Questions and Answers

1. Paragraph 2.2 B. of Section 01 50 00 requires the contractor to provide a field office for government use. Is the cost of the field office to be included in the allowances of $300,000.00 outlined in Paragraph 3.1 of Section 01 21 00?

a. No. The field office for government use shall be provided as specified. The $300,000.00 allowance (per 01 21 00, Section 3.1) is for Temporary Government Office Space (e.g.

swing space for occupants of existing Squad Ops facility).

2. Paragraph 3.1 of Section 01 22 00 discusses unit prices for lead abatement. However, there are no unit prices line items established in the bid schedule. Please advise.

a. Include in CLIN 0001 (see bid schedule)

3. Sheet A-111 Key Note 10 refers to a projection screen however there is no specification for this item. Please advise.

a. See attached Motorized Projection Screen Specification (11 52 13) for requirements.

4. Section 12 61 00 – Fixed Seating – Is the “Buy America Act” a required part of this contract?

a. Yes

5. Section 12 61 00 – Fixed Seating – Are end panels required on the fixed seating? None are show or noted.

a. Provide Fixed Seating per the Basis of Design as indicated in Specification Section 12 61

00 – Fixed Seating, Section 2.3.A.1.

6. Section 12 61 00 – Fixed Seating – Are the Seat Pans required to be steel (per 1.2.A) or shell (per 1.2.B)?

7. Section 12 61 00 – Fixed Seating – The only reference given for Tablet Arms is in 12 61 00 1.2.C.

13. Drawing A-401, note 2 – What will be involved in the installation of the GFCI Parachute Work Table?

a. Contractor is responsible to remove table top before demolition, store at Government facility adjacent to site, and reinstall the table top on the cabinets provided by the contractor in the new facility. Coordinate final location and installation of parachute work table with NCANG.

14. Drawing A-404 – Please provide a section detail of the ¾” Picture Hanger Reveals

a. Refer to Specification Section 09 29 00 – Gypsum Board, Section 2.5.b. for Picture

Hanger Reveal Basis of Design.

15. Drawing CD-101 – Please send the As-Built Drawings for the existing SOF Foundation, as this is important information for accurate demolition pricing

16. Drawing CD-101 – Please send the As-Built Drawings for underground utilities at within the construction limits, as this is important information in the tree removal areas, road and sidewalk cuts, etc.

17. Section 31 23 19 – Dewatering – Provide details and requirements for dewatering. Where will water removed by dewatering be piped to?

a. Specification 31 23 19 DEWATERING is a performance specification stating the requirements for a dewatering system to be designed by the contractor. As stated in paragraph 2.1 PERFORMANCE REQUIREMENTS, the contractor shall “Design, furnish, install, test, operate, monitor, and maintain dewatering system of sufficient scope, size, and capacity to control hydrostatic pressures and to lower, control, remove, and dispose of ground water and permit excavation and construction to proceed on dry, stable subgrades.” Please refer to paragraph 1.3 ACTION SUBMITTALS for items to be included by the contractor in the design of the dewatering system, including plans, elevations, sections, and details.

18. Section 08 33 13 – Coiling Counter Door - Are counter doors manufactured by Cookson

Company acceptable for use on project provided they meet or exceed the specified products?

a. Provide coiling counter door from manufacturers listed in Section 08 33 13 – Coiling Counter Door, Section 2.2.1.

19. Section 08 33 13 – Coiling Counter Door - Paragraph 2.2D2 calls for gaskets between slats. No one we are aware of offers this feature. Is it required and, if so, who offers it?

a. Review section 08 33 13

20. Section 08 33 13 – Coiling Counter Door - Paragraphs 2.2E and 2.2F call for the bottom bar and guides to be galvanized and finished to match curtain. Unfortunately, a finish will not adhere to the type of galvanizing used on these components. Please address how we should deal with this conflict in the spec.

a. Provide as specified.

