Technical Exhibit 6 Questions & Answers USASOC Range Control

1. The solicitation issued on 29 May 2018 was for a Base Year plus 4 (1 yr) options. This revised solicitation issued on 30 Aug 2018 is now for a Base Year and 2 (1 yr) option periods. This change impacts the pricing as it applies to the 8 vehicles required for the bid as there is less time to depreciate cost. Will the Government consider a longer performance period as a means of achieving a lower contract price?

Answer: No, contractors are to provide a quote as specified in solicitation W91247-18-R-0028.

2. Section 1.17.3 states that contractor services are provided between the hours of 6:30AM - 4:30PM Monday - Friday. There is a note in the same paragraph that "periodically there is a need for range operations at night and on weekends". In Section 5.1 the requirement states "these ranges require potential simultaneous 24 hours coverage". Can the Government please clarify between these two sections. If after hours (post 4:30PM or weekend support is required) will the Government please provide the historic frequency (in terms of number of hours of support) provided by the contractor past 4:30PM (Mon-Fri) and on weekends and holidays? In addition, will the Government please provide the historic data on frequency when simultaneous 24 hour coverage has been provided by way of number or days in the past 12 months that has occurred?

Answer: Contractors are to refer to the Solicitation Technical Exhibit 5 - Historical Workload Data and Minimum Staffing Requirements.

3. Section 1.18 states the contractor shall obtain and maintain criminal background checks on ALL EMPLOYEES to the cover last 3 years and last 3 residences: A. Does that Government require the contractor to obtain background checks on current incumbent personnel? B. If so, how many current personnel are supporting this contract? C. In addition, where should we include the pricing for background checks in the pricing file, as part of the Range Support Services FFP CLIN?

Answers:

a. See Solicitation PWS, paragraph 1.18.2.

b. Contractors to refer to the Solicitation Technical Exhibit 5 – Historical Workload Data and Minimum Staffing Requirements.

c. The solicitation is a Firm Fix Price (FFP) contract and quotes shall be provided as specified in Section L of the solicitation.

4. Section 1.22.6 states contractor personnel shall wear a company shirt that clearly displays contractor company name. Also, the requirements states contractor must provide appropriate badges for all contractor personnel. Should the contractor include the cost for shirts and badges as part of the Range Support Services FFP CLIN?

Answer: The solicitation is a Firm Fix Price (FFP) contract and quotes shall be provided as specified in Section L of the Solicitation. See FAR Subpart 16.2, Fixed Price Contracts.

5. Section 1.23 states contract agrees to attend any post award conference convened by the contracting activity or contract administration officer. Should the contractor include the cost to attend a Post Award Conference in the Range Support Services FFP CLIN? This same requirement is also listed in Section H (q) (2) Post-Award Conference. This section requires that each major subcontractor also attend the post-award conference. What is the definition (for attendance purposes) of a major subcontractor?

Answer: The solicitation is a Firm Fix Price (FFP) contract and quotes shall be provided as specified in Section L of the Solicitation. Amendment 0001 removed “Major” at the Solicitation, Section H, Paragraph 2(a).

6. Is the contractor required to provide safety shoes for all contractor personnel supporting this contract? If so, should the contractor include the cost to provide safety shoes in the Range Support Services FFP CLIN?

Answer: Yes the contractor is required to provide safety shoes for their employees. The solicitation is a Firm Fix Price (FFP) contract and quotes shall be provided as specified in the Solicitation Section L.

7. Page 78 (c) states there is a minimum of 20 pages for Vol I and Vol II (each volume). Typically we see a page limitation (maximum) on Management, Technical and Past Performance type volumes but not on Cost/Price Volumes. Vol II is the pricing volume. Will the Government please confirm that there is a 20 page minimum page count requirement for Vol II and if so, what is required in that volume to make up a minimum of 20 pages? Section 11.2 states that Vol II includes pricing and representations and certifications.

Answer: The Solicitation Section 11. c. has been revised to state “maximum” and made page adjustments. See Amendment 0001 Section L, which identifies volume submission requirements.

