1.) Would this solicitation consider being set-aside for Service Disabled Veteran Owned Small Business?

2.) Please provide the name of the incumbent contractor, contract cost per fiscal year and any above standard services were performed and/or expected of the incumbent.

3.) Is there a fire alarm control panel manufacturer list available to coincide with the buildings requiring these services?

8. Is Fort Jackson Fire Systems Inspection and Repair Contract considered a new requirement or a follow-on? If the latter, would you mind providing the incumbent contractor's name and contract number?

9. Will the $500.00 threshold for minor repair also include repair of the emergency lighting that is to be tested at each facility? This raises concern for all fire alarm companies considering emergency lighting is 120V and up in terms of electricity with battery backup. The greater majority of low voltage/fire alarm companies do not have the capabilities nor license to work on appliances not directly connected to the fire alarm panel that exceeds 120v. It is my assumption that if any malfunctions are discovered during the inspection on the emergency lighting system that it will be reported to the COR and a work ticket for base maintenance to repair will be issued, is this stance correct?

Yes, needed emergency lighting repairs are to be reported to the COR who will put in a work order. The remainder of the “question” are assertions by the interested vendor which the government provides no response. All subsequent “questions” which are vendor based assertions or comments (not questions) will not be responded to.

10. Section 1.6.10 states that the Inspection, testing and maintenance contractor must have and maintain on staff a fire protection engineer. This is not advantageous to the government and provides zero value. This requirement will inflate the cost of the project with no return. Per the UFC 3-600-01 and UFC 3-601-02 there is no verbiage with this requirement in order to perform inspection testing services. A suggestion in lieu of this requirement with equal merit would be for the contractor to provide on staff at minimum 1 NICET Level 4 to oversee and manage the project.

No, a fire protection engineer is not needed for this contract. This requirement shall be removed from the PWS.

11. The requirement to have on site and oversee inspections services with a minimum NICET Level 3 in Fire alarms, ITM of water based systems and special hazards is excessive and again not reflected in the UFC, this is a cost driver and if all contractor adhered to this requirement the pricing will be inflated extremely. I would like to invoke the same criteria as outlined in question 2 by utilizing one contract manager whom is NICET level 4 to oversee the entirety of the project.

The requirement for a NICET Level III certification is a requirement in UFC 3-601-02. Lower level technicians and apprentices may work on the project under the direct supervision of a level III technician.

12. Hood inspections are required within the solicitation but it does not reflect hood cleaning. Is there already a hood cleaning contract in effect? Will a price for hood cleaning be requested or was this an intentional omission?

The installation currently has a hood & duct cleaning contract in place.

13. Will prospective contractors have the capability of viewing previous inspection reports to determine how many devices are located in each facility and the condition of such facilities based upon the previous inspections?

15. For any repairs exceeding the 500 dollar threshold it is my understanding that the awarded contractor will help establish the criteria for the repair for the government so that the repairs will be solicited, however, there is no line item for the cost/time to do such activity. Would it not be more advantageous for the government to request a line item for labor hours to charge against in an IDIQ fashion to expedite and streamline such repairs?

The contractor will provide an estimate for the repairs above the $500 threshold. There is no line item for repairs.

16. Can a list of all facilities requiring after hours inspections be provided so that an accurate proposal can account for shift differential pay? (Dining Halls etc)

The following list of buildings have kitchens or could require after hours work. This is the current, best approximation of buildings: 5700, 3630, 3652, 1875, 5715, 5900, 2435, 4110, 4120, 2420, 5670, and 5650.