21. Section 08 33 13 – Coiling Counter Door - Paragraph 2.2H calls for an integral frame and facia, but the detail on A551 does not show either. Please clarify.

22. Section 08 33 13 – Coiling Counter Door – Paragraph 2.2M1 calls for a baked-enamel or powdercoat finish. Will a manufacturer’s standard color or standard gray or tan be acceptable?

23. Section 08 33 13 – Coiling Counter Door - Paragraph 2.2M2 calls for an interior slat facing which implies an insulated curtain, but counter doors are not available with insulation. Is insulation required?

24. Section 08 33 13 – Coiling Counter Door - Paragraph 2.2J1 calls for a thumb-turn lock, but paragraph 2.5A calls for a cylinder lock. Which is required?

a. Provide thumb-turn lock as specified in Section 08 33 13 – Coiling Counter Door, Section

2.2.J.1.

25. Section 08 33 13 – Coiling Counter Door – Paragraph 2.4A calls for a 22-gauge hood, which is not available on counter doors. Is a 24-gauge hood acceptable?

26. Section 08 33 13 – Coiling Counter Door - Paragraph 2.8A calls for manufacturer's manual door operator, but paragraph 2.8B calls for push up operation. Which is required?

a. Provide Push-up Door Operation as specified in Section 08 33 13 – Coiling Counter Door, Section 2.8.B.

27. Section 08 33 13 – Coiling Counter Door - Paragraph 2.10A calls for a baked enamel or powder-coat finish. Are they looking for the manufacturer's standard baked enamel finish available in gray or tan or the optional powder-coat finish available in 180 color choices.

28. Section 08 33 13 – Coiling Counter Door - Paragraph 3.1B references electrical connections, but this door is manually-operated. What are the electrical connections for?

a. Revise Specification Section 08 33 13 – Coiling Counter Door, DELETE Paragraph 3.1B.

29. Section 08 33 13 – Coiling Counter Door - Paragraph 3.4 calls for maintenance service which will add substantial cost for the owner. Is maintenance service required on this project beyond the standard product warranty?

30. Section 08 36 13 – Sectional Doors - Paragraph 2.3E2 calls for steel thickness of .064 inch. No one we are aware of offers a thermally broken insulated door with skins that thick. Is 20 gauge acceptable? If not, who offers the specified thickness?

31. Section 08 36 13 – Sectional Doors - Paragraph 2.3E4 calls for an interior steel thickness of .028 inch which to the best of our knowledge is also not available. Is manufacturer's standard liner panel thickness acceptable?

32. Section 08 36 13 – Sectional Doors - Paragraph 2.2N1 calls for a baked enamel or powder-coat finish. Paragraph 2.12 calls for a factory prime finish. Do they want a prime finish, the manufacturer's standard baked enamel finish available in very limited color choice, or the optional powder-coat finish available in 180 color choices?

a. Provide color as indicated on the Exterior Color Schedule and as specified in Section 08

36 13 – Sectional Doors, Section 2.2.N.1.

33. Section 08 36 13 – Sectional Doors - Paragraph 2.2N2 calls for the interior of the door to be finished in same color as exterior. Normally, manufacturer's leave the inside white to reflect light in the space. Does interior need to be painted or is manufacturer's standard white finish acceptable on interior?

a. Provide interior face of door color as specified.

34. Section 08 36 13 – Sectional Doors - Paragraph 2.9A calls for torsion spring counterbalance, but paragraph 2.9B calls for counterweight counterbalance. Which is required? [Torsion is the standard].

35. Section 08 36 13 – Sectional Doors - Paragraph 2.10A calls for a gear driven electric operator, but paragraph 2.10D5 references belt driven electric operators. Which is required?