8. What level of pricing detail does the government require bidders to submit? We expect that a completed Section B is required. Does the Government also require detailed excel spreadsheets that provides the basis for the FFP provided in the CLINs in Section B?

Answer: See Amendment 0001 with revisions to the Solicitation Section L, paragraph 11.2. Volume II – Pricing.

9. Does the Government require a cost narrative as part of Vol II that fully explains the contractor's pricing methodology as well as indirect rates, fringe benefits, statutory cost requirements and Other Direct Cost incurred?

Answer: No.

10. Section 10 (c) states minimum page counts for both volumes is 20 pages. However, Section 11.1 states that the Mission Capability factor description shall not exceed ten (10) pages. Please clarify since Section 11.1 specifies exactly what needs to be included in the Mission Capability factor (I) - (iv). We are not sure how we can address Section 11.1 ten page maximum limit and be compliant with Vol I twenty page minimum requirement.

Answer: See the answer to question 7 above.

11. Section 13 requires complete Representations and Certifications be submitted with Vol II? A. Will the Government accept a statement in the Vol II that bidders Reps and Certs are up to date and filed on SAM.GOV Government Website? B. If yes, does the 20 page (minimum) Vol II page count requirement still apply?

Answers: Representation and Certification shall be submitted as specified in Solicitation, Section L, Addendum to Far 52.212-1, paragraph 13. See the answer to question 7 above for page count.

12. Section M 1.2.2 - states to be eligible to award a Quoter's price must be deemed fair and reasonable. What will the Government use as evaluation criteria to determine the price is fair and reasonable?

Answer: See the Solicitation, Section M, FAR 52.212-2, 1.2.2 Factor 2: Price.

13. Technical Exhibit 5 - lists the Labor Categories and Historical workload data and minimum staffing quantity. Is the Government directing that bidders propose and price the labor category and number full time equivalent (based on the hours provided) listed in Technical Exhibit 5?

Answer: Technical Exhibit 5 historic workload specifies 1 Full-time Equivalent (FTE) team leader, 7 FTE range inspectors and 20 FTE general maintenance workers. The requirements of Technical Exhibit 5 are the minimum requirements.

14. Are the General Maintenance Worker/Target workers (20 FTEs) listed in Exhibit 5 the only positions that fall under the Wage Determination (15-4377, Rev 5) listed at Technical Exhibit 4?

Answer: Contractors are to visit Department of Labor (DOL), Wage Determination, specified in Technical Exhibit 5.

15. In regards to the Wage Determination listed at Technical Exhibit 4, the Department of Labor has issued a newer WD. The latest WD 15-4377 for North Carolina is Revision 7, dated 7/18/2018. Should bidders use Revision 7 for pricing the General Maintenance Worker (Occupation Code - 23370)?

Answer: The latest Wage Determination has been incorporated with Amendment 0001.

16. Page 78 - Minimum page count for both volumes is twenty (20) pages. Was this intended to provide the maximum page count?

Answer: Yes. See answer to question 7 above.

17. Page 78 – For Volume 2, it does not require a detailed pricing breakdown, only the requirement to include the quoter’s prices for the established CLINs and all subsequent CLINs, is this the intent? Or is additional break down preferred/required? Are the SF 1449, Section B and Reps and Certs to be included in Volume 2?

Answers: See questions to questions 7, 8, and 11 above.

18. Technical Exhibit 5 - Are we interpreting the “minimum” staffing requirement to mean the exact number of personnel the government requires for these services?

Answer: Minimum reflects minimum number of FTEs as stated in Technical Exhibit 5. However, the contractor may provide any labor mix of full time or part time that meets the minimum requirement.

19. A. Page 79, Item 16 - 16. Submission of Quoters shall be forwarded by 12:00 pm EST on 13 September 2018 to Mr. Carlos Lopez at abelardo.c.lopez.civ@mail.mil < Caution-mailto:abelardo.c.lopez.civ@mail.mil > .Only Quotes submitted on the Standard Form 1449 will be accepted.” B. Is my understanding correct then that all proposals must be submitted electronically, and not in hard-copy format?
