G 3/5/7 Solicitation Questions
1. Can the government please provide clarification and guidance on submitting the DD‐254 with the proposal as no DD‐254 attached or provided with the solicitation?
Government Response: The solicitation updated to reflect the attached DD254
2. Is there an incumbent for this work? If so, please provide the name(s) and contract number(s) of the existing effort.
Government Response: This is a new requirement, there is not a previous award for this effort.
3. PWS 1.6.1, PWS 4.6: PWS Section 1.6.1 instructs offerors to provide its draft QCP with its proposal. PWS 4.6 requires the QCP to be provided within 30 days of contract award. Section L does not specify where the QCP should be located. Please confirm whether the draft is supposed to be included. If it is, where should offerors place it? Is it excluded from page limitations?
Government Response: The solicitation updated to reflect the PWS 1.6.1 QCP shall be submitted with days of contract award.
4. PWS 1.6.3, Wage Determination, Holidays: PWS 1.6.3 identifies ten (10) holidays, but the wage determination (WD) specifies that non‐professional (SCA) personnel will observe eleven (11) holidays. Please confirm the number of holidays to be observed by at least the SCA personnel is based on the WD.
Government Response: IAW PWS 1.6.3 Recognized holidays are 10
5. PWS 1.6.8, Technical Exhibit 3: The two referenced sections identify slightly different labor categories. Would the Government please confirm or correct the following mapping: Systems
Specialist = Instructional Systems Clerk, Operations Specialist = Operations Specialist, Instructor/Writer = Education Outreach Specialist, Multimedia Designer = Multimedia Designer, Multimedia Programmer = Multimedia Developer, Librarian = Librarian (Cyber Research Center) and Training Specialist = Training Specialist (QAO)
Government Response:
Instructional Systems Clerk (ISC) x 1
Operations Specialist x1
Education Outreach Specialist x2
Multimedia Designer x1
Multimedia Developer x1
Librarian (Cyber Research Center) x2
Training Specialist (QAO) x1
6. PWS 1.6.8 and Technical Exhibit 3, PWS 1.6.11.1: The Government’s list of labor categories in
PWS 1.6.8 and Technical Exhibit 3 exclude a Program Manager, but PWS 1.6.11.1 identifies a
Program Manager as a Key Personnel position. Please confirm offers are expected to propose a
Program Manager as well as the positions identified in PWS 1.6.8 and Technical Exhibit 3.
Government Response: The government does not include the PM as a labor category. The government does not have a requirement for a PM.
7. Price Schedule; PWS Technical Exhibit 2: Technical Exhibit 2 requires the awardee to provide
“labor (rates, total billed hours, burdened cost, matrix of actual hours versus planned).” The information identified in Exhibit 2 is appropriate for a time‐and‐materials type of contract, but this is a FFP contract. Request this item be removed from the Technical Exhibit requirement.
Government Response: Government removed
8. ADDENDUM 52.212‐1 Instructions to Offerors, 1 and C.2.(c), pages 71 and 73: The Instructions to Offerors specify the proposal is to be submitted via electronic mail in section 1. Section C.2.(c) indicates” Times New Roman Font, Font Size 11” and “Printing shall be easily readable (12‐pitch type or 10 point proportional spacing.)”. Since this is an electronic submission (with no printed submission), please confirm Times New Roman Font, Font Size 11 is acceptable.
Government Reponse: Please follow Section C. Proposal Preparation Instructions on the
ADDENDUM 52.212‐1. C.
9. ADDENDUM 52.212‐1 Instructions to Offerors, C.2.(c): Are Adobe (pdf) documents acceptable for all Volumes other than the Excel file for the price submission?
Government Response: Yes Adobe (pdf) is acceptable
10. ADDENDUM 52.212‐1 Instructions to Offerors, C.2.(i): May offerors provide a master glossary of abbreviations and acronyms within each volume?
Government Response: Please follow Section C. Proposal Preparation Instructions C(f) on the
ADDENDUM 52.212‐1. C.