36. Section 08 91 19 – Fixed Louvers – We would like to request that Fixed Louvers by Reliable Products (Model 5DDWRDC) be added to the acceptable manufacturers list.

a. Bids shall be based on the contract plans and specifications as posted. After award, the awarded General Contractor (GC) may submit a substitution request, but only per the substitution request process as defined in the Division 1 Specification Section (01 60 00) describing that process, and only if there is a savings in time and/or money to the Government---the burden of proof of which, is on the awarded GC. The awarded GC must also prove that the proposed substitution meets all of the specified performance requirements of the original item.

37. Section 23 09 23 - Specification section 23 09 23 requires the use of Alerton controls and the integration of these controls to the existing building management server. We would request to use a Lynxspring JENEsys JACE for the user interface in lieu of the Alerton system as an alternate. This is a Tridium based product with the latest N4 software included using HTML5.

HTML5 is used in lieu of Java. The user will interface with the system from any computer using a simple IP address and username/ password. The VAV controllers will be BACnet Simply VAV.

The RTUs will have onboard BACnet cards.

a. Ascent Compass by Alerton is site standard required for the base-wide BAS and new control system provided for this project shall be fully compatible with and integrated into the existing Alerton system. Using the third party front-end, gateway or network interface that requires non-Alerton software, tool or additional license is not acceptable.

Factory installed and/or unit manufacturer's BACnet-compatible controllers for RTUs would be acceptable however all DDC hardware associated with RTUs including DDC controllers, sensors, transmitters and other field/control devices shall meet the requirements specified in Section 23 09 23. If the third party DDC controller is provided, it is required to be able to configure, modify and program using the Alerton software and programming tool.

38. Drawing CS-101 (note 8) and 6/C-502 – Pedestrian Turnstile – Please provide a specification for the turnstile that clarifies requirements for materials, finish color, manual or electronic controls.

a. Review Sheet C-502.

39. Drawing CS-101 (note 6) directs to 7/C-502 for a detail of the 22’ Wide Vehicle Barriers required.

This detail is missing on sheet C-502. Please provide the details and requirement specification for this vehicle barrier.

a. Refer to detail 5 on sheet C505 for details and performance requirements of the vehicle barrier. The detail has been provided as a basis of design. Contractor may submit an alternate system for review and approval provided it meets the performance requirements of the system shown on the plans.

40. Drawing TS-101 (note 8) – Note8 is shown on the site drawing pointing to an underground Communications Ductbank, but the Note8 is not defined in the “Key Notes”. Please clarify this Key Note.

a. Provide (4) 4-inch conduits from CMH1 to TER 130 per keynote 4 on T-401.

41. Section 07 27 26 2.2 B and 07 27 26 3.5 C. – Fluid-Applied Membrane Air Barriers – This section (2.2 B) gives the maximum air leakage allowed in an Air Barrier Assembly when tested in an air barrier pressure test. This section also states “Inspections: Air-barrier materials, accessories, and installation are subject to inspection for compliance and requirements.” Will an Air Leakage test or Infrared Heat Loss test be conducted by the government, or are these tests a requirement for the contractor to perform for this RFP? If the government chooses to perform either of these tests, will they be performed before the interior finishes are installed so deficiencies can be corrected (interior framing & drywall, ceilings)?

a. Review Specification 07 27 26; Provide inspections as specified in 07 27 26 - Fluid-

Applied Membrane Air Barriers, Section 3.5.C.

Contactor is responsible for testing and inspection as specified in Section 01 40 00 – Quality Requirements, section 1.1.B.4.

42. Drawing E-601 – Electrical Singe Line Diagram – {Portable Generator (GEN 2) Not in Contract} -

Please confirm that all the infrastructure from the Panel MSB – MTS, Panel EM, 200A Disconnect, 200A Male and Female receptacle and connectors – are required of the contractor as part of the RFP.

a. Review Sheet E-601. All infrastructure from Panel MSB including the 200A breaker in Panel MSB, the Manual Transfer Switch MTS, Panel EM, 200A NEMA 4X Disconnect, Ground Rod, 200A Male and Female pin and sleeve receptacle and connector, the 200A feeders shown, 25' of 5 conductor #3/0 Type W portable power cable are required to be furnished and installed by the Contractor as part of the RFP. Only the portable generator, shown on E-601, will not be in contract.

