Questions and Answers 19 Dec 2016

82. Temporary Government Office Space shall be provided and turned over to the Government with ‘beneficial occupancy’ prior to the demolition of the existing Squad Op’s facility as part of this replacement project as per requirements indicated within these contract documents. What are the requirements for this space? Is there an allowance you want us to carry for this?

Response: Requirements are located within Drawings and Specification Section 0 152 15 – Temporary Government Office Space, and Allowance information is indicated within Specification Section 01 21 00 – Allowances.

83. The Vault Room – will this be storing the any weapons or ammunition??

Response: The Vault Room 121 will not be storing weapons or ammunition.

a. If the Vault is going to store the weapons or ammunition will it need to meet the AR 190 Appendix G requirements? As this is an Army Reg., it does require that the Physical Security of Arms, Ammunition and Explosives be in a room specifically being Concrete with 9x9 double mat off center construction. Does the Air Force have the similar requirements?

Response: The Vault Room 121 will not be storing weapons or ammunition.

b. Do they need to meet the I3A (Installation Information Infrastructure Architecture) requirement(s)?

Response:

Response: The vault IT design followed USAISEC Technical Guide for the Integration of the SECRET Internet Protocol Router Network (SIPRNET) that is addressed under the I3A Criteria.

c. If they need to meet the I3A is there a base requirement that needs to be met?

Response: Local ANG personnel reviewed and provided comments on the vault requirements that were incorporated into the design.

84. Section 10 14 00 2.6 F – Exterior Signage – Please clarify whether cast aluminum is required for the dimensional letters, or if illuminated channel letters are required. Cast aluminum (as required by the spec, will not let light pass through, so cannot have interior illumination.

Response: Exterior Signage shall be cast aluminum as specified. Illumination requirements are from exterior fixtures, refer to Electrical documents for additional information.

85. Section 10 14 00 2.6 G – Exterior Emblems Signage – Please clarify whether a cast aluminum emblem is required (non-illuminated), or if an illuminated cabinet sign is required for the emblem.

Same conflict as above.

Response: Exterior Emblem Signage shall be cast aluminum as specified. Illumination requirements are from exterior fixtures, refer to Electrical documents for additional information.

86. In regards to Sustainable Design Requirements 01 81 13-1, PART 1 -General, 1.1 SUMMARY, A"...This shall also include all required fees associated with obainig the LEED Certification." There is a fee for registering the project with USGBC-if this project has not already been registered as a LEEDv3/2009 project it can no longer be registeresd as such and the specification was written for the wrong version of LEED. Is the contractor to include reimbursement for the registration fee? If so, what is the reimbursement cost? Is the Contractor to pay for the Design credit review fee and the Construction credit review fee as a two part review? Will this be a reimbursable cost to the LEED administrator or is the Contractor to take the payment role of the LEED Administrator?

Response: The project was registered with USGBC prior to Oct 31, and is under LEED v3 for New Construction. The specification was written for the correct version, and all related content throughout the specifications should be considered in its entirety. The registration fee does not need to be reimbursed. The contractor is not responsible for paying any review fees for Design or Construction reviews. It is intended that the A/E will be providing the overall LEED Administrator role; the contractor is responsible for utilizing their own LEED coordinator to handle all related work. It is intended that the A/E will remain the LEED Admin for the duration of the certification.

87. In regards to Sustainable Design Requirements 01 81 13-1, PART 1-General, 1.4 Action Submittals, D.1, Will the civil engineer who prepared the ESC Plan also provide a drawing with the LEED site boundaries as required for the SSpr1 submittal requirements? Response: For SS Pre 1, the civil engineer will provide any construction documents related to the ESC and/or SWPPP as appropriate. These will be uploaded to the LEED project website. The LEED Administrator (the A/E) will provide the LEED site boundary for the contractor's reference.

88. Shall the Contractor include all North Carolina Sales and Use Tax for all materials necessary for construction of this project in their bid proposal for this solicitation or will the NC Air National Guard or others be providing a North Carolina Sales and Use Tax exemption certificate thereby excluding any Sales and Use tax on materials used for construction of this project?

Response: NC Air National Guard will not be providing a North Carolina Sales and Use Tax exemption certificate.

89. Please clarify Additive Bid Item #3. It appears all asphalt is 8”+2.5”+1.5” per 1/C501. This doesn’t match the description of this additive bid item.

Response: Detail 1 ‘Asphalt Pavement Detail’ on sheet C-501 indicates that the 1 ½” Surface Course (S9.5B) is to be installed only if ABI #3 is executed. Under the base bid condition, the asphalt pavement section shall only consist of an 8” Aggregate Base Course and 2 ½” Intermediate Course (I19.0B).

90. Please provide the width of the panel indicated as MP-1. We will need the width in order for Architectural Metal Products to determine which panel to price.

Response: Revise Specification Section INSULATED METAL WALL PANELS – 07 42 13.19, Section 2.2.B.1 to read: “Basis-of-Design Product (MP-1): Subject to compliance with requirements, provide Centria Architectural Systems; Formawall Dimension Series 2-inch thick by 24-inch wide Vertical panels with exposure shown on Drawings, or comparable product by one of the following:

a. Insulated Panel Systems (IPS).

b. Kingspan Insulated Panels.

c. MBCI; a division of NCI Group, Inc.

d. Metl-Span”

Revise Specification Section INSULATED METAL WALL PANELS – 07 42 13.19, Section 2.2.B.3 to read: "Basis-of-Design Product (MP-2): Subject to compliance with requirements, provide Centria Architectural Systems; Formawall Dimension Series 2-inch thick by 24-inch wide DS60 Horizontal Profile panels with exposure shown on Drawings, or comparable product by one of the following:

a. Insulated Panel Systems (IPS).

b. Kingspan Insulated Panels.

Revise Specification Section INSULATED METAL WALL PANELS – 07 42 13.19, Section 2.2.B.5 to read: “Basis-of-Design Product (MP-3): Subject to compliance with requirements, provide Centria Architectural Systems; Formawall Dimension Series 2-inch thick by 24-inch wide Horizontal panels with exposure shown on Drawings, or comparable product by one of the following:

a. Insulated Panel Systems (IPS).

b. Kingspan Insulated Panels.

91. The local dealer for Steelcase (basis of design for demountable partitions) has requested sheet A-

103 in CAD format in order to assist in pricing. Is this possible?

Response: CAD files will be available to the awarded GC upon commencement of construction.