11. ADDENDUM 52.212‐1 Instructions to Offerors, C.3.(a) and Attachment 4, Excel price file:
Reference: “All final monetary extensions shall be in whole dollars only”. Should the formulas in either column L or M be changed to round to the nearest whole number? Should the Base Wage
Rate be presented in the nearest whole dollar amount as well?
Government Response: Please follow Section C. Proposal Preparation Instructions ADDENDUM
52.212‐1. C; pargraph 3 Proposal Content (a) Volume I states “All final monetary extensions shall be in whole dollars only.”
12. ADDENDUM 52.212‐2 Evaluation Factors for Award, a.(1), c.1) and C.(4): The Government’s stated evaluation criteria is Best Value using a trade‐off between non‐price and price factors, with the evaluation criteria (per c.1) being:
Factor 1: Technical Capability, Subfactors 1A Technical Ability and 1B Management
Approach
Factor 2: Past Performance
Factor 3: Price
Further, under Factor 4 (we assume this should be Factor 3), it explicitly states that price will not be scored or rated.
The reference to Lowest Price Technically Acceptable is confusing and apparently in conflict with the stated evaluation approach. We respectfully request the Government remove the reference to LPTA.
Government Response: Factor 4 is corrected to reflect factor 3. IAW 52.212‐2 a(1) Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition
Regulation (FAR), whose proposal conforms to the solicitation requirements and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable offer. IAW
52.212‐2 a (2) Trade‐offs between cost/price and non‐cost/price factors are not permitted.
13. Attachment 4, Excel Price File: On the Pricing – Fully Burden tab, please correct the formulas in column F to reflect the fringe percentage. The current formula is multiplying what should be fringe by the overhead amount.
Government Response: Attachment 4 is an example worksheet
14. Attachment 4, Excel Price File, Solicitation Schedule and Evaluation Factors – Price: Both
Attachment 4, Excel Price File and the Options paragraph in the Evaluation Factors section (page
85) include one base period and three (3) option periods. The pricing schedule (B) within the solicitation only references one base period and one (1) option period. Would the Government please correct either the Solicitation or the Excel file?
Government Response: Requirement is for a base plus 1 OY
15. Attachment 4, Excel Price File: The Summary tab within the Excel file does not bring the pricing information over from the Pricing – Fully Burden tab. Did the Government intend to provide the required file in cells B2, E2, F2 and K2 or are offerors supposed to provide the sum of their information within the correct cells?
Government Response: Attachment 4 is an example worksheet the offerors supposed to provide the sum of their information within the correct cells.
16. Attachment 4, Excel Price File: Please confirm the formula for the option periods should reflect the labor rate from the immediately preceding period multiplied by 1 + the escalation rate. For instance, the formula for the first labor category (from the base period, cell E6) would be:
=SUM(E6*(1+E$20)).
Government Response: Attachment 4 is an example worksheet
17. Attachment 4, Excel Price File: Reference Cell M3, the note on row 71 and the formula in all cells in column M. Please clarify: Are the paid hours supposed to be based on 1871, 1872 or 1920?
The note in cell M3 identifies 1871, but the note on row 71 indicates 208 hours are deducted from 2080 (2080 – 208 = 1872), while the formulas in the cells in column M are multiplying the offeror’s fully burdened rate by 1920.
Government Response: Labor Categories and Direct Labor Hours identify the labor categories and the direct labor (productive) hours required for each task that comprises the Performance
Work Statement. Typically Direct labor hours for a full‐time position is 1871 which excludes
Leave (Holidays – 80 hrs; Annual – 80 hrs; Sick – 56 hrs)
18. Can the Government identify if and which positions are currently designated SCA positions?
Existing SCA positions impact carry over for that person’s personal benefits, which impacts price.
Government Response: MICC SCA positions are dependent on the vendor’s proposed labor categories
19. Subfactor 1A: Technical Ability requests “Provide Classroom Instruction with qualified and certified instructors” However, Section 5 does not provide requirements for instruction and necessary certifications.
Government Response: Remove, no instruction on this effort.