43. Bidding Schedule: In theCLIN 0001 – BASE BID explanations for Communications, a 60ft antenna tower is listed. There are no drawings or specifications included for a 60ft antenna tower. Is a tower required in the contractors scope of work? If so, please provide drawings and specifications, including manufacturer, weight and height, for this tower.

a. Review Sheet S-503.

44. Drawing S-103 – Keyed Note 13 – Antenna Support Framing – Is the framing for a GF/GI Communications Antenna. Please provide the scope of work, if any, required of the contractor beyond this framing. (Is there any equipment, cabling or connections required?)

a. All additional GC responsible components (to include but not limited to: conduit, exterior roof weatherheads, etc.) are indicated within the Contract Documents.

45. Section 08 91 19 – Fixed Louvers – We request that louvers manufactured by Reliable Products be approved for this project.

46. Section 08 34 59 – Vault Doors – section 2.3 A.5. says that a Double Door Protection (Day Gate) shall not be required; however, section 2.4 K. references what appears to be a Day Gate. Please clarify whether a Day Gate is required.

a. Revise Specification Section 08 34 59 – Vault Doors, DELETE section 2.4.K.

47. Section 08 34 59 – Vault Doors – section 2.3 A.6. says that an Electromechanical Lock shall not be required; however, section 3.5 A. lists an Electromechanical Lock in the Vault Door Hardware Schedule. Please clarify whether an Electromechanical Lock is required.

a. Revise Specification Section 08 34 59 – Vault Doors, section 3.5 A. to DELETE Electromechanical Lock.

b. Revise Door Schedule on A-603, DELETE door schedule remark 13 from Door 121.

48. Section 08 71 00 – Door Hardware – IsFAR Part 8.005; Clause 52.208-9 Contractor Use of Mandatory Sources of Supply and Services a requirement for this solicitation?

a. Yes, see page 50 of 80

49. RFP – Since this project solicitation and Bid Date falls within Thanksgiving and Christmas holiday times, and with contractors and sub-contractors needing to spend time doing year-end close-outs, we ask for an extension to the Bid Date until after the first of the year (January 5, 2017).

This would free more subcontractors to bid this job, so the NCANG would receive more competitive bids from the general contractors.

a. Proposal due date will be extended to 22 December 2016 at 2:00pm EST.

50. In Specification Section 01 32 00, Construction Progress Documentation, it mentions the “Prolog website or equal software website”. See Page 2 of Section 01 32 00, Paragraph 1.3 B. Is the Prolog website controlled by the government or the design firm? What is the purpose of the Prolog website?

a. Prolog website will not be used.

51. 2.5.1. VOLUME 1, PRICE/COST INFORMATION AND PRO FORMA DOCUMENTS does not clearly delineate the client requested tabs. Please clarify the government requested tabs so that we can provide a binder organized to the client’s liking.

a. As long as all information is included, you are free to organize tabs in any manner you choose.

52. The directions given for 2.5.1. VOLUME 1, PRICE/COST INFORMATION AND PRO FORMA DOCUMENTS do not list a bid bond location. Please provide direction on where in Volume 1 the client would like the bid bond included.

a. Include bid bond in Volume 1.

