QUESTIONS & ANSWER for Upgrade Barracks Electronic Lock System Work Order: FEE16058-6J

6 May 2021

1. Are you intending to have the local AHJ sign approval waivers for the rework on the fire rated openings? Based on the observation during site walk, the existing prep holes, even with a new cover plate, appears to violate the fire rating. However, the local AHJ has the authority to override this life safety code or the door manufacturer can approve based on how they listed the opening.

A. The project is to change the locks and the contractor will not be liable for the existing prep holes that appear to violate the fire rating of the doors. The Fort Huachuca AHJ has overridden this existing condition.

2. Can you provide the exact model number of the new Dormakaba lock with RFID reader that was presented at the site survey? It appears to be a model that has a BLE radio board that supports mobile BLE credentials, therefore not complying with the specification.

A. The lock model was Dormakaba Nova RT Plus, SAK79PS010T1BL30-626. The locks can be BLE capable, but shall not be enable. See cut sheet 1.

3. What software platform will be used to enroll the credentials in the Kaba lock, is it networked, how many enrollment units will be required?

A. The software specification is in the SOW - 4.12. It is not networked, it will be a stand-alone system.

4. Can you expound why locks with BLE radio boards are not allowed?

A. That is the end user preference. The SOW-4.02 states “no BLE”.

5. Will Buy American Act compliance be a requirement?

A. Yes, comply with Buy American Act is a requirement.

6. Should we assume HSPD12 be a requirement for this federal government facility, per the mandate?

A. No, HSPD12 is not a requirement for this project. The new locks will not read PIV credentials as CAC Cards will not be encoded for new system.

7. Is HSPA12/FIPS 201 compliance desired? If so, can the proposed Kaba lock read the government PIV credentials?

A. No, HSPD12 is not a requirement for this project. The new locks will not read PIV credentials as CAC Cards will not be encoded for new system.

8. What is the budgeted price per door for the lock only?

A. Not applicable.

9. Is a private in-network client / server architecture desired to host the software?

A. Yes, private closed network.

10. Since these locks will be installed on housing doors, is apartment function desired?

A. No, the doors must automatically lock when closed.

11. Does the new Dorma Kaba have an approved battery powered trim reader that mounts to a Von Duprin exit device?

A. This is not known. The SOW-4.05 states “The door locks shall have battery holders with new batteries”. See Picture 1, 2, and 3 for the battery holder (new lock sample).

12. What is the expected battery life for the locks?

A. The SOW does not require a battery life expectancy, but the batteries shall be new and comply with Buy American Act.

13. The current proposed solution is a standalone, access rights on card type of system--similar to a hotel lock application. Any desire to have the openings in the future to be real-time connected to host software to allow real time door monitoring of security breaches (door held or forced), immediate lockdown, remote lock / unlock, and real time audits? Can the proposed Kaba Dorma lock be converted to a real-time connected lock? If so, what software platforms support this lock?

A. No, the locks will not be real-time connected.

14. Can you provide more details on 1.0, 1.01, “the existing electronic locks system in the barracks are 10 years old and soldiers frequently are losing their keys. The new electronic lock technology (RFID) will reduce the number of key failures and lock-outs; make it easier to change the batteries and reduce the battery replacement times”. “Upgrade software will also increase the overall reliability of this vital component of the barracks program.” Is this proprietary software compatible to a specific brand of Lock? Per the FAR’s if you are specifying proprietary products/software you must have sole source justification (J&A documentation) included in the solicitation posting. Are you looking for and equal software solution, if so what are the requirements for this software request?

A. During the site visit, the contractors had the opportunity to see how the existing software operates.

The new software shall be equal or better to the existing one.

15. section 2.0, 2.01 states “The contractor shall field verify the area of work before submitting their SOW and proposal” Understanding we only saw 2 doors will the government issue change orders to cover the needed repairs for all doors that do not perform due to faulty hinges, damaged doors, frames in need of repair, or any other issue preventing the door to perform with the new locking hardware?

A. All doors are in use and in good condition. The contractor shall notify the Government Project Manager (Fredy Arevalo 520-533-3403) if any doors have issues, before changing the existing locks.

There will not be change orders to cover those repairs since the Government has an O&M contractor (FSI) to make the repairs, if necessary.

16. In section 4.0, 4.02 the specifications state “the “door handing” will be verified during the site visit”, we only saw two doors, will you be providing details on handing prior to Bid?

A. No, the contractors can provide the bid without having the exact count for each door handing.

17. In section 4.0, 4.07 the specifications state “Provide 2 kit battery backup units.” Is this a total of two replacement battery backup kits or two per lock for a total of 3,150 battery kits?

