy 16 fire systems service contract agreement” means in the chart.

RESPONSE 9: That column is not required on the technical exhibit and is to be removed.

10 Please verify that all Fire Alarm Panels are monitored.

RESPONSE 10: This information cannot be verified at this time.

11. General Question - Please verify that all Sprinkler systems are sealed, locked or electronically supervised.

RESPONSE 11: This information cannot be verified at this time.

12. Can the government provide the manufacture name and model numbers of the control panels in each building?

RESPONSE 12: See attachments from current contractor which indicate various manufacturers.

13. Can the government provide the number of devices per building, i.e., smoke detectors, alarms, strobe lights, sprinkler heads?

RESPONSE 13: That information is not available at this time

14. Will the government provide a map for identifying the building locations?

RESPONSE 14: Yes, that can be provided to the winning contractor

15. Several paragraphs in the solicitation refer to, all buildings listed in technical exhibit 2, Technical exhibit 2 is deliverables schedule there are no buildings listed in technical exhibit 2. Please clarify.

RESPONSE 15: Should be Technical Exhibit #3

16. Page 18, paragraph 5.4 Wet Pipe Sprinkler Systems. Contractor will exclude the monthly task identified in UFC 3-601-02 table 2-2. Paragraph 5.4.1 Contractor shall perform all monthly and annual inspections and testing tasks identified on UFC 3-601-02 table 2-2. Please clarify does the contractor perform any monthly inspection of these systems?

RESPONSE 16: See response to question #4, above

17. Similar question as number 5. Page 19 paragraph 5.5 Dry Pipe Automatic Sprinkler systems states the contractor will exclude monthly task and paragraph 5.5.1 stated the contractor will perform monthly task. Please explain?

18. Page 20 paragraph 5.7 Wet Chemical Systems. The Contractor will submit a schedule for annual inspections and testing tasks as identified in UFC 3-601-02 table 2-19 UFC 3-601-02 table 2-19 also has a requirement for Semi-Annual inspection. Please clarify if only annual inspections for the Wet Chemical Systems will be required? Also paragraph 5.3 Fire Alarm Systems and Fire Alarm Transmitters. States Contractor will perform all monthly and annual inspections and testing tasks identified on UFC 3-601-02 table 2-1. UFC 3-601-02 table 2-1 requires monthly inspections of Control Panels and Annunciator Equipment. Will the contractor perform monthly inspection on the control panels on Wet Chemical Systems?

RESPONSE 18: Information is unknown at this time

19. Page 20 paragraph 5.10 basically states the contractor is responsible for all minor repairs $500.00 or less.

1. Can the government provide the number of minor repairs the current contractor has made during the term of their contract?

1. Can the government provide a total list of repairs that have been performed on the current contract?

1. FAR Part 3, Subpart 3.1, paragraph 3.101-2 States: As a rule, no Government employee may solicit or accept, directly or indirectly, any gratuity, gift, favor, etc. Please provide the regulation that states the Government can require a contractor to provide material and labor to the government at no cost up to $500.00 per repair.

RESPONSE 19:

A. No known data exists B. No known data exists C. Inapplicable FAR Section. The USG is not soliciting any gratuity. The solicitation is clear in that vendors need to build into their pricing small or minor repairs which are not NSP.

20. Can the government provide the last annual inspection report for all locations listed in Technical Exhibit 3? No composite data exists for 2015. Reports from 2014 are available.