53. Subfactor 1: Experience and Capability ends with stating “(Resumes or experience cut sheets are limited to 2 pages each and are not part of the page count.) In the event the intended person is not part of the offeror’s organization at the time the proposal is submitted then a completed Exhibit B, “Subcontractor/Team/Key Personnel Information and Consent Form” is also required or the information will not be considered. This subfactor is limited to 15 pages excluding the table of contents, dividers, tabs, indexes, experience cut-sheets and resumes. Resumes or experience cut sheets are limited to 2 pages each. Pages in excess of the limit will not be evaluated.” While Subfactor 5: Experience with building to United States Green Building Council (USGBC) LEED® standards ends with identical language. Is it the Government’s intent that offerors include resumes and project sheets separately for BOTH Subfactor 1 - Experience and Capability and Subfactor 5 - LEED® Experience and Capability USGBC LEED® standards?

a. Subfactor 1 you are meant to discuss the experience and include resumes/cut sheets of the four (4) key personnel (at a minimum) as it relates to a project of this magnitude and complexity. Subfactor 5 you are meant to discuss experience building to USGBC LEED standards. How you convey the subfactor 5 information is up to you. If no experience so state and indicate in detail how you plan to overcome this lack of experience.

54. 2.5.2. VOLUME 2, PART 1, OFFEROR TECHNICAL CAPABILITY PROPOSAL, paragraph 2.5.2.1.1 states “the Government intends to use Exhibit A Part 1 information in the evaluation of experience for Subfactor 1.” However, VOLUME 2, PART 2 OFFEROR PAST/PRESENT PERFORMANCE INFORMATION provides additional direction on submitting our Performance Relevancy Questionnaire, Exhibit A Parts 1 and 2. Is Exhibit A Parts 1 and 2 to be submitted under Part 1 (Offeror Technical Capability Proposal) or Part 2 (Offeror Past/Present Performance Information) of Volume 2?

a. Part 2.

55. VOLUME 2, PART 1, OFFEROR TECHNICAL CAPABILITY PROPOSAL, 2.5.2.2. Subfactor 1:

Experience and Capability uses the term “cut sheets.” Are we to submit Exhibit A Part 1 in this section or are separate “cut sheets” to be provided?

a. Exhibit A Part 1 goes with Volume 2 Part 2. Resumes/cut sheets go with subfactor 1:

Experience and Capability.

56. Key Personnel resumes are discussed in both Part 1 – Technical Capability Proposal and Part 2 –

Past/Present Performance Information as well as in multiple Subfactors. Please clarify where the government would like key personnel resumes submitted in our proposal.

a. Provide when called for.

57. 3.6. Other Past/Present Performance Considerations, paragraphs 3.6.2 and 3.6.3 allow submission of awards and letters. Where in our proposal submission would the client like these included?

a. Volume 2 Part 2.

58. On page 16 of the solicitation it states “failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.” However, Section 00110 “Submission Requirements and Instructions” does not indicate where that bond information should go. Could you please indicate what volume/section you would like this information placed in?

a. See amendment 0003, section 00110, paragraph 2.5.1.1. Bid bond is to be included in

Volume 1.

59. In the previous solicitation (W91242-16-R-0001), the following information was requested:

Documentation of adequate financial resources: Provide letters of reference from financial institution(s) concerning credit worthiness and from bonding companies indicating capability to bond to, at a minimum, the price proposed. This information is not requested in the current solicitation W91242-17-R-0001. Was this an oversight, or deliberate?

a. It was left out deliberately. We made the determination that since bid bonds are required for RFPs, the ability to obtain a bid bond is the indicator of bonding capability, so there is no longer a need for the separately sealed envelope.

60. On the SF1442 and any addendums requiring a signature, would you accept an electronic signature or do the signatures need to be “wet” signatures?

a. The “original” documents need to be wet signatures.

61. Can the site superintendent act as the quality assurance manager? If not, is a separate dedicated, full-time quality assurance manager required to be full-time on site?

a. Site Superintendent cannot have another role. The other key personnel are able to have multiple roles, but still need to have resumes/cut sheets provided. Site Superintendent is the only individual that must be on site full time.

62. Can the site superintendent act as the safety manager? If not, is a separate dedicated, full-time safety manager required to be full-time on site? (we have a full-time safety manager who manages safety across all jobs)

a. See question/answer #61.