A. This is a total of two kit battery backup units. See Picture 4, 5, and 6.

18. Is this solicitation going to be opened up to “or equal products/software” as stated during the site walk.

A. Yes.

19. What type of panic hardware make / model do you have currently?

A. We do not know the make/model of each panic hardware, but the existing locks works on each of the and the new locks for the panic door should have the same hardware, except for 4 panic hardware (Weinstein Barracks) in which the card reader is attached to the wall and does not have physic contact with the panic hardware. See Picture 7, 8, 9, and 10.

20. Are all the locks the exact same make / model on all doors?

A. Yes, all locks in the existing doors are the exact same make and model. The panic door lock hardware are the same make and model. The other 4 panic door lock hardware attached to the walls in Weinstein barrack are the same make and model.

21. Are all doors the same thickness?

A. Yes, these are commercial doors with 1-3/4” thickness.

22. Are we responsible for removing locks off base or will a dumpster be provided?

A. Yes, the contractor is responsible to dispose the old locks of the installation.

23. Are all locks 1 1/4 ASM Mortise locks?

A. Yes, the existing door locks has Mortise ASM 1-1/4”.

24. Do you have change / control keys for the current cores in the doors?

A. Yes, we have Control keys.

25. Can you provide handing of the locks, since it is not possible to get that information in 2 hours with a site walk?

A. No, the contractors can provide the bid without have the exact count for each door handing. For budget purposes consider 50% left and 50% right.

26. For the computers supplied by the contractor under 4.14, what specific requirements are needed/wanted i.e., brand, size, memory, speed for the computer?

A. The specific requirements shall be determined by the vendor so as to ensure maximum performance of their product.

27. What are the hours of operation that we are able to work?

A. Normally, Monday to Friday from 9:00 to 17:00.

28. Will FSI be swapping the IC cores? If not, will contractor be provided a control key (cannot do it without it)?

A. Yes, the Government O&M contractor will be swapping the IC cores.

29. Will the government or contractor be programming individual rooms/doors at the end of each workday?

A. The contractor will be responsible for programming the individual doors each day.

30. Is the 120 days period of performance firm or can we provide a longer duration in our proposal?

If additional prep is required to a door in order to fit the new lock, and the door is fire rated, then is the contractor responsible for replacing the door in order to maintain the fire rating? Or is the government okay with the fire rating being voided?

A. The contractor may request a longer period of performance with the justification reasons in their proposal. The Government is agreeable with the fire rated voided. The contractor is not liable for the voided fire rated doors, most of them are not fire rated.

31. Can you provide the exact model number of the new Kaba Dorma lock with RFID reader that was presented at the site survey?

A. The lock model was Dormakaba Nova RT Plus, SAK79PS010T1BL30-626. See cut sheet 1.

32. It appears to be a model that has a BLE radio board that supports mobile BLE credentials, therefore not complying with the specification.

A. The lock model was Dormakaba Nova RT Plus, SAK79PS010T1BL30-626, it has BLE capability, but shall not be enable. See cut sheet 1.

33. Can the concern be explained why locks with BLE radio boards are not allowed?

A. That is the end user preference. The SOW-4.02 states “no BLE”.

34. BAA compliance is noted in RFQ if the Dormakaba model requested in not compliant will an exception be made?

A No, the new lock shall comply with the BAA compliance.

35. Is FIPS 201 compliance desired?

A. No, FIPS 201 is not a requirement for this project. The new locks will not read PIV credentials, as CAC Cards will not be encoded for new system.

36. What is the expected battery life for the locks?

A. The SOW does not require a battery life expectancy, but the batteries shall be new and comply with the Buy American Act.

37. How does the government plan to receive software updates and patches if not connected to the network?

A. The PC’s will be connected to a commercial wi-fi network.

38. Will a maintenance agreement be required as part of this proposal?

A. Yes.

39. With the Scope of work will 120 days be given for each phase?

A. Per SOO 5.0, the Phase I and Phase II shall be 100% complete and ready for final inspection no later than 120 working days. The contractors may request a longer period of performance with the justification reasons in their proposal.

40. Are Payment and Performance Bonds required if awarded the contract?

A. Yes.

41. Is a Bid Bond required to submit with the RFP?

A. No.

42. How many doors currently have wrap plates?

A. There are a total of 538 doors with wrap plates (Bldg. 51001 has 47, Bldg. 51005 has 399, and Bldg.

52204 has 92). The rest of the doors has the locks installed direct to the door.
