SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

QUESTIONS AND ANSWERS
Question 1: We’re seeking clarification pertaining to the 2500 gallon septic tank. Looks like the written spec is calling for a monolithic structure, whereas the detail shows a two-part system. We are finding unilaterally from precast companies that it not feasible to produce due to the nature of the interior baffle wall. Can we go with the two piece structure as detailed?
Answer 1: A monolithic structure for the septic tank is not required. Provide a 2,500-gallon septic tank precast reinforced concrete two compartment structure in accordance with all other requirements in the statement of work.
Question 2: There are 3 trees in the vicinity of the leach field. May these trees be removed in order to maintain a safe excavation of the leach field?
Answer 2: Tree removal is permissible, however, the work is not required as per the Statement of Work. If tree removal is to occur, all work is still required to be in compliance with EM 385-1-1. Trees that are removed shall have their stump and root ball system removed or ground to 1’ below finish grade.
Question 3: Can you advise me of any possible penalty / L.D.’s associated with the referenced project after the 210 day contract duration?
Answer 3: Although LDs (liquidated damages) are not included, requests for extension in time will be evaluated and if necessary consideration (in the form of a reduction in price) will be requested in exchange for the extension.

Manhole structures shall be installed complete, so covers are flush with finished grade elevation. Frame shall be set in full mortar bed (See figure 6 and 7).
23. Perform Water Tightness Test – Perform a hydrostatic water tightness test on the septic tank, sewer line, and distribution box.
Hydrostatic Testing Steps
a. Prior to backfill, seal the empty tank.
b. Seal access openings, risers, and inlet and outlet pipes.
c. Fill the empty tank with water to a point 2” below the top of the manhole riser. Let the tank stand for 1 hour. If there is a measurable drop in the water surface elevation, refill the tank and let the tank stand for 1 hour. The tank passes the water-tightness test once the water level is held for 1 hour without any measurable loss.
d. When leakage occurs and the tank can be repaired, the water-tightness test shall be made on the tank after repairs have been completed.
e. Repeat the process for the sewer line and distribution box.
f. The septic tank, sewer line, and distribution box must be inspected and certified as being water-tight by the TPOC.
24. Install new leach field - The contractor shall install the new leach field to match the function and dimensions of the existing 70-foot by 30-foot leach field. The new field shall include five trenches of HDPE Leaching Chambers spaced 6’ apart. Connect leaching chamber cap ends with 4” SCH 40 PVC Pipe. Provide 12” of No. 6 stone from the base to the top of the leaching chambers, wrapped in filter fabric (See figure 8). Provide one chamber observation port per leaching chamber trench (See figure 9). Provide approximately 125 cubic yards of No.6 stone aggregate backfill around the leaching chambers from elevation -5’ to -6’ for area 80’ long x 40’ wide (10’ wider than existing footprint). Provide approximately 600 cubic yards of clean sand for the new leaching field from elevation -6’ to -11’ for area 80’ long x 40’ wide (10’ wider than existing footprint). The contractor shall use the excavated material above the existing leaching field for backfill to the maximum extent possible.
25. Restore disturbed pavement areas – Provide a hot mix asphalt from a local source to patch the trench excavation across the paved parking area. Provide 6” of well compacted gravel base material under all pavement patch areas. A tack coat of liquid bituminous material shall be furnished and applied immediately prior to placement of the pavement. The transition from new asphalt pavement to the existing asphalt pavement shall be smooth. Pavement shall be compacted by rolling to a density of not less than 95% of the maximum density.
Pavement shall be minimum 3” thick after compaction. Hand compact in areas inaccessible to rolling equipment. Any depressions in pavement patches caused by settlement shall be corrected by the contractor at no additional cost to the Government.
26. Restore disturbed areas –All excavation areas shall be backfilled with compaction in layers. Restore areas to pre-existing conditions. Provide 4” of topsoil graded smooth and raked. Apply 5 lbs. of seed mix per 1,000 SF. Finished surface above the leaching area shall be graded to assure water runoff (2% minimum slope).
27. All workmanship shall be of the highest quality, and any excess of spilled sealant shall be removed from the pavement by approved methods and discarded. Any workmanship determined to be below the high standards of the particular craft involved will not be accepted and will be corrected and/or replaced as required by the Owner.
28. Disposal: Local regulations regarding hauling and disposal shall apply. Contractor shall dispose of all debris resulting from the construction work. Contractor shall leave the entire site of the work in a neat and orderly condition. Debris, rubbish, non-hazardous waste, and non-usable material resulting from the work under this contract shall be disposed of by the contractor at his expense off Government property. Segregate and maximize recycling of all waste generated. Debris shall be removed and transported in such a manner that prevents damage to local roads and spillage.
29. Closeout Procedures: Contractor shall coordinate with the TPOC for the following at the completion of the project:
a. A final inspection walkthrough of the project, at which time, the contractor shall demonstrate to the TPOC that the work and system is fully operational and in compliance with the Statement of Work.
b. As-built drawings
c. Complete Final Payment Forms and Certifications.