63. Section 01 81 13 – Sustainable Design Requirements

i. Paragraph 1.1 A. mentions the “project’s LEED Administrator”. Who is the administrator?

a. The LEED administrator is planned to be by the A/E. However, the contractor should engage a LEED coordinator to assist with/complete their respective items as defined in the Contract Documents.

ii. Paragraph 1.1 a. 3. – Regarding the LEED Project checklist. Have the LEED points for all design prerequisites and credits been accepted by the USGBC? If so, how many points have been determined for all design prerequisites and credits.

a. The planned Design credits are indicated within the Specification Section 01 81 13. The contractor is required to complete and obtain the construction related items required within this section that will allow the LEED Silver certification.

iii. Will be contractor be responsible for uploading all the LEED information in the system or will the Project LEED Administrator perform this?

a. The contractor is responsible for completing and uploading all templates and supporting documentation to the LEED project website, as well as remain available to address any comments returned from USGBC during the certification process.

64. Section 01 91 13 – General Commissioning Requirements

i. Paragraph 1.1 B. states that the government will hire an Independent Commissioning Authority (CxA) to direct and facilitate the Commissioning Process. Please confirm that this is correct.

a. Yes, the CxA will be hired by the Government. In addition, the Contractor shall be responsible for all CxA support efforts and activities indicated in the Contract Documents (to include but not limited to Specification Section 01 91 13).

65. There is no requirement for termite treatment. Is this an oversite?

a. See attached Termite Control Specification (31 31 16) for required termite treatment requirements.

66. In regards to the temporary office facilities for the government, will the delivery, set up, move-in all be included during the 420 day schedule, before we can start demo of existing building? If so, how much time do we allot for NCANG move-in, after set up, before we can start demo?

(this could use up a large chunk of the 420 days)

a. The period of performance will be extended to 450 days, and it does include delivery, set up, and move in. The Government anticipates that the temp facilities should be installed first, alongside the comm duct work which needs to be put in place prior to demo. So there shouldn't be any delay for the temp facilities and for people to move out.

67. We are to include an allowance for the temporary offices, but will we be responsible for lining up the temporary offices once we are notified of award or is this going to be done in advance by the NCANG? (again this could affect our schedule)

a. Yes, the GC is required to obtain, mobilize, and install temporary offices in accordance to the Contract Documents.

68. Does the allowance for temporary facilities include all costs associated with delivery, set up, utilities, rental, removal at end of job?

a. Yes.

69. Section 01 91 13 – General Commissioning Requirements

i. Paragraph 1.5 A. indicates that the government has developed a Commissioning Plan. Can this Plan be included in the RFP documents for pricing requirements and other details.

a. The CxA Plan will be developed and issued upon construction start-up / mobilization efforts.

ii. Paragraph 1.1E. indicates that commissioning requirements are outlined in Division 2 through 33. However, a review of all these Divisions reveal that only Division 23 09 23, Direct Digital Control System for HVAC, has commissioning requirements.

a. All major systems defined with Section 01 91 13 1.1.C are to be commissioned.

Contractor responsibilities and required coordination with the CxA agent is defined within the Specification Section.

iii. Paragraph 1.1 C. indicates that commissioning is required for HVAC System, Plumbing

Systems, Electrical System, Fire Alarm System and Fire Suppression System. But none of these have commissioning requirements.

a. All major systems defined with Section 01 91 13 1.1.C are to be commissioned.

Contractor responsibilities and required coordination with the CxA agent is defined within the Specification Section.

iv. Please provide the name of the government hired CxA as mentioned in Paragraph 1.1 B.

a. The CxA is planned to be by the A/E.

70. The minimum qualifications for Project Manager list an Engineering degree and 5 years of experience. Would a Construction Management degree and 5 years of experience be acceptable?

a. Experience must meet exceed what is currently in the solicitation.

71. Spec Section 08 34 73.13 pg 3 2.1 A1: STC Rating “as indicated in the door schedule.” The STC

Rating is not on the door schedule. Please advise.

a. Provide STC Rating as indicated by Door Schedule Remark number 14.

72. On Drawing CU101, Site Utility Plan, Key note #24 indicates to coordinate design & installation of gas line with the local utility provider. Is the local utility provider responsible for the design & installation and or demolition of all gas lines required for this project?

a. The contractor shall be responsible for contacting/coordinating with the local utility gas provider (Piedmont Gas) to design and install the new gas service lateral to the Squadron Operations Facility. The contractor shall also coordinate the severing and capping of the existing service lateral with the utility gas provider.

73. Please provide name, point of contact, and phone number of gas line local utility provider as indicated in Key note #24 n Drawing CU101, Site Utility Plan.

a. It shall be the bidder’s responsibility to contact Piedmont Natural Gas to request a Point of Contact for natural gas services at Charlotte-Douglas International Airport.

74. Note 2 of detail D2, Typical Antenna Foundation, drawing S-503, states to see antenna manufacturer for additional reinforcement requirements. No antenna manufacturer info can be found in the solicitation documents. Please provide required antenna manufacturer information.

a. Final selected antenna structure manufacturer will be provided by the Government once selected.

75. Since no antenna manufacturer info has been provided, is the contractor to use the foundation and reinforcement details as shown in detail D2 for pricing at bid time and any changes to those details after award will be repriced as a changed condition?

a. No, refer to Note 1 on Detail D2/S-503.

76. How many foundations will be required for the ground mounted antenna referenced in detail D2, Typical Antenna Foundation, drawing S-503?

a. It is anticipated that one(1) Ground mounted Antenna structure is required, therefore one foundation (per Detail D2/S-503) shall be assumed for Bidding purposes.

77. Whose responsibility is it to construct/erect and/or install the ground mounted and the roof mounted antennas?

a. Refer to Note 1 on Detail D2/S-503.

78. Is the contractor responsible for any installation or provision of any conduit and or cable from the wall mounted & roof mounted cable feed through (notes 2 & 3 respectively on T-602) to the ground mounted and roof mounted antennas? If so please provide details so this can be quantified and priced.

a. Contractor is responsible for all conduits, pull-wires, pull boxes, feed-through and cabling indicated on T-602 and antenna support brackets (see architectural and structural drawings). Antenna RF cabling and conduits outside of what in addressed on building drawings is not in the scope of this project.

79. Key Note 6 on Drawing CS101 refers you to detail 7/C502. No detail 7 has been provided on

C502. No specifications are found for this item either. Please provide detail showing construction requirements and specifications for the intended product so pricing can be provided for this item at bid time.

a. Provide a manual double leaf swing gate consisting of galvanized steel tube pipe with high reflective tape, as manufactured by Guardian Traffic System (model: Sentinel Manual Dual Swing Barrier Gate) or an approved equal. Provide concrete foundations for hinge posts per manufacturer’s recommendations.

80. Sheet CD 101 Key Note 25 says to “remove temporary vehicle barrier: Is there a picture of this or a brand-model number?

a. It shall be the bidder’s responsibility to perform the necessary site visits/investigations to obtain information on the existing surface mounted vehicle barrier system prior to submission of bid.

81. The construction duration for the Squad Ops Facility is 420 calendar days- just under 14 months.

The duration of 420 is insufficient for the work involved. First there is the set up trailers for the government to move in prior to demolition, then demolition of the existing facility. Then there are extensive concrete walls to place for the lower level, structural steel to erect, varying elevations to deal with, large area of glazed aluminum curtain walls, varying standing seam metal roof and all. Additionally the footprint of the building must be undercut in accordance with the recommendations of the geotechnical report. The construction duration is more like 22 to 24 months. It is recommended that the construction duration be revised to 24 months.
